완도해양경찰서(서장 김길규)는 선박 불법개조(불법 증·개축)로 인한 안전사고를 예방하고, 복원성 상실로 발생할 수 있는 대형 해양사고를 막기 위해 오는 9월 22일부터 10월 19일까지 한 달간 특별단속을 실시한다고 9일 밝혔다.

이번 단속은 지난 8일부터 21일까지 2주간의 사전 계도·홍보 기간을 거쳐 진행된다. 주요 점검 항목은 무허가 선박 건조 및 무단 증·개축, 안전검사 미 수검 및 검사 후 상태 유지 위반, 복원성을 저해하는 구조 변경 등이다.

완도해경에 따르면 최근 3년간(2022~2024) 관내에서 불법 증·개축으로 적발된 어선은 총 18척에 달하며, 연평균 67척이 단속되고 있다.

특히 2024년 한 해 동안에도 6척의 어선이 불법 증·개축으로 적발돼 문제의 심각성을 여실히 보여주고 있다.

이 같은 불법 행위는 선박의 무게중심 변화를 초래해 복원성을 약화시키며, 풍랑이나 충돌 시 전복 등 중대한 사고로 이어질 수 있어 엄정히 단속이 필요하다.

완도해경 관계자는 “불법 증·개축은 선박 복원성을 심각하게 훼손해 대형 해양사고로 직결될 수 있는 만큼 반드시 근절해야 한다.”며, “국민의 안전을 최우선으로 삼아 고질적인 안전 저해 요인을 철저히 차단해 나가겠다.”고 강조했다.

Wando Coast Guard Launches Special Crackdown on Illegal Vessel Modifications
― Six illegally modified fishing vessels caught in 2024… Full-scale efforts to prevent maritime accidents ―
The Wando Coast Guard (Chief Kim Gil-gyu) announced on the 9th that it will conduct a special crackdown from September 22 to October 19 to prevent accidents caused by illegal vessel modifications (unauthorized extensions or reconstructions) and to block major maritime accidents that may result from loss of stability.
The crackdown will follow a two-week guidance and publicity period from September 8 to 21. Key inspection items include unauthorized shipbuilding and illegal extensions/reconstructions, failure to undergo mandatory safety inspections or maintain conditions after inspection, and structural alterations that undermine stability.
According to the Wando Coast Guard, a total of 18 fishing vessels were caught for illegal extensions and reconstructions in the jurisdiction over the past three years (2022–2024), with an annual average of six to seven vessels. In 2024 alone, six fishing vessels were caught for such illegal modifications, clearly showing the seriousness of the problem.
These illegal practices alter the center of gravity of vessels, weaken their stability, and can lead directly to serious accidents such as capsizing in rough seas or collisions. Strict enforcement is therefore deemed essential.
A Wando Coast Guard official stressed, “Illegal vessel modifications seriously compromise stability and can lead to major maritime accidents, so they must be eradicated,” adding, “We will prioritize the safety of the people and thoroughly eliminate chronic risk factors through strict enforcement.”
