“고구마 순이 탈 정도였는데 살았다”…해남 평균 111㎜ 단비

폭염과 가뭄으로 타들어 가던 해남 들녘에 평균 111㎜의 단비가 내렸다. 고구마 순이 마르고 논밭의 수분이 부족해 애를 태우던 농민들은 “이제야 한숨을 돌리게 됐다”며 비를 반겼다.

해남군 재난안전대책본부 강우량 보고서에 따르면 지난 15일 0시부터 16일 오전 9시까지 해남군 14개 읍·면의 평균 누적강수량은 111㎜로 집계됐다.

16일 하루 평균 97.9㎜가 내렸으며, 특히 0시부터 오전 5시까지 평균 73.5㎜가 집중됐다.
읍·면별로는 산이면이 174㎜로 가장 많았고 삼산면 158㎜, 계곡면 138㎜, 황산면 137㎜, 옥천면 125㎜, 화원면 123㎜, 문내면 119㎜, 해남읍 114㎜ 순이었다.

고구마를 재배하는 김팔만 농민은 방송 인터뷰에서 “고구마 순이 바삭바삭 탈 정도로 가물었는데 이번 단비로 인해 그래도 많이 좋아졌다”고 말했다.

농민들은 이번 비가 메마른 밭에 수분을 공급하면서 고구마와 콩, 깨, 고추 등 밭작물의 생육 회복에 큰 도움이 될 것으로 기대하고 있다. 논에도 물이 공급돼 벼 생육과 농업용수 확보에 대한 부담이 상당 부분 줄어들 전망이다.

그러나 해갈 효과는 지역마다 다를 것으로 보인다. 화산면은 56.5㎜, 송지면은 61㎜에 그쳐 최고 강수지역인 산이면과 100㎜ 이상 차이를 보였다.

강한 비가 짧은 시간에 집중된 지역은 마냥 안심할 수도 없다. 산이면은 16일 하루 169.5㎜, 삼산면은 146㎜가 쏟아져 저지대 농경지 침수와 토사 유실, 밭작물 뿌리 썩음 등 습해 가능성이 있다.

비가 그친 뒤 고온다습한 날씨가 이어지면 고추 탄저병과 역병, 무름병 등 병해충이 확산할 수도 있다. 농가에서는 물이 고인 논밭을 신속하게 배수하고 쓰러진 작물과 유실된 토양을 점검해야 한다.

이번 비는 해남 농촌을 살린 반가운 단비다. 다만 한 차례 비를 ‘완전 해갈’로 판단해서는 안 된다. 해남군은 읍·면별 저수지 유입량과 농업용수 확보 상태를 확인하고, 강수량이 적은 지역의 가뭄 대책과 강수량이 많은 지역의 침수·습해 대책을 동시에 추진해야 한다.

An average 111 mm of welcome rain has fallen across Haenam’s drought-stricken farmland, which had been drying out under prolonged heat and a lack of rainfall. Farmers who had watched sweet potato vines wither and fields lose moisture welcomed the rain, saying they could finally breathe a sigh of relief.
According to a rainfall report issued by the Haenam County Disaster and Safety Countermeasures Headquarters, the average cumulative rainfall across the county’s 14 towns and townships reached 111 mm between midnight on August 15 and 9 a.m. on August 16.
An average 97.9 mm fell on August 16 alone, including 73.5 mm concentrated between midnight and 5 a.m.
By area, Sani-myeon recorded the highest cumulative rainfall at 174 mm, followed by Samsan-myeon with 158 mm, Gyegok-myeon with 138 mm, Hwangsan-myeon with 137 mm, Okcheon-myeon with 125 mm, Hwawon-myeon with 123 mm, Munnae-myeon with 119 mm and Haenam-eup with 114 mm.
Kim Pal-man, a sweet potato farmer, said in a television interview, “It had been so dry that the sweet potato vines were drying to a crisp, but this rain has improved conditions considerably.”
Farmers expect the rain to replenish moisture in parched fields and help sweet potatoes, beans, sesame and peppers recover from drought stress. Water supplied to rice paddies is also expected to support rice growth and ease concerns over agricultural water shortages.
However, the degree of drought relief is likely to vary by area. Hwasan-myeon received 56.5 mm and Songji-myeon 61 mm—more than 100 mm less than Sani-myeon, which recorded the county’s highest rainfall.
Areas hit by intense rainfall over a short period cannot afford to let their guard down. Sani-myeon received 169.5 mm on August 16 alone, while Samsan-myeon recorded 146 mm, raising concerns over low-lying farmland flooding, soil erosion and root damage caused by waterlogging.
If hot and humid conditions continue after the rain, crop diseases such as anthracnose, phytophthora blight and soft rot could spread. Farmers are advised to promptly drain standing water and inspect fields for fallen crops and eroded soil.
The rain has brought much-needed relief to Haenam’s farming communities. However, a single rainfall event should not be regarded as a complete end to the drought.
Haenam County should assess reservoir inflows and agricultural water supplies in each area while simultaneously maintaining drought measures in places that received less rain and strengthening flood and waterlogging responses in areas that received heavier rainfall.
