“전남, 국가 AI 심장부로”… 솔라시도 국가 AI컴퓨팅센터 유치 확정

전라남도가 미래 국가 경쟁력을 좌우할 핵심 인프라인 국가 AI컴퓨팅센터 유치에 최종 성공하며, 대한민국 인공지능(AI) 산업 대전환의 중심지로 도약할 기반을 마련했다.

전남도는 과학기술정보통신부가 추진하는 국가 AI컴퓨팅센터 구축 사업에서 해남 솔라시도 부지를 제안한 삼성SDS 컨소시엄이 최종 참여자로 확정됐다고 밝혔다.

이번 사업은 전남도가 역점 추진해 온 ‘솔라시도 데이터센터 클러스터’ 조성 전략과 국내 최고 수준 IT 기업들의 기술 역량이 결합한 국가 초대형 AI 인프라 프로젝트라는 점에서 의미가 크다.

삼성SDS를 중심으로 구성된 컨소시엄에는 네이버클라우드, 삼성물산, 카카오, 삼성전자, KT, ㈜클러쉬, 전라남도, 서남해안기업도시개발 등이 참여한다.

국가 AI컴퓨팅센터는 초거대 AI 연구개발과 서비스 운영에 필요한 고성능 AI 연산 자원을 집적·운영하는 국가 전략시설이다.
오는 2028년까지 GPU 1만5천 장을 우선 구축하고, 2030년까지 총 5만 장 규모로 단계적 확대가 추진된다.

현재 실시설계와 특수목적법인(SPC) 설립 절차가 진행 중이며, 오는 7월 착공을 목표로 하고 있다.
본격 가동은 2028년 하반기로 예정됐다.
특히 이번 사업은 단순 데이터센터 구축을 넘어, 대한민국 AI 산업 생태계 전반을 견인할 국가 핵심 플랫폼 역할을 수행할 것으로 기대를 모으고 있다.

총사업비는 출자금 4천억 원을 포함해 오는 2030년까지 2조4천65억 원이 투입된다.

솔라시도 일대에는 AI·클라우드·데이터 산업 관련 기업 집적과 전문 인력 유입이 가속화될 전망이다.
전남도는 이를 통해 약 6조4천억 원의 경제 유발 효과와 1조5천억 원 규모의 부가가치 창출, 약 1만9천500명의 고용 효과가 발생할 것으로 전망하고 있다.

특히 해남 솔라시도는 풍부한 재생에너지 기반과 넓은 부지, 안정적 전력 공급 여건 등을 갖춘 지역으로 평가받으며, RE100 기반 친환경 AI 데이터센터 허브 구축 가능성까지 주목받고 있다.

김영록 전남도지사는 “이번 국가 AI컴퓨팅센터 유치는 전남이 추진해 온 솔라시도 데이터센터 클러스터 조성 사업의 결정적 전환점이 될 것”이라며 “삼성SDS 컨소시엄과 긴밀한 협력을 통해 글로벌 수준의 AI 컴퓨팅 환경을 구축하고, 전남을 대한민국 디지털 대전환의 심장부로 만들겠다.”고 밝혔다.

한편 이번 사업은 수도권 중심으로 집중됐던 첨단 디지털 인프라를 남부권으로 확장하는 국가 균형발전 모델이라는 점에서도 큰 의미를 갖는다는 평가다.

Jeollanam-do Province has successfully secured the National AI Computing Center, a key infrastructure project expected to shape the nation’s future competitiveness, laying the foundation for the region to become a central hub for South Korea’s artificial intelligence (AI) industry transformation.
Jeollanam-do announced that the Samsung SDS consortium, which proposed Solaseado in Haenam as the project site for the National AI Computing Center promoted by the Ministry of Science and ICT, has been officially selected as the final participant.
The project is considered a landmark national AI infrastructure initiative that combines Jeonnam’s strategic “Solaseado Data Center Cluster” development plan with the technological capabilities of Korea’s leading IT companies.
Led by Samsung SDS, the consortium includes Naver Cloud, Samsung C&T, Kakao, Samsung Electronics, KT, Clush Co., Jeollanam-do Province, and Seonamhaean Enterprise City Development.
The National AI Computing Center will serve as a strategic national facility integrating and operating high-performance AI computing resources required for large-scale AI research, development, and services.
The project aims to secure 15,000 GPUs by 2028, with phased expansion to a total of 50,000 GPUs by 2030.
Detailed design work and the establishment of a Special Purpose Company (SPC) are currently underway, with construction scheduled to begin in July. Full-scale operation is targeted for the second half of 2028.
Beyond simply building a data center, the project is expected to function as a core national platform driving South Korea’s entire AI industrial ecosystem.
Including an initial capital investment of KRW 400 billion, a total of KRW 2.4065 trillion will be invested by 2030.
The Solaseado area is expected to attract a concentration of AI, cloud, and data-related companies, along with highly skilled professionals.
Jeollanam-do estimates the project will generate approximately KRW 6.4 trillion in economic impact, KRW 1.5 trillion in added value, and around 19,500 new jobs.
Solaseado in Haenam is also drawing attention as a potential RE100-based eco-friendly AI data center hub due to its abundant renewable energy resources, vast development area, and stable power supply conditions.
Governor Kim Young-rok stated, “The successful attraction of the National AI Computing Center will serve as a decisive turning point for Jeonnam’s Solaseado Data Center Cluster project. Through close cooperation with the Samsung SDS consortium, we will build a world-class AI computing environment and transform Jeonnam into the heart of Korea’s digital transformation.”
The project is also being recognized as a meaningful model for balanced national development by expanding advanced digital infrastructure beyond the Seoul metropolitan area into the southern region of the country.
