해남군자율방범연합대가 전남지역 자율방범대 가운데 지역사회 안전과 치안 유지에 가장 크게 기여한 최우수 자율방범대로 선정됐다.
해남경찰서는 지난 8월 4일 ‘베스트자율방범대’로 최종 선정된 해남군자율방범연합대에 인증패를 수여하고, 지역사회 치안 유지에 헌신한 방범대원들에게 감사장을 전달했다고 밝혔다.
이날 수여식에는 박미영 해남경찰서장과 김대희 해남군자율방범연합대장을 비롯해 민경매 해남군의회 의장과 군의원, 김성일·박성재 전남광주통합특별시의회 의원, 최점복 전라남도자율방범연합회장 등 40여 명이 참석했다.
해남군자율방범연합대는 전남 22개 시·군 349개 자율방범대를 대상으로 진행된 평가에서 야간 순찰과 실종자 수색, 범죄취약지역 환경 개선 등 지역사회 안전을 위한 다양한 활동을 펼친 공로를 인정받았다.
특히 경찰의 순찰 인력이 미치기 어려운 농어촌 마을과 외곽지역을 중심으로 범죄 예방 활동을 전개하고, 실종자 발생 시 수색에 참여하는 등 지역공동체 치안망을 강화하는 데 기여했다는 평가를 받았다.

개인 유공자에 대한 감사장도 전달됐다. 김대희 해남군자율방범연합대장은 경찰청장 감사장을 받았으며, 맹주영 산이자율방범대장은 전남경찰청장 감사장을 수상했다.
박정환 읍내자율방범대장과 윤상범 남부자율방범대장에게는 각각 해남경찰서장 감사장이 수여됐다.
박미영 해남경찰서장은 “살인적인 무더위와 폭염 속에서도 지역의 안전을 위해 헌신해 준 자율방범대원들의 노고에 감사드린다”며 “앞으로도 대원들이 자부심을 갖고 보람차게 활동할 수 있도록 지원과 협력을 아끼지 않겠다.”고 말했다.
자율방범대는 주민이 직접 참여하는 지역공동체 치안의 중요한 축이다. 해남군자율방범연합대의 이번 선정이 일회성 포상에 머물지 않도록 야간 순찰 장비와 차량 운영비, 안전조끼·통신장비 등 현장 활동에 필요한 지원을 지속적으로 확대할 필요가 있다.
특히 폭염과 집중호우 등 기상이변 속에서도 순찰과 실종자 수색에 투입되는 방범대원들의 안전을 위해 활동 시간 조정과 휴식 보장, 응급상황 대응교육 등 실질적인 보호 대책도 함께 마련돼야 한다.

The Haenam County Volunteer Patrol Federation has been named the top-performing volunteer patrol organization in Jeonnam for its outstanding contribution to public safety and local policing.
The Haenam Police Station said it presented a “Best Volunteer Patrol Unit” certification plaque to the federation on Aug. 4 and awarded citations to members who have devoted themselves to maintaining public safety in the community.
About 40 people attended the ceremony, including Haenam Police Chief Park Mi-young, Federation President Kim Dae-hee, Haenam County Council Chair Min Gyeong-mae and other county council members, Jeonnam-Gwangju Special Metropolitan Council members Kim Seong-il and Park Seong-jae, and Jeollanam-do Volunteer Patrol Federation President Choi Jeom-bok.
The Haenam federation received the top honor in an evaluation of 349 volunteer patrol units across 22 cities and counties in Jeonnam. Its members were recognized for activities including night patrols, missing-person searches and environmental improvements in areas vulnerable to crime.
The federation was particularly praised for strengthening the community policing network by conducting crime-prevention patrols in rural villages and outlying areas where regular police patrol coverage can be limited, as well as participating in searches when residents are reported missing.
During the ceremony, the Haenam Police Station presented the federation with its “Best Volunteer Patrol Unit” certification plaque.
Individual citations were also awarded to members who made significant contributions. Federation President Kim Dae-hee received a citation from the Commissioner General of the Korean National Police Agency, while Sani Volunteer Patrol Unit Chief Maeng Ju-young received a citation from the Commissioner of the Jeonnam Provincial Police Agency.
Eumnae Volunteer Patrol Unit Chief Park Jeong-hwan and Nambu Volunteer Patrol Unit Chief Yoon Sang-beom each received a citation from the chief of the Haenam Police Station.
“I sincerely thank the volunteer patrol members for dedicating themselves to the safety of our community despite the scorching heat wave,” Park said. “We will continue to provide full support and cooperation so that they can carry out their work with pride and a sense of accomplishment.”
Volunteer patrol units are a vital part of community-based policing in which residents directly participate in protecting their neighborhoods. To ensure that the federation’s latest recognition leads to lasting improvements, support should be expanded for night patrol equipment, vehicle operating expenses, safety vests, communications devices and other resources required for field operations.
Practical safety measures are also needed for patrol members deployed for patrol duties and missing-person searches amid extreme heat, torrential rain and other severe weather. Such measures should include adjusted duty hours, adequate rest periods and emergency-response training.
