해남서 열흘간 지진 71차례…규모 3.1 발생에 위기경보 ‘주의’ 상향

전남 해남군 일대에서 열흘 동안 모두 71차례의 소규모 지진이 잇따른 가운데 23일 오전 규모 3.1의 지진까지 발생하면서 정부가 지진 위기경보를 ‘관심’에서 ‘주의’ 단계로 상향했다.

행정안전부와 기상청 등 관계기관은 반복되는 지진에 대한 정밀 관측과 피해 상황 점검에 나서는 등 비상 대응체계를 강화하고 있다.
기상청에 따르면 23일 오전 6시 43분께 해남군 서북서쪽 약 21㎞ 지점에서 규모 3.1의 지진이 발생했다. 이번 지진으로 해남군에서는 최대진도 Ⅳ가 관측됐다.

진도 Ⅳ는 실내에 있는 많은 사람이 진동을 느끼고 그릇이나 창문 등이 흔들릴 수 있는 수준이다. 목포·무안·신안·영암·진도에서는 최대진도 Ⅲ, 강진·나주·완도·장흥·함평 등에서는 진도 Ⅱ가 관측됐다.

현재까지 확인된 인명 및 시설 피해는 없는 것으로 파악됐다. 지진 발생 직후 해남과 신안에서 각각 1건씩 모두 2건의 유감신고가 접수됐다.
문제는 이번 지진이 일회성으로 끝난 것이 아니라는 점이다.

해남 일대에서는 지난 8월 14일부터 23일까지 규모 2.0 이상 지진이 7차례 발생했으며, 규모 2.0 미만의 미소지진까지 포함하면 모두 71차례의 지진이 이어진 것으로 집계됐다.

이에 행정안전부는 23일 오전 관계기관 대책회의를 열고 지진 발생에 따른 피해 상황과 기관별 대응태세를 점검했다. 이어 이날 오전 11시를 기해 지진 위기경보 수준을 기존 ‘관심’에서 ‘주의’ 단계로 한 단계 높였다.

행안부는 이번 지진 자체가 대규모 피해를 일으킬 정도의 규모는 아니지만, 동일 지역에서 소규모 지진이 반복적으로 발생하고 있는 상황을 고려해 선제적인 대응 차원에서 위기경보를 상향했다고 설명했다.

■ 기상청, 진앙 주변 정밀 관측…이동식 관측망 활용
기상청은 해남 지역의 반복적인 지진 발생 원인과 지하 구조를 보다 정밀하게 파악하기 위해 진앙 주변의 지진 관측을 강화하고 있다.
해남은 과거에도 연속적인 지진이 발생한 사례가 있는 지역이다. 기상청은 2020년 해남 지역에서 지진이 잇따르자 임시 지진관측소와 이동식 지진관측망을 설치해 진앙 위치와 지진 발생 특성을 정밀 분석한 바 있다. 당시에도 최대 규모 3.1의 지진이 발생했으며, 기상청은 대규모 지진으로 이어질 가능성 등을 전문가들과 분석했다.
이번에도 반복되는 지진의 발생 위치와 깊이, 규모, 시간적 분포 등을 면밀히 분석하면서 지하 단층의 움직임과 연관성이 있는지를 살피는 작업이 중요해지고 있다.
특히 전문가들은 현재까지 확인된 지진 규모만으로 향후 더 큰 지진의 발생 여부를 단정할 수 없는 만큼, 추가적인 지진 발생 상황을 지속적으로 관측하고 분석할 필요가 있다는 입장이다.

■ “현재까지 피해 없어”…정부, 추가 지진 대비태세 강화
행정안전부는 기상청과 소방청, 전남광주통합특별시, 해남군 등 관계기관과 함께 지진 발생 상황을 공유하고 추가 지진에 대비한 대응체계를 점검하고 있다.
김광용 행안부 재난안전관리본부장은 “현재까지 피해는 없지만 동일 지역에서 지진이 반복적으로 발생하고 있는 만큼 추가 지진 발생에 대비해 비상 대응태세를 철저히 유지하고 관련 정보를 국민께 신속하고 정확하게 전파해달라”고 당부했다.
정부는 주민들에게 지진 발생 시 우선 낙하물로부터 몸을 보호하고, 진동이 멈춘 뒤 안전한 장소로 이동하는 등 지진 행동요령을 준수해 줄 것을 당부하고 있다.

■ 6년 전에도 70여 차례 반복…주민 불안 커져
해남 지역에서는 6년 전인 2020년에도 비슷한 형태의 연속 지진이 발생했다.
당시 2020년 4월 26일부터 6월 11일까지 같은 지역에서 모두 76차례의 지진이 발생했으며, 최대 규모는 이번과 같은 3.1이었다. 기상청은 당시 지진의 원인을 규명하기 위해 임시 관측소와 이동식 관측망을 설치하고 정밀 분석을 진행했다.
이번에도 과거와 유사하게 지진이 반복되면서 해남 주민들의 불안감도 커지고 있다.

