진도군의회, ‘어린이 보호구역 시간제 속도제한 설치 기준 완화 촉구 건의안’ 채택

진도군의회(의장 박금례)는 9월 16일 열린 제310회 임시회에서 「어린이 보호구역 시간제 속도제한 설치 기준 완화 촉구 건의안」을 채택했다.

이번 건의안은 심야 시간까지 일률적으로 시속 30km 제한을 적용하는 현행 제도가 교통 불편을 초래하고 있다며, 군 단위 지역의 실정에 맞는 합리적 기준 마련을 정부에 요청하는 내용을 담았다.

박금례 의장은 “어린이 안전을 지키는 취지는 존중하지만, 통행이 거의 없는 심야 시간까지 속도제한을 강제하는 것은 주민 교통권을 침해할 수 있다”며 “지역 실정에 맞는 균형 잡힌 제도 개선이 필요하다.”고 강조했다.

채택된 건의안은 대통령 비서실, 국회, 국무총리실, 행정안전부, 국토교통부 등에 전달될 예정이다.

Jindo County Council Adopts Resolution Calling for Relaxation of Time-Based Speed Limits in School Zones
The Jindo County Council (Chairperson Park Geum-rye) announced that it adopted a resolution titled “Proposal to Ease the Installation Standards for Time-Based Speed Limits in School Zones” during its 310th extraordinary session held on September 16.
The resolution points out that the current regulation, which uniformly enforces a 30 km/h speed limit even during late-night hours, causes traffic inconvenience. It urges the government to establish more practical standards that reflect the realities of rural areas.
Chairperson Park stated, “While we fully respect the purpose of protecting children, imposing speed limits even during late-night hours when children are rarely present may infringe on residents’ basic right to transportation. A balanced policy that takes into account both children’s safety and residents’ mobility is needed.”
The adopted resolution will be delivered to the Presidential Office, the National Assembly, the Prime Minister’s Office, the Ministry of the Interior and Safety, and the Ministry of Land, Infrastructure and Transport.
