지방자치 30년, 유권자의 생각 이제는 바뀌어야 한다.

민선 지방자치가 출범한 지 30년이 지났다.
그러나 해남의 선거 풍토는 여전히 금권선거의 굴레를 벗어나지 못하고 있다는 느낌이다.

군수나 도·군의원 출마 소식이 들리면 군민들의 입에서 가장 먼저 나오는 말은 “돈 많이 벌었나 보네”라는 비아냥이다.

선거가 곧 돈과 직결된다는 인식이 아직도 뿌리 깊게 남아 있는 것이다.

해남군수 선거에 출마하려면 수십억 원이 필요하다는 소문이 공공연히 나돈다.

이러한 풍토는 유능한 인재들의 출마를 가로막는다.
행정적 능력과 정책 비전은 뒷전으로 밀리고, 돈이 없으면 선거판에 나설 엄두조차 내지 못하는 현실이 계속되고 있다.

결국 지역의 미래를 책임질 전문가와 참신한 인물들이 기회를 잃고, 해남의 발전은 더뎌질 수밖에 없다.

더 큰 문제는 군민들의 의식이다.
누구나 금권선거를 반대한다고 말하지만, 정작 선거가 시작되면 ‘돈을 쓰지 않는 후보는 힘이 없다’는 낡은 사고가 작동한다.

특히 일부 기성세대의 잘못된 인식이 선거 문화를 왜곡시키고, 지역 발전의 발목을 잡고 있다.
1995년 7월 1일 지방자치 제1기 선거부터 지금까지 알게 모르게 자천 타천으로 금권선거는 제기되어 왔다.

지방자치 30년은 군민이 성숙한 유권자로 거듭나야 할 시점이다.
금권선거는 군민의 권리를 훼손하고, 지역 민주주의를 병들게 한다.
군민이 바뀌지 않으면 선거도, 해남의 미래도 바뀌지 않는다.

이제는 능력과 정책으로 후보를 평가해야 한다.
해남이 더 이상 낡은 선거 풍토에 갇혀 있어서는 안 된다.

금권선거를 끊어내고 공정한 선거 문화를 정착시키는 것, 그것이 곧 해남 발전의 출발점이다.

30 Years of Local Autonomy: It’s Time for Voters’ Mindsets to Change
It has been 30 years since the launch of elected local government.
Yet, the electoral culture in Haenam still seems trapped in the grip of money-driven elections.
Whenever news spreads that someone intends to run for mayor or a seat in the provincial or county council, the first reaction from residents is often the sarcastic remark: “They must have made a lot of money.”
The perception that elections are inherently tied to money remains deeply rooted.
There are even widely circulated rumors that running for Haenam mayor requires tens of billions of won.
This environment discourages capable individuals from running.
Administrative competence and policy vision are pushed aside, and those without wealth hesitate even to enter the electoral arena.
As a result, professionals and fresh talent who could lead the region’s future lose their opportunity, and Haenam’s development inevitably lags behind.
An even bigger problem lies in the mindset of the residents themselves.
While everyone claims to oppose money-driven elections, when the campaign season begins, the old belief that “a candidate who doesn’t spend money can’t win” still takes hold.
In particular, the misguided perceptions of some older generations distort the electoral culture and hold back local progress.
Since the first local elections on July 1, 1995, instances of money-driven campaigns have arisen repeatedly, both openly and covertly.
After 30 years of local autonomy, it is time for Haenam’s residents to emerge as mature, conscientious voters.
Money-driven elections undermine citizens’ rights and weaken local democracy.
If the voters do not change, neither the elections nor Haenam’s future will change.
Now, candidates must be evaluated based on ability and policies.
Haenam can no longer remain trapped in outdated electoral practices.
Breaking free from money-driven elections and establishing a fair electoral culture is the starting point for Haenam’s true development.