다만 현재까지 발생한 지진의 규모와 피해 상황만으로 향후 대규모 지진 발생 여부를 예단하기는 어렵다는 점에서, 정부와 관계기관의 지속적인 관측과 과학적 분석이 필요하다는 지적이다.

A total of 71 earthquakes have struck the Haenam area of South Jeolla Province over a period of 10 days, including a magnitude 3.1 earthquake on the morning of August 23, prompting the government to raise the national seismic crisis alert from “Attention” to “Caution.”
The Ministry of the Interior and Safety, Korea Meteorological Administration (KMA) and other relevant agencies have strengthened their emergency response systems, conducting detailed monitoring and assessing potential damage resulting from the repeated seismic activity.
According to the KMA, a magnitude 3.1 earthquake occurred at approximately 6:43 a.m. on August 23, about 21 kilometers northwest of Haenam County. The maximum observed seismic intensity in Haenam was Level IV.
At seismic intensity Level IV, many people indoors may feel the shaking, while dishes, windows and other objects may rattle. Maximum intensity Level III was observed in Mokpo, Muan, Sinan, Yeongam and Jindo, while Level II was recorded in Gangjin, Naju, Wando, Jangheung and Hampyeong.
No casualties or property damage have been reported so far. Immediately following the earthquake, two reports of people feeling the shaking were received—one each from Haenam and Sinan.
Repeated Seismic Activity Raises Concern
The latest earthquake was not an isolated event.
From August 14 through August 23, seven earthquakes of magnitude 2.0 or higher occurred in the Haenam area. When smaller microearthquakes below magnitude 2.0 are included, the total number of seismic events reached 71.
In response, the Ministry of the Interior and Safety held an interagency meeting on the morning of August 23 to review the situation, assess potential damage and examine the response measures of relevant agencies.
At 11 a.m. that day, the government raised the seismic crisis alert from “Attention” to “Caution.”
The Ministry explained that although the latest earthquake itself was not large enough to cause extensive damage, the alert level was raised as a precaution because earthquakes have continued to occur repeatedly in the same area.
■ KMA Strengthens Monitoring Around Epicenter… Mobile Seismic Network Deployed
The KMA is strengthening seismic monitoring around the epicenter in an effort to determine the causes of the repeated earthquakes and gain a more precise understanding of the underground geological structure.
Haenam has previously experienced episodes of consecutive earthquakes.
In 2020, after a series of earthquakes occurred in the Haenam area, the KMA installed temporary seismic stations and a mobile seismic monitoring network to precisely analyze the locations and characteristics of the earthquakes. The largest earthquake at the time was also magnitude 3.1, and the KMA worked with experts to assess the possibility of the activity developing into a larger earthquake.
This time, authorities are closely examining the locations, depths, magnitudes and temporal patterns of the earthquakes, as well as whether the activity may be associated with movements along underground faults.
Experts emphasize that the magnitude of the earthquakes recorded so far alone cannot determine whether a larger earthquake will occur in the future. Continued monitoring and scientific analysis of additional seismic activity are therefore considered essential.
■ “No Damage Reported So Far”… Government Strengthens Preparedness for Additional Earthquakes
The Ministry of the Interior and Safety is sharing information on the seismic activity with the KMA, the National Fire Agency, Jeonnam-Gwangju Integrated Special City, Haenam County and other relevant agencies while reviewing emergency response measures against possible additional earthquakes.
Kim Kwang-yong, Deputy Minister for Disaster and Safety Management at the Ministry of the Interior and Safety, urged relevant agencies to “maintain a thorough emergency response posture in preparation for additional earthquakes, as seismic activity continues to occur repeatedly in the same area, and to promptly and accurately communicate relevant information to the public.”
The government is also advising residents to follow earthquake safety procedures, including protecting themselves from falling objects when shaking begins and moving to a safe location after the shaking stops.
■ Similar Sequence of More Than 70 Earthquakes Six Years Ago… Residents Growing Anxious
Haenam experienced a similar sequence of earthquakes six years ago, in 2020.
Between April 26 and June 11, 2020, a total of 76 earthquakes occurred in the same area, with the largest measuring magnitude 3.1. At the time, the KMA installed temporary seismic stations and a mobile monitoring network to investigate the cause of the repeated earthquakes and conduct detailed analysis.
The recurrence of similar seismic activity has heightened concerns among Haenam residents.
However, the magnitude and damage associated with the earthquakes recorded so far are not sufficient to predict whether a major earthquake will occur in the future. Continued monitoring and scientific analysis by the government and relevant agencies will therefore be essential.
