명현관 군수 “해양쓰레기 감축, 해남이 선도적 역할”

군은 지난 2015년부터 이동식 차량을 활용한 폐스티로폼 감용기를 운영, 지금까지 160만개(216톤)의 부표를 처리해 사진액자, 건축자재 등으로 재활용되는 성과를 거뒀다.

이 정책은 지난 2025년 기후환경대상 종합대상을 수상하며 전국적으로 우수성을 인정받았다.

또한 양식장 스티로폼 부표 660만개 중 60%인 400만개를 친환경 부표로 교체, 오는 2032년까지 전량 교체를 목표로 하고 있다.

해남군은 전국 최초로 80% 지원율을 적용, 어업인의 부담을 크게 줄였다.

더불어 어구보증금제 도입 이후 올해에만 통발어구 2만4,000여 개가 반납되는 등 전국 최고 수준의 회수 실적을 보였다.

이를 통해 어업인들에게 수매비와 반환포인트 등 1,600여만 원이 지급됐다.

명현관 군수는 “정부 정책에 발맞춰 해남군의 노하우를 총동원해 해양쓰레기 감축을 선도하겠다.”며 “농어촌수도 해남의 책임감을 가지고 어업인과 함께 지속가능한 바다를 만들어가겠다.”고 밝혔다.

Governor Myung Hyun-gwan: “Haenam Will Lead in Reducing Marine Waste”
Haenam County is drawing attention for its pioneering policies to reduce marine waste.
Since 2015, the county has been operating a mobile waste Styrofoam compactor, processing more than 1.6 million buoys (216 tons) and recycling them into products such as photo frames and building materials.
This initiative was nationally recognized when Haenam received the Grand Prize at the 2025 Climate and Environment Awards.
In addition, out of 6.6 million aquaculture Styrofoam buoys, 4 million (60%) have already been replaced with eco-friendly alternatives, with a goal of complete replacement by 2032. Haenam was the first in the nation to introduce an 80% subsidy rate, significantly reducing the financial burden on fishers.
The county has also achieved top results nationwide in the Fishing Gear Deposit-Refund Program, with more than 24,000 fishing traps returned this year alone. In return, fishers received about 16 million KRW in compensation and reward points.
Governor Myung stated, “Aligned with government policy, Haenam will take the lead in reducing marine waste by leveraging our accumulated expertise. As Korea’s leading rural and fishing community, we will work hand-in-hand with local fishers to create a sustainable ocean.”
