“하루도 빠짐없이 군민 곁으로”…민경매 해남군의회 의장, 현장에서 답 찾는다

민경매 해남군의회 의장이 취임 한 달여 만에 현장 중심의 의정활동에 속도를 내며 새로운 의회상을 제시하고 있다.

지난 7월 1일 만장일치로 의장에 선출된 민 의장이 내건 핵심 화두는 ‘비판을 넘어 대안으로, 의회에서 군민의 삶으로’​다.
민 의장은 취임 이후 14개 읍·면을 직접 찾아 주민과 소상공인 등을 만나며 현장의 목소리를 듣는 소통 행보를 이어가고 있다.
의회 사무실에 머무르기보다 군민이 있는 현장을 직접 찾아 지역 현안을 확인하고 해결 방안을 모색하겠다는 취지다.

민 의장이 강조하는 ‘공감 의회’의 출발점 역시 군민과의 소통이다.
주민들과의 간담회에서는 생활 속 불편부터 농어촌 현장의 어려움, 지역경제 침체와 소상공인들의 경영 애로 등 다양한 현안이 제기되고 있다.

민 의장은 현장에서 직접 군민들의 의견을 듣고 지역의 문제를 확인한 뒤 이를 의정활동과 정책 제안으로 연결할 수 있는 방안을 찾고 있다.
특히 지역 소상공인들과의 만남에서는 경기 침체와 소비 위축 등 지역경제가 직면한 어려움을 청취하고, 주민들이 실질적으로 체감할 수 있는 지원책과 정책 방향을 함께 고민하고 있다.

전복어가의 어려움을 극복하기 위한 판촉행사장을 찾아 어민들의 애로사항을 청취하는 등 농어업 현장과 민생경제 현장에도 직접 발품을 팔고 있다.

민 의장은 “군민의 목소리를 듣지 않고서는 군민을 위한 정책을 만들 수 없다”​며 “현장에서 들은 이야기를 의정활동에 담고, 단순한 민원 해결을 넘어 지역의 구조적인 문제를 풀어낼 수 있는 정책과 대안을 제시하겠다”고 밝혔다.

민 의장이 강조하는 또 하나의 원칙은 ‘말보다 행동’​이다.
집행부에 대한 견제와 감시라는 의회의 기본 역할은 충실히 수행하되, 잘못된 부분을 지적하는 데 그치지 않고 실현 가능한 대안을 제시하는 의회를 만들겠다는 것이다.

민 의장은 “비판을 위한 비판에 머무르는 의회가 아니라 잘못된 부분은 바로잡고 동시에 실현 가능한 대안을 제시하는 ‘정책 의회’를 만들겠다”며 “군민의 목소리가 정책이 되고, 그 정책이 다시 군민의 삶을 변화시키는 선순환을 만들어 가겠다.”고 강조했다.

취임 이후 이어지고 있는 민 의장의 현장 행보는 ‘공감 의회’가 단순한 구호에 그치지 않고 실제 의정활동으로 이어지고 있음을 보여주고 있다.

14개 읍·면 주민과 지역 소상공인들의 목소리를 하나하나 정책에 담아내며 ‘듣는 의회’에서 ‘답하는 의회’로 변화하겠다​는 것이 민 의장이 제시한 새로운 의회 운영 방향이다.

앞으로 현장에서 수렴한 군민들의 의견이 어떤 정책과 대안으로 구체화될지 주목된다.

Haenam County Council Chair Min Gyeong-mae is accelerating her field-oriented legislative activities just over a month after taking office, presenting a new vision for the county council.
Unanimously elected chair on July 1, Chair Min has placed a central focus on the principle of “Moving beyond criticism to solutions, and from the council to the lives of county residents.”
Since taking office, Chair Min has continued her communication efforts by personally visiting all 14 townships and villages across Haenam County and meeting with residents, small business owners and others to listen directly to their concerns.
Rather than remaining in the council office, she intends to visit residents where they live and work, identify local issues firsthand, and seek practical solutions.
The starting point of the “empathetic council” that Chair Min emphasizes is also communication with residents.
At meetings with local residents, a wide range of issues have been raised, including everyday inconveniences, difficulties faced by farming and fishing communities, the prolonged downturn in the local economy, and business challenges confronting small business owners.
Chair Min is listening directly to residents in the field, identifying local problems and exploring ways to connect their concerns with legislative activities and policy proposals.
In particular, during meetings with local small business owners, she has listened to the difficulties caused by the economic slowdown and declining consumer spending, while discussing support measures and policy directions that residents can actually feel in their daily lives.
She has also visited promotional events aimed at overcoming difficulties facing the abalone industry, listening to the concerns of fishermen and making herself available on the ground to address challenges facing the agricultural and fisheries sectors as well as the local economy.
Chair Min said, “We cannot create policies for county residents without listening to their voices,” adding, “I will incorporate what I hear in the field into our legislative activities and go beyond simply resolving individual complaints by proposing policies and solutions to address structural problems in the region.”
Another principle emphasized by Chair Min is “action over words.”
While faithfully carrying out the council’s fundamental role of checking and monitoring the executive branch, she aims to create a council that does not stop at pointing out problems but also presents practical and achievable alternatives.
Chair Min emphasized, “I want to build a ‘policy-oriented council’ that does not engage in criticism for the sake of criticism, but corrects what is wrong while presenting realistic and achievable alternatives,” adding, “We will create a virtuous cycle in which the voices of county residents become policies, and those policies in turn improve their lives.”
Chair Min’s continued field activities since taking office demonstrate that the concept of an “empathetic council” is not merely a slogan but is being translated into actual legislative work.
Her new approach to operating the council is to incorporate the voices of residents and local small business owners from all 14 townships and villages into policy, transforming the council from one that merely “listens” into one that “responds with solutions.”
Attention is now focused on how the opinions gathered from residents in the field will be developed into concrete policies and practical alternatives.
