최근 아동·청소년을 대상으로 한 각종 성범죄가 끊이지 않고 있습니다. SNS와 랜덤채팅, 메신저를 통해 이른바 ‘조건만남’이라고 불리는 접근이 늘어나면서 미성년자들이 성 착취 범죄에 노출되는 사례도 빈번하게 발생하고 있습니다.

특히 최근에는 숙박업소에서 신분증을 철저히 확인해 미성년자의 출입을 사전에 차단한 사례가 알려졌습니다. 업주의 작은 관심과 책임감이 한 아이를 범죄로부터 보호할 수 있다는 사실을 일깨워준 사례입니다.

이와 반대로 미성년자를 대상으로 한 성범죄 혐의로 공직자가 수사를 받는 등 아동·청소년 대상 성범죄가 여전히 우리 사회 곳곳에서 발생하고 있습니다. 이러한 현실을 마주할 때마다 아동·청소년 보호의 중요성을 다시금 절감하게 됩니다.

「아동·청소년의 성보호에 관한 법률」은 미성년자를 대상으로 한 성매매와 성 착취, 성착취물 제작·유포 등의 범죄를 매우 엄중하게 처벌하고 있습니다. 상대방의 나이를 제대로 확인하지 않은 경우에도 법적 책임이 발생할 수 있습니다.

따라서 숙박업소 등에서는 이용객의 신분증을 꼼꼼하게 확인해야 합니다. 신분이나 나이가 의심스러운 경우에는 추가적인 확인 절차를 거치는 등 철저하게 대응하는 것이 무엇보다 중요합니다.

우리 모두는 ‘한 번쯤은 괜찮겠지’라는 안일한 생각을 버려야 합니다. 부모는 자녀의 일상에 관심을 가지고, 학교는 아동·청소년 대상 성범죄 예방교육을 강화해야 합니다. 지역사회 역시 철저한 신분 확인 문화가 정착될 수 있도록 적극적으로 동참해야 합니다.

신분증을 확인하는 작은 관심이 한 아이의 삶을 바꾸고 더 큰 범죄를 예방하는 출발점이 될 수 있습니다.

아동·청소년을 지키는 일은 경찰만의 역할이 아닙니다. 부모와 학교, 업주와 지역사회 구성원 모두의 관심과 책임이 모일 때 비로소 아이들이 안전하게 성장할 수 있는 사회가 만들어질 것입니다.

Identity Verification: One Simple Check Can Protect Our Children’s Future

Sex crimes targeting children and adolescents continue to occur. As offenders increasingly approach minors through social media, random chat applications and messaging services for so-called “conditional dating,” or compensated dating, young people are being exposed to sexual exploitation more frequently.
Recently, a lodging establishment prevented minors from entering by thoroughly checking their identification. This case reminded us that a business owner’s attentiveness and sense of responsibility can protect a child from becoming a victim of crime.
Conversely, public officials have come under investigation over allegations of sexual offenses involving minors, showing that crimes against children and adolescents continue to occur throughout our society. These realities once again underscore the importance of protecting young people.
The Act on the Protection of Children and Youth Against Sexual Abuse imposes severe penalties for offenses involving minors, including prostitution, sexual exploitation, and the production or distribution of sexually exploitative material. Legal responsibility may also arise when a person fails to properly verify the age of the other party.
Lodging establishments and similar businesses must therefore carefully check guests’ identification. If there is any doubt about a person’s identity or age, additional verification procedures should be carried out.
We must abandon the complacent belief that “it will probably be fine just this once.” Parents should pay close attention to their children’s daily lives, while schools must strengthen education aimed at preventing sexual crimes against children and adolescents. Local communities must also actively participate in establishing a culture of thorough identity verification.
The simple act of checking identification can change a child’s life and serve as the first step toward preventing more serious crimes.
Protecting children and adolescents is not the responsibility of the police alone. Only when parents, schools, business owners and community members share responsibility and remain attentive can we build a society in which children are able to grow up safely.
