본회의를 지켜보고 계신 향우님들과 언론인 여러분! 반갑습니다.

해남읍, 마산면, 산이면 지역구 군의원 민경매입니다.

저는 오늘, 우리지역의 소중한 구성원이자 지역사회의 든든한 엄마인 이주여성들이 초‧중‧고 정규 교육과정을 이수할 수 있도록 제도적 환경마련과 장학지원의 필요성에 대해 몇 가지 제안하고자 이 자리에 섰습니다.

금년 4월30일 현재 우리 군에는 베트남 등 14개국에서 오신 701명의 다문화가정이 있습니다.

2024년 652명에 비교하더라도 꾸준히 늘어나고 있는 실정입니다.

그 중 상당수는 학령기를 놓친 채 입국한 여성들이며,
설령, 자국의 교육을 어느정도 받았더라도 자녀양육, 가족 간 소통문제, 언어장벽 등 지역사회에서 이웃들과 관계형성에 다소 부족함이 있습니다.

물론, 해남군에서는 결혼이민자 역량강화 사업으로 단계별 한국어 교육 등 다양한 정책을 시행하고 있습니다.
그러나, 이들에게 초‧중등 과정 이상의 정규학력 교육기회를 제공한다면 개인의 역량 향상은 물론, 가정과 지역사회, 더 나아가 지역의 미래를 발전시키고, 폐교 위기인 면 단위 초‧중학교도 지킬 수 있을 것입니다.

더불어, 우리군은 2024년 7월 교육발전특구로 지정되어 2028년까지 5년간 552억 원의 총사업비가 투입되어 지역공동체 돌봄 사업 등 많은 사업을 시행 할 것입니다.

또한, 장학사업 기금 500억 조성 목표도 순조롭게 잘 추진되고 있습니다.

해남군에 제안합니다.
먼저, 해남교육지원청과 협력하여 이주여성들이 관내 초‧중‧고 정규과정에 입학 할 수 있도록 분위기를 조성하시기 바랍니다.

「초‧중등 교육법」 및 「교육기본법」에 따라 모든 국민은 성별, 종교, 신념, 인종, 사회적 신분, 경제적 지위 또는 신체적 조건 등을 이유로 교육에서 차별을 받지 않아야 합니다.

두 번째, 이주여성들에게 초등학교, 중학교, 고등학교는 물론 대학교 입학부터 졸업까지 경제적 부담이 없는 장학지원 대책을 마련해 주시바랍니다.

입학금은 물론 수업료, 교재비, 학원비, 교통비 등 학교 교육에 필요한 제반사항을 모두 지원하고, 특성화교육을 확대하여 졸업 후 전문직업인으로 우뚝 설 수 있도록 평생 교육지원체계 구축이 필요합니다.

또한, 이들에게 초‧중‧고 정규과정 뿐만 아니라 검정고시 지원, 계약학과 입학 등 대학진학에도 군민 장학생으로 지원해야 합니다.

세 번째, 이주여성 자녀들에 대해서도 정규과정 학교 교육은 물론 취미활동, 방가 후 학습, 학원비, 교통비, 특성화교육비 등 장학지원 대책을 마련하시기 바랍니다.

자녀들에게 대학진학을 위한 학습코칭은 물론 특기 적성을 고려하여 자녀들이 경제적 어려움 없이 학습지도를 받도록 하고, 특성화고나 대학진학 지원 및 전문직업인으로 성장시켜 미래의 지역자원으로 함께 가야 할 것입니다.

해남군에서는 미래 먹거리 농어촌수도 비전을 야심차게 표방하고 있으며, 또, 교육발전 특구지정이 성공하려면 모든 아이들이 언어, 경제, 문화의 장벽 없이 배우고 꿈꿀 수 있는 환경을 만들어야 하며, 이주여성과 그 자녀들에게도 차별 없이 배움의 기회를 지원하는 것은 단순한 복지가 아니라 지역의 경쟁력을 높이는 길입니다.

다문화 가정이 지역에서 소외받지 않고 함께 잘사는 해남을 위해 의회와 집행부, 그리고 군민 여러분의 적극적인 관심과 협조를 부탁드립니다.

Dear beloved citizens of Haenam,
Honorable Chairperson Lee Seong-ok, esteemed senior and fellow council members,
Governor Myung Hyun-gwan, and all dedicated public officials,
Distinguished guests, fellow townspeople watching this session, and members of the press, it is my honor to greet you today.
I am Min Kyung-mae, County Council Member representing Haenam-eup, Masan-myeon, and Sani-myeon.
Today, I rise to speak about the importance of creating an institutional framework and scholarship support system that would allow immigrant women—who are not only valued members of our community but also devoted mothers of our families—to pursue regular elementary, middle, and high school education here in our county.
As of April 30 this year, there are 701 multicultural families in Haenam from 14 countries, including Vietnam—a steady increase compared to 652 families in 2024.
Many of these women entered Korea after passing the standard school age, and even if they received some formal education in their home countries, they often face difficulties in child-rearing, family communication, and integration into the local community due to language barriers and cultural differences.
Of course, Haenam County has been operating various programs such as step-by-step Korean language education under the Marriage Immigrant Capacity-Building Project. However, if these women were also provided opportunities for regular academic education beyond elementary and middle school, it would not only enhance their personal capabilities but also strengthen families, enrich the community, and help secure the future of our county. Furthermore, it could contribute to sustaining small rural schools at risk of closure.
Additionally, since July 2024, Haenam County has been designated as an Educational Development Special Zone, securing 552 billion KRW over five years until 2028 for initiatives such as community-based childcare programs. At the same time, the goal of creating a 50 billion KRW scholarship fund is also progressing smoothly.
With this in mind, I respectfully propose the following to Haenam County:
First, work closely with the Haenam Office of Education to create an environment where immigrant women can enroll in regular elementary, middle, and high school programs within the county. According to the Elementary and Secondary Education Act and the Framework Act on Education, no person shall face discrimination in education based on gender, religion, beliefs, race, social status, economic condition, or physical attributes.
Second, establish a comprehensive scholarship program for immigrant women—covering not only elementary through high school, but also higher education—so that they can complete their studies without financial burden. Support should include tuition, textbooks, extracurricular expenses, transportation, and other related costs. Furthermore, by expanding specialized education and lifelong learning programs, immigrant women should be able to graduate as skilled professionals and contribute actively to society.
This support should extend beyond regular schooling to include high school equivalency exams, contracted university programs, and scholarships for higher education.
Third, create scholarship measures for the children of immigrant women as well, ensuring access not only to regular schooling but also extracurricular activities, after-school programs, tutoring, transportation, and specialized education. Their education should include guidance for university entrance, talent and aptitude-based learning opportunities, and pathways to specialized high schools and universities—so they may grow into future professionals and vital assets for the region.
Haenam County has declared its ambitious vision of becoming the Capital of Rural and Marine Industry for the Future. For this vision to succeed—and for the Educational Development Special Zone to thrive—we must build an environment where all children can learn and dream without barriers of language, culture, or economics. Supporting immigrant women and their children with equal opportunities for education is not simply a matter of welfare; it is a matter of strengthening our region’s competitiveness.
For a Haenam where multicultural families are not marginalized but live and thrive together, I sincerely ask for the active interest and cooperation of this Assembly, the county administration, and all our citizens.
