해남군, 25일 ‘하구복원 특별법’ 제정 위한 전국 정책토론회 개최

해남군은 오는 25일 문화예술회관 대공연장에서 영산강 하구 생태계 복원을 위한 전국 단위 정책토론회를 연다.

이번 토론회는 ‘국가하구 생태복원과 하구연안 생태회복 특별법’ 제정을 주제로 국회, 중앙부처, 지자체, 학계, 시민사회 및 농어민 단체 등이 참여해 법 제정과 실천 방안을 논의하는 장으로 마련된다.

영산강 하류와 영암호·금호호가 연결되어 있지만 하굿둑 건설 이후 강과 바다의 순환이 단절되면서 수질 오염, 어족 자원 고갈, 갯벌 생태계 파괴 등 심각한 문제가 발생하고 있다.

이에 하구를 단순한 용수공급원이 아닌 생태와 농업·어업·주민 삶이 공존하는 지속 가능한 자산으로 복원해야 한다는 목소리가 커지고 있다.

토론회는 마당극 공연, 발제 영상 상영, 전문가 발표와 종합토론, 시민사회 및 지역 어민·농민과의 질의응답 등으로 진행될 예정이다.

명현관 군수는 “영산강이 다시 생명력 넘치는 강으로 돌아가 환경과 농어업을 살리고 지역 경제에 활력을 불어넣기 위해 하구복원특별법 제정이 반드시 필요하다”고 강조했다.

Haenam County will host a national policy forum on September 25 at the Cultural Arts Center Grand Theater to discuss the restoration of the Yeongsan River estuary ecosystem.
The forum, themed “Special Act on National Estuary Ecological Restoration and Coastal Ecosystem Recovery,” will gather members from the National Assembly, central government agencies, local governments, academia, civil society, and farmer and fisher groups to explore legislative measures and practical approaches for the act.
Although the lower reaches of the Yeongsan River connect to Yeongam and Geumho Lakes, the construction of estuary weirs has disrupted the natural flow between river and sea, causing serious problems such as water pollution, depletion of fishery resources, and destruction of tidal flat ecosystems.
There is growing demand to restore estuaries not merely as water supply sources but as sustainable assets where ecology, agriculture, fisheries, and local communities coexist.
The forum will feature traditional outdoor performances, video presentations, expert talks, panel discussions, and Q&A sessions with civil society and local farmers and fishers.
County Mayor Myung Hyun-gwan emphasized, “Restoring the Yeongsan River as a vibrant, life-filled river is essential to reviving the environment, agriculture, fisheries, and local economy, making the enactment of the Estuary Restoration Special Act imperative.”
