해남군, 빈곤 청년 생계급여 별도 지급 시범사업 추진

해남군이 보건복지부 청년 가구 분리 모의적용 공모사업에 선정돼 부모와 따로 사는 빈곤 청년에게 생계급여를 별도로 지급하는 시범사업을 시작한다.

현행 제도는 만 30세 미만 미혼 자녀가 부모와 떨어져 살아도 동일 가구로 간주돼 급여가 부모에게 지급된다.

이로 인해 외지 청년들이 생활고를 겪는 사례가 많았다.

시범사업은 19세 이상 30세 미만 미혼 청년이 부모와 별도 거주할 경우 신청을 통해 생계급여를 직접 지급받을 수 있도록 한다.

또 부모와 단절돼 경제적 어려움이 큰 비수급 가정 청년도 요건을 충족하면 별도 가구로 인정받을 수 있다.

사업기간은 2025년 9월부터 2026년 2월까지 6개월간이다.

군 관계자는 “부모의 도움을 받지 못하는 청년들에게 자립의 기회를 줄 수 있는 계기가 될 것”이라며 “청년 빈곤 사각지대 해소를 위해 최선을 다하겠다.”고 밝혔다.

Haenam County to Launch Pilot Project for Separate Living Allowance Payments to Low-Income Youth
Selected for Ministry of Health and Welfare Program… To Run for Six Months
Haenam County has been selected for the Ministry of Health and Welfare’s pilot project on the separate application of the Basic Livelihood Security Program for youth. The project will provide a living allowance directly to low-income young people who live apart from their parents.
Under the current system, unmarried children under the age of 30 are considered part of their parents’ household even if they live separately, and the allowance is paid to the parents. As a result, many young people living away from home face financial hardship.
Through the pilot project, unmarried young people aged 19 to 30 who live separately from their parents will be able to apply and receive the allowance directly. In addition, young people from non-beneficiary households who are economically vulnerable due to being cut off from their parents may also be recognized as separate households if they meet the requirements.
The project will run for six months, from September 2025 to February 2026.
A county official stated, “We hope this pilot project will provide an opportunity for young people who cannot rely on their parents’ support to stand on their own. We will continue working to close the blind spots in youth poverty.”
