전남광주통합특별시가 오는 20일 오후 2시부터 20분간 을지연습과 연계한 공습 대비 민방위훈련을 전남광주 전역에서 실시한다.

이번 훈련은 적의 공습 상황을 가정해 시민들이 실제 비상상황에서 신속하고 안전하게 대처할 수 있는 능력을 높이기 위해 마련됐다. 전국에서 동시에 실시되며 공습경보에 따른 주민 대피와 비상시 국민행동요령 교육을 중심으로 진행된다.

훈련은 오후 2시 공습경보 발령과 함께 시작된다. 공습경보 사이렌이 1분 동안 울리면 시민들은 가까운 민방위 대피소나 안전한 지하공간으로 신속하게 이동해야 한다.

민방위 대피소 위치는 네이버와 다음 등 인터넷 포털에서 검색하거나 ‘안전디딤돌’ 애플리케이션과 네이버지도·카카오맵·티맵 등 지도 애플리케이션에서 ‘민방위 대피소’를 검색해 확인할 수 있다.

대피한 시민들은 라디오 방송을 청취하며 공습 상황에서 지켜야 할 국민행동요령 등에 대한 교육을 받는다.

오후 2시15분 경계경보가 발령되면 주민 이동 통제가 해제되고, 오후 2시20분 경보 해제와 함께 모든 훈련이 종료된다.

이번 훈련에서는 대피소 찾기와 방독면 착용 등 비상시 국민행동요령 교육도 진행된다. 긴급차량의 원활한 통행로를 확보하기 위한 ‘소방차 길 터주기’ 훈련도 병행해 시민들의 재난 대응 역량을 높일 계획이다.
대형마트와 백화점, 영화관 등 시민 이용이 많은 다중이용시설에서도 자율 참여 방식의 대피훈련이 실시된다.

해당 시설은 안내방송을 통해 훈련 상황을 알리고, 종사자와 이용객들은 건물 지하공간 등 안전한 장소로 신속하게 대피하게 된다.
전남광주통합특별시는 훈련에 앞서 민방위 대피소와 경보시설의 작동 상태를 점검하고, 주요 대피로와 대피소에 안내요원을 배치하는 등 시민들의 안전한 대피를 지원한다.

8월 폭염에 대비한 안전대책도 추진한다. 시는 훈련 장소에 식수를 준비하는 등 온열질환 예방대책을 마련하고, 노인과 장애인 등 신속한 대피가 어려운 시민을 위한 별도의 안전관리계획도 수립할 방침이다.
시민 불편을 최소화하기 위해 철도·지하철·항공기·선박·병원 등은 훈련 중에도 정상적으로 운영한다. 대중교통 이용객은 운행 중 안내방송을 통해 훈련 상황과 비상시 행동요령을 청취할 수 있다.

김준영 전남광주통합특별시 시민안전실장은 “전남광주 통합 이후 처음 실시하는 민방위훈련인 만큼 하나의 안전공동체로서 시민의 생명과 안전을 지킨다는 의미가 있다”며 “시민들께서는 실제 공습 상황을 가정한 주민 대피와 비상시 행동요령 훈련에 적극적으로 참여해 주시기를 바란다.”고 말했다.

Jeonnam-Gwangju Special Metropolitan City will conduct an air-raid civil defense drill across the entire region for 20 minutes from 2 p.m. on August 20 in conjunction with the Ulchi Exercise.
The nationwide drill is designed to help citizens develop the ability to respond quickly and safely in an actual emergency by simulating an enemy air raid. It will focus on evacuating residents following an air-raid warning and providing education on public emergency response guidelines.
The drill will begin when an air-raid warning is issued at 2 p.m. A siren will sound for one minute, and citizens should promptly move to the nearest civil defense shelter or other safe underground space.
The locations of civil defense shelters can be found by searching online through portals such as Naver and Daum. Citizens can also search for “civil defense shelter” using the Emergency Ready App, Naver Map, KakaoMap, or TMAP.
After evacuating, citizens will listen to radio broadcasts and receive guidance on how to respond during an air raid and other emergencies.
An alert warning will be issued at 2:15 p.m., at which point restrictions on residents’ movements will be lifted. The drill will conclude when the all-clear is issued at 2:20 p.m.
The exercise will also include practical training on locating evacuation shelters, wearing gas masks, and following emergency response guidelines. A “make way for fire trucks” drill will be conducted simultaneously to help emergency vehicles travel without obstruction and strengthen citizens’ disaster-response capabilities.
Supermarkets, department stores, cinemas, and other facilities frequently used by the public will voluntarily participate in the evacuation drill.
These facilities will announce the drill over their public-address systems, and employees and visitors will be instructed to move quickly to safe areas, including underground spaces within the buildings.
Ahead of the exercise, the city government will inspect civil defense shelters and warning systems. It will also deploy guides along major evacuation routes and at shelters to help citizens evacuate safely.
Safety measures will also be implemented in response to the August heat. The city will provide drinking water at drill sites and take steps to prevent heat-related illnesses. Separate safety plans will be established for older adults, people with disabilities, and others who may have difficulty evacuating quickly.
To minimize inconvenience, railways, subways, aircraft, ships, hospitals, and other essential services will operate normally during the drill. Public transportation passengers will receive information about the exercise and emergency response guidelines through onboard announcements.
Kim Jun-young, director of the Citizens’ Safety Office of Jeonnam-Gwangju Special Metropolitan City, said, “As this is the first civil defense drill since the integration of Jeonnam and Gwangju, it carries special significance in protecting citizens’ lives and safety as one united safety community.”
“We ask all citizens to actively participate in the evacuation and emergency response exercises as though they were facing an actual air-raid situation,” Kim said.
