“국내 차 산업 보호 본격화”… 전남농기원-관세청, 공정 무역질서 구축 맞손

전라남도농업기술원이 관세청과 손잡고 국내 차 생산농가 보호와 차 산업 경쟁력 강화를 위한 제도적 기반 마련에 나섰다.

전라남도농업기술원은 최근 관세청 관세평가분류원과 국내 차 산업 보호 및 공정한 무역질서 확립을 위한 업무협약(MOU)을 체결했다고 밝혔다.
이번 협약은 녹차와 부분발효차 간 높은 관세율 차이로 인해 발생할 수 있는 품목분류 신고 오류와 무역 분쟁 가능성에 대응하고, 차류 품목분류에 대한 과학적·객관적 기준을 마련하기 위해 추진됐다.

협약에 따라 양 기관은 ▲차 품목분류 및 분쟁 대응을 위한 기술·학술 자문 ▲차 산업 관련 수출입 동향 및 기술정보 교류 ▲공동 연구 및 협력사업 발굴 등에 협력할 계획이다.
현재 녹차에는 513.6%의 고율 관세가 적용되고 있는 반면, 홍차·백차·우롱차 등 발효 정도가 다른 차 종류에는 40% 수준의 관세가 부과되고 있다.

이 같은 관세 차이로 인해 일부 수입 차류가 실제 성격과 다르게 신고되는 사례가 발생하면서, 보다 객관적이고 과학적인 품목분류 기준 마련 필요성이 지속적으로 제기돼 왔다.

이에 따라 관세청 관세평가분류원은 전남농업기술원 차산업연구소와 협력해 차 종류의 산화·발효 정도를 과학적으로 분석하고, 이를 토대로 국제 기준에 부합하는 품목분류 체계를 구축할 방침이다.

특히 이번 협력은 수입 차류의 품목분류 신고 오류를 줄여 국내 차 생산 농가와 관련 업체를 보호하는 동시에, 관세 행정의 정확성과 신뢰도를 높이는 데도 기여할 것으로 기대된다.
또한 수입 차류 특성 데이터와 분석기법 확보를 통해 국내 차 산업의 제도적 기반 강화는 물론, 우리 차의 수출 경쟁력 제고에도 도움이 될 전망이다.

전남농업기술원 차산업연구소는 국내 유일의 공공 차 전문 연구기관으로, 차 신품종 육성과 재배 기술 개발, 가공기술 연구, 성분 분석, 기능성 평가, 품질 표준화 연구 등을 수행하며 국내 차 산업 발전을 이끌고 있다.

김길자 소장은 “이번 업무협약은 차 분야 기술교류와 협력체계를 구축해 국내 차 생산 농가를 보호하고 공정한 유통질서를 확립하는 계기가 될 것”이라며 “앞으로도 관세청과 긴밀히 협력해 우리 차 산업의 경쟁력 강화와 지속 가능한 발전에 힘쓰겠다.”고 말했다.

Cooperation on Product Classification Standards and Technical Information Exchange Expected to Protect Tea Farmers and Boost Export Competitiveness

The Jeollanam-do Agricultural Research and Extension Services has begun building an institutional foundation to protect domestic tea producers and strengthen the competitiveness of Korea’s tea industry through cooperation with the Korea Customs Service.
The Jeollanam-do Agricultural Research and Extension Services recently signed a memorandum of understanding (MOU) with the Customs Valuation and Classification Institute under the Korea Customs Service to promote the protection of the domestic tea industry and establish a fair trade order.
The agreement was 추진됐다 to address possible product classification errors and trade disputes arising from differences in tariff rates between green tea and partially fermented teas, while also establishing scientific and objective standards for tea classification.
Under the agreement, the two organizations will cooperate in several areas, including:
Technical and academic advisory support for tea product classification and dispute response
Exchange of import/export trends and technical information related to the tea industry
Discovery of joint research projects and collaborative business initiatives
Currently, green tea is subject to a high tariff rate of 513.6 percent, while other tea varieties with different fermentation levels — such as black tea, white tea, and oolong tea — are taxed at around 40 percent.
Due to this significant tariff gap, some imported tea products have reportedly been declared under different tea categories, raising ongoing concerns over the need for more objective and scientific classification standards.
To address this issue, the Customs Valuation and Classification Institute plans to collaborate with the Tea Industry Research Institute of Jeonnam Agricultural Research and Extension Services to scientifically analyze oxidation and fermentation levels in tea products and establish a classification system aligned with international standards.
The partnership is expected to reduce errors in the classification of imported tea products, protect domestic tea farmers and related businesses, and improve the accuracy and credibility of customs administration.
In addition, securing analytical methods and data on imported tea characteristics is expected to strengthen the institutional foundation of Korea’s tea industry and enhance the global export competitiveness of Korean tea products.
The Tea Industry Research Institute is the nation’s only public research institution specializing in tea. It has led efforts to strengthen the competitiveness of Korea’s tea industry through the development of new tea varieties, cultivation technologies, tea processing techniques, component analysis, functional evaluation, and quality standardization research.
Kim Gil-ja, Director of the Tea Industry Research Institute, said, “This agreement will serve as an important opportunity to establish a system for technological exchange and cooperation in the tea sector, while protecting domestic tea producers and promoting a fair distribution order.”
She added, “We will continue to work closely with the Korea Customs Service to strengthen the competitiveness and sustainable development of Korea’s tea industry.”
