군민들이 특히 개탄하는 부분은 해남군에 들어온 이후에도 도로변 이정표가 대부분 단순히 ‘대흥사’라고만 표시돼 있다는 점​이다.

■ “그냥 대흥사입니까? 세계문화유산 대흥사 아닙니까?”
대흥사는 해남의 수많은 관광지 가운데 하나가 아니다.
유네스코가 세계적으로 보존할 가치가 있다고 인정한 문화유산이다.

사진에 따르면 고창군은 지역을 대표하는 세계유산 등을 알리기 위해 9억4,500만원을 투입해 진입도로 주변에 상징 조형물과 경관시설을 조성​하는 사업을 추진했다.
세계유산을 단순히 지정받는 데 그치지 않고 지역의 관문과 관광 동선에서 적극적으로 알리겠다는 취지다.
물론 고창과 해남의 지역 여건이나 사업 규모가 같지는 않다.
그러나 세계유산을 어떻게 홍보하고 관광자원으로 활용할 것인가에 대한 행정의 관심과 자세만큼은 비교해 볼 필요가 있다.
고창은 관문에서부터 지역의 역사와 세계유산을 알리는데, 해남은 세계유산 대흥사를 보유하고도 해남에 들어와서조차 단순 ‘대흥사’라는 이정표에 머물러 있는 것은 아닌지 되돌아봐야 한다는 것이다.

■ “세계유산을 보유한 해남의 얼굴이 이래서는 안 된다”
대흥사는 해남 관광의 핵심 자원이다.
두륜산의 자연경관과 역사·문화가 함께 어우러져 있고, 대한불교조계종 제22교구 본사라는 종교적·역사적 위상도 갖고 있다.
무엇보다 유네스코 세계유산이라는 국제적 브랜드를 가지고 있다.
그렇다면 대흥사로 향하는 길 역시 관광객에게 그 가치를 전달하는 공간이어야 한다.

■ 행정기관은 “누가 관리하는 도로인가”보다 “어떻게 개선할 것인가” 답해야
물론 도로 안내표지의 설치와 변경은 도로의 관리 주체와 관련 법규, 교통안전 등을 고려해야 한다.
하지만 군민들은 기관 간 업무분장이나 관리주체를 따지는 데서 행정이 끝나서는 안 된다고 주장한다.
전남도와 해남군, 도로관리기관, 국가유산 관련 기관 등이 협의해 세계유산 대흥사를 효과적으로 알릴 방법을 찾아야 한다는 것이다.
한 군민은 “도로표지판 하나를 세우는 것도 어렵다면 세계유산을 관광자원으로 활용하겠다는 말은 공허한 구호에 불과하다”며 “관련 기관들이 머리를 맞대고 하루빨리 개선해야 한다”고 목소리를 높였다.

대흥사에 도착해서야 세계유산임을 알게 할 것이 아니라, 해남에 들어오는 순간부터 “여기는 유네스코 세계유산 대흥사가 있는 곳”​이라는 사실을 알 수 있도록 해야 한다는 것이다.
세계유산 등재는 해남군이 만들어낸 성과가 아니라, 오랜 역사와 문화가 축적돼 얻은 소중한 자산이다.
그 자산을 제대로 알리고 활용하는 것은 이제 행정의 몫이다.

Nevertheless, their approaches are worth comparing in terms of administrative commitment and strategy toward promoting World Heritage assets and utilizing them as tourism resources.
While Gochang promotes its history and World Heritage value from its gateways, Haenam, despite possessing the World Heritage site of Daeheungsa, must seriously reflect on whether it is sufficient to have only simple signs saying “Daeheungsa” even after visitors enter the county.
■ “Haenam’s Image as a World Heritage County Should Not Look Like This”
Daeheungsa is one of Haenam's core tourism resources.
It combines the natural scenery of Duryunsan Mountain with a rich historical and cultural heritage, and it also holds significant religious and historical status as the headquarters of the 22nd district of the Jogye Order of Korean Buddhism.
Above all, it possesses the internationally recognized brand of UNESCO World Heritage.
Therefore, the roads leading to Daeheungsa should also serve as spaces that communicate its value to visitors.
There are growing calls for a more effective signage system beginning with the major roads entering Haenam, including clear indications such as:

and

They are calling for Jeollanam-do Province, Haenam County, road-management authorities, and relevant national heritage agencies to work together to find effective ways to promote World Heritage Daeheungsa.
One resident said:
“If even putting up a road sign is considered too difficult, then talk about using World Heritage as a tourism resource is nothing more than an empty slogan. The relevant agencies need to work together and make improvements as soon as possible.”

They simply want Haenam to properly inform visitors that Daeheungsa, whose outstanding value has been recognized internationally, is located in Haenam.
Visitors should not have to wait until they arrive at Daeheungsa to discover that it is a World Heritage site.
From the moment they enter Haenam, they should be able to recognize that “this is the home of UNESCO World Heritage Daeheungsa.”
World Heritage designation is not an achievement created by Haenam County alone. It is a precious asset earned through centuries of accumulated history and culture.
It is now the responsibility of the administration to properly promote that asset and turn it into a resource for the region.
“Daeheungsa is recognized by the world. So why does Haenam promote it simply as ‘Daeheungsa’?”
That is the painful question Haenam residents are now putting to the administrative authorities.
