청소년들의 음주와 흡연을 단순한 호기심이나 성장 과정에서 나타나는 일시적인 행동으로 넘겨서는 안 된다는 경찰의 당부가 나왔다.
해남경찰서 읍내지구대에 따르면 일선 치안 현장에서는 “청소년들이 모여 술을 마시고 담배를 피우고 있다”는 내용의 신고가 종종 접수되고 있다.
경찰이 현장에 출동하면 일부 청소년들은 음주와 흡연을 대수롭지 않은 행동으로 받아들이는 경우가 있지만, 성장기 청소년의 음주·흡연은 건강 문제뿐 아니라 또 다른 일탈이나 비행으로 이어질 가능성이 있어 가정과 학교, 지역사회의 각별한 관심이 요구된다.
질병관리청 청소년건강행태조사 자료에 따르면 만 18세 기준 청소년 흡연율은 5.3%, 음주율은 11.2%로 나타났다.
특히 청소년기는 또래 집단의 영향을 크게 받는 시기라는 점에서 주변 환경의 중요성이 강조된다.
사회학의 ‘차별적 접촉이론’에서는 개인이 주변 사람들과의 상호작용을 통해 일탈 행동과 이에 대한 태도를 학습할 수 있다고 설명한다.
청소년 사이에서 “친구들도 다 한다”는 인식이 반복되고 또래의 음주·흡연에 지속적으로 노출될 경우 이를 자연스럽거나 대수롭지 않은 행동으로 받아들일 가능성이 있다는 것이다.
문제는 청소년의 음주와 흡연이 성장기 신체 건강에 부정적인 영향을 미칠 뿐 아니라 음주 상태에서 판단력이 흐려져 다른 비행이나 사고로 이어질 가능성도 배제하기 어렵다는 점이다.
청소년에게 술과 담배를 판매하거나 제공하는 행위에 대해서도 각별한 주의가 필요하다.
청소년보호법상 주류와 담배는 청소년유해약물로 분류돼 청소년에게 판매·대여·배포하거나 무상으로 제공하는 행위가 금지돼 있다.
위반할 경우 관련 법령에 따라 형사처벌은 물론 과징금이나 영업정지 등 행정처분을 받을 수 있어 편의점과 음식점 등 주류·담배 판매업소에서는 신분증 등을 통한 연령 및 본인 확인을 철저히 해야 한다.
경찰은 청소년 음주·흡연 현장을 적발할 경우 당시 상황과 경위, 청소년에 대한 선도 필요성 등을 종합적으로 판단해 보호자에게 알리고 학교 및 지역 청소년 상담·선도기관 등과 연계해 계도와 보호조치를 실시하고 있다.
해남경찰서는 처벌과 단속만으로 청소년 문제를 해결하기보다 가정과 학교, 지역사회가 함께 관심을 갖고 예방과 선도에 나서는 것이 중요하다고 강조했다.
해남경찰서 읍내지구대 조은지 순경은 “청소년의 일탈이 더 큰 비행의 시작이 되지 않도록 가정과 학교, 지역사회가 함께 관심을 가져야 한다.”며 “청소년을 단순히 단속의 대상으로 보기보다 보호하고 선도해야 할 대상으로 바라보는 것이 건강한 성장을 위한 첫걸음”이라고 밝혔다.
이어 청소년들이 순간적인 호기심이나 또래 분위기에 휩쓸려 음주와 흡연을 시작하지 않도록 주변 어른들의 지속적인 관심과 올바른 교육이 필요하다고 당부했다.
한편 해남경찰서는 지역 청소년들이 안전하고 건강하게 성장할 수 있도록 청소년 비행 예방 활동과 현장 중심의 선도·보호 활동을 지속해 나갈 방침이다.

Police are urging families, schools and local communities not to dismiss teenage drinking and smoking as mere curiosity or a temporary phase of adolescence.
According to the Eupnae District Police Unit of Haenam Police Station, officers regularly receive reports that “groups of teenagers are gathering to drink alcohol and smoke cigarettes.”
When officers arrive at the scene, some teenagers appear to regard drinking and smoking as relatively insignificant behavior. However, alcohol and tobacco use during adolescence can negatively affect their health and potentially lead to other forms of misconduct, underscoring the need for greater attention from families, schools and the wider community.
According to data from the Korea Disease Control and Prevention Agency’s Youth Risk Behavior Survey, the smoking rate among 18-year-olds stands at 5.3 percent, while the drinking rate is 11.2 percent.
Peer influence is particularly significant during adolescence, highlighting the importance of the social environment surrounding young people.
This phenomenon can be explained through the sociological concept of “differential association theory,” which suggests that individuals can learn deviant behavior and attitudes through interactions with people around them.
When teenagers are repeatedly exposed to the idea that “everyone else is doing it,” and regularly encounter drinking and smoking among their peers, they may begin to perceive such behavior as normal or harmless.
The concern is that underage drinking and smoking can not only adversely affect physical development but also impair judgment, particularly after consuming alcohol, potentially increasing the risk of other forms of misconduct or accidents.
Particular caution is also required when it comes to selling or providing alcohol and tobacco products to minors.
Under South Korea’s Youth Protection Act, alcohol and tobacco are classified as substances harmful to juveniles, and selling, lending, distributing or providing them free of charge to minors is prohibited.
Violations may result in criminal penalties as well as administrative sanctions, including fines or suspension of business operations. Convenience stores, restaurants and other businesses that sell alcohol or tobacco are therefore urged to carefully verify customers’ age and identity through official identification.
When police officers encounter teenagers drinking or smoking, they assess the circumstances of the incident and the need for guidance before notifying their guardians. Police may also work with schools, youth counseling centers and other local organizations to provide appropriate guidance and protective measures.
Haenam Police Station stressed that juvenile issues cannot be addressed through punishment and enforcement alone, calling instead for families, schools and local communities to work together on prevention and guidance.
“Families, schools and the community must all pay attention so that a teenager’s initial misconduct does not become the starting point for more serious delinquency,” said Police Officer Cho Eun-ji of the Eupnae District Police Unit at Haenam Police Station.
“Viewing teenagers not simply as targets of enforcement, but as young people who need protection and guidance, is the first step toward helping them grow up healthy,” Cho added.
Police also called for continued attention and proper education from adults to prevent teenagers from starting to drink or smoke out of momentary curiosity or under pressure from their peers.
Meanwhile, Haenam Police Station plans to continue juvenile delinquency prevention programs as well as community-based guidance and protection activities to help local teenagers grow up in a safe and healthy environment.
