자율과 책임으로 꽃피우는 성숙한 집회 문화

“집회의 주인공은 통제의 대상이 아닌 자율과 책임을 지닌 시민입니다.”

집회·시위 현장은 우리 사회의 민주주의 수준을 가장 역동적으로 보여주는 공간 가운데 하나다. 과거에는 집회 현장에 대규모 경찰력이 배치되고 긴장감이 고조되는 모습을 쉽게 떠올렸지만, 최근에는 집회의 자유를 최대한 보장하면서 시민의 자율과 책임을 존중하는 방향으로 대응 패러다임이 변화하고 있다.

경찰청이 추진하는 ‘집회·시위 대응 패러다임 전환’​의 핵심은 집회·시위 과정에서 법질서 준수와 안전 확보에 대한 1차적인 책임을 주최 측과 질서유지인에게 부여하는 것이다.

이에 따라 경찰은 집회 현장에 대한 과도한 경력 배치를 최소화하고, 헌법이 보장하는 집회의 자유를 최대한 보장하는 한편, 필요한 경우 안전 확보와 질서 유지를 위한 보충적 지원에 집중한다.

현장 경찰관 역시 집회의 통제자가 아니라 시민과 끊임없이 소통하며 안전을 확보하는 ‘심판’과 같은 역할​을 수행하게 된다. 이는 경찰이 공권력을 포기하거나 역할을 축소하는 것이 아니라, 성숙한 시민의식과 자율적인 질서 유지 능력을 믿고 존중하는 변화다.

집회의 자유는 민주주의 사회에서 반드시 보장돼야 할 소중한 권리다. 그러나 권리에는 그에 걸맞은 책임이 뒤따른다. 다른 시민의 안전과 일상생활을 침해하지 않고, 법과 질서를 지키면서 자신의 목소리를 전달할 때 집회의 자유는 더욱 큰 사회적 공감과 신뢰를 얻을 수 있다.

경찰의 역할이 ‘통제’에서 ‘보장과 지원’으로 변화하는 만큼, 집회 주최 측과 참가자들의 자율과 책임도 더욱 중요해지고 있다.
서로에 대한 신뢰가 쌓이고 시민의 자율적인 질서 의식이 자리 잡는다면 집회 현장은 갈등과 대립의 공간을 넘어 서로의 목소리를 존중하는 민주주의의 장으로 발전할 수 있다.

권리를 행사하는 시민의 책임감, 이를 존중하고 뒷받침하는 경찰의 노력이 함께할 때 우리 사회의 집회·시위 문화는 더욱 성숙해질 것이다.
자율과 책임이 조화를 이룰 때, 집회의 자유는 진정한 민주주의의 꽃으로 피어날 수 있다.




A Mature Culture of Assembly Blossoming Through Autonomy and Responsibility

Public assemblies and demonstrations are among the most dynamic spaces where the level of democracy in our society can be seen. In the past, assembly sites were often associated with the deployment of large numbers of police officers and a heightened sense of tension. In recent years, however, the response paradigm has been changing toward maximizing the freedom of assembly while respecting citizens’ autonomy and responsibility.
At the heart of the “Paradigm Shift in the Police Response to Assemblies and Demonstrations” promoted by the Korean National Police Agency is the principle that the primary responsibility for complying with the law and maintaining safety during assemblies and demonstrations rests with organizers and order-maintenance personnel.
Accordingly, the police seek to minimize excessive deployment of personnel at assembly sites and fully guarantee the freedom of assembly protected by the Constitution, while focusing on supplementary support when necessary to ensure safety and maintain public order.
Police officers at the scene are also expected to play a role more like that of a “referee,” communicating continuously with citizens while focusing on ensuring safety rather than controlling the assembly. This does not mean that the police are abandoning their authority or reducing their responsibilities. Rather, it represents a shift based on trust in mature civic awareness and citizens’ ability to maintain order voluntarily.
The freedom of assembly is a precious right that must be guaranteed in a democratic society. However, rights come with corresponding responsibilities. When citizens express their views while respecting the safety and daily lives of others and observing laws and public order, the freedom of assembly can gain even greater public understanding and trust.
As the role of the police shifts from “control” to “guarantee and support,” the autonomy and responsibility of assembly organizers and participants are becoming increasingly important.
If mutual trust grows and a culture of voluntary civic order takes root, assembly sites can develop beyond spaces of conflict and confrontation into democratic forums where different voices are respected.
When the sense of responsibility of citizens exercising their rights goes hand in hand with the efforts of the police to respect and support those rights, the culture of assemblies and demonstrations in our society will become even more mature.
When autonomy and responsibility are in harmony, the freedom of assembly can truly blossom as a flower of democracy.
