완도해양경찰서(서장 김길규)는 지난 18일 전남 완도군 농공단지 내 조업선단 전용부두에서 ‘2025년 유해화학물질 사고대응 합동 훈련’을 실시했다고 밝혔다.

이번 훈련에는 완도해경을 비롯해 완도군, 해양환경공단, 다도해해상국립공원 등 관내 재난대응 유관기관 직원 90명과 선박 7척이 참여했으며, 기관 간 협력체계 점검과 해상 화학사고 대응 역량 강화를 목표로 진행됐다.

훈련 시나리오는 지난해 청산도 남방에서 발생한 LNG 운반선과 화물선 간 충돌 사고를 바탕으로 구성됐다.

훈련은 유해물질 정보 전파 및 탐지, 주민 대피 및 통항선박 통제, 소화포를 이용한 확산 방지, 승선원 인명구조, 경계구역 설정, 사고선박 안전성 검사, 인체 및 장비 제독 등 실제 상황과 유사하게 진행됐다.

특히 「퇴직공무원 사회공헌사업」의 일환으로, 재난·방제안전 분야에서 20년 이상 근무한 전문위원이 외부 평가관으로 참여해 노하우를 전수하고 개선 방향을 제시하며 훈련의 완성도를 높였다.

완도해경 관계자는 “이번 합동훈련을 통해 유관기관 간 협조체계를 더욱 공고히 하고, 해상 화학사고로부터 국민의 생명과 깨끗한 해양환경을 지키는 데 최선을 다하겠다.”고 말했다.

Wando Coast Guard Successfully Conducts 2025 Joint Exercise for Hazardous Chemical Accident Response

The Wando Coast Guard (Chief Kim Gil-gyu) announced that it conducted the ‘2025 Joint Exercise for Hazardous Chemical Accident Response’ on the 18th at the dedicated wharf for fishing fleets in Wando-gun’s Industrial Complex, Jeollanam-do.
The exercise involved 90 personnel from related disaster response agencies, including the Wando Coast Guard, Wando County, the Korea Marine Environment Management Corporation, and the Dadohaehaesang National Park, along with seven vessels. The training aimed to strengthen cooperation among agencies and enhance capabilities in responding to maritime chemical accidents.
The scenario for the exercise was based on last year’s collision between an LNG carrier and a cargo ship south of Cheongsando.
The training included the dissemination and detection of hazardous material information, evacuation of residents and control of passing vessels, containment using fire monitors, crew rescue operations, establishment of a safety perimeter, inspection of the accident vessel, and decontamination of people and equipment, all conducted in a manner closely resembling real-life situations.
In particular, as part of the “Retired Public Officials Social Contribution Project,” an expert with over 20 years of experience in disaster and safety management participated as an external evaluator, sharing expertise and suggesting improvements to enhance the overall effectiveness of the exercise.
A Wando Coast Guard official stated, “Through this joint exercise, we aim to further solidify cooperation among related agencies and make every effort to protect the lives of citizens and preserve a clean marine environment from maritime chemical accidents.”
