해남경찰서 송지파출소가 민간 선박을 활용한 도서지역 사회안전망인 ‘해남이음선’을 통해 어불도 응급환자 신고 현장에 신속하게 출동했다.
해남경찰서(서장 박미영) 송지파출소(소장 최복원)는 지난 14일 송지면 어불도에서 주민의 의식과 호흡이 없다는 신고를 접수하고 해남이음선 선주에게 긴급 출항을 요청했다고 20일 밝혔다.
경찰은 119구급대와 함께 해남이음선을 타고 어불도로 이동해 환자에게 심폐소생술 등 응급조치를 실시한 뒤 상급병원으로 이송했다.
이번 출동은 육지와 달리 선박 운항 여부에 따라 현장 도착 시간이 달라질 수 있는 섬 지역에서 민간 선박과 경찰·소방의 협력체계가 실제로 가동됐다는 점에서 의미가 있다.
해남이음선은 해남경찰서가 도서지역의 112신고와 각종 긴급상황에 신속하게 대응하기 위해 마련한 민·경 협력체계다.
해남경찰서는 지난 7월 16일 어불도 등 4개 도서지역 선주 12명과 사회안전망 구축을 위한 업무협약을 체결했다. 협약에 참여한 선주들은 섬 지역에서 112신고나 위급상황이 발생하면 경찰의 현장 출동을 지원한다.
그동안 도서지역에서는 112나 119 신고가 접수돼도 행정선 운항 여건 등에 따라 현장 출동과 신고 처리가 늦어지는 사례가 있었다. 해남이음선은 이러한 시간적·지리적 한계를 보완하고 경찰과 소방의 초기 대응력을 높이기 위해 도입됐다.
어불도 박명문 이장과 주민들은 “그동안 112나 119에 신고하면 행정선으로 입항해야 해 신고 처리가 지연되는 경우가 많았다”며 “해남이음선이 생겨 마음이 든든하다”고 말했다.
송지파출소는 앞으로도 해남이음선 참여 선주들과 비상연락망을 유지하고 도서지역에서 발생하는 범죄·사고와 응급상황에 신속하게 대응할 수 있도록 민·경 협력체계를 상시 점검할 방침이다

Songji Police Substation of Haenam Police Station responded rapidly to a medical emergency on Eobuldo Island using the “Haenam Ieumseon,” a private-vessel network established to strengthen public safety in remote island communities.
According to Haenam Police Station, headed by Chief Park Mi-young, Songji Police Substation, led by Choi Bok-won, received a report on August 14 that a resident on Eobuldo Island in Songji-myeon was unconscious and not breathing. Officers immediately contacted a participating Haenam Ieumseon boat owner and requested an emergency departure.
Police officers and 119 paramedics traveled together aboard the vessel to Eobuldo, where they performed cardiopulmonary resuscitation and other emergency measures before transporting the patient to an advanced medical facility.
The operation demonstrated that the cooperation system involving private boat owners, police and fire authorities can function effectively in island communities, where emergency response times often depend on vessel availability.
The Haenam Ieumseon is a public-private cooperation network established by Haenam Police Station to respond quickly to 112 emergency calls and other urgent incidents in remote island areas.
On July 16, Haenam Police Station signed an agreement with 12 boat owners serving four island communities, including Eobuldo, to establish a stronger community safety network. Under the agreement, participating boat owners help transport police officers when 112 calls or other emergencies occur on the islands.
Previously, responses to 112 police calls and 119 medical emergencies were sometimes delayed because officers and paramedics had to rely on government-operated vessels and their sailing conditions. The Haenam Ieumseon was introduced to overcome these geographical and logistical limitations and strengthen the initial response capabilities of police and emergency services.
Eobuldo village head Park Myeong-mun and local residents said, “In the past, responses to 112 or 119 calls were often delayed because authorities had to reach the island aboard a government vessel. We feel much safer now that the Haenam Ieumseon is available.”
Songji Police Substation plans to maintain an emergency communication network with participating boat owners and regularly inspect the cooperation system to ensure a rapid response to crimes, accidents and medical emergencies in island communities.
