전라남도가 세계 최대 자연보전 국제기구인 세계자연보전연맹(IUCN·International Union for Conservation of Nature)에 공식 가입하며 글로벌 생태·환경 협력 확대에 나섰다.

전남도는 이번 가입을 계기로 생물다양성과 자연보전 분야 국제 논의에 적극 참여하고, 국제 네트워크를 기반으로 한 공동사업과 국제행사 유치 등 글로벌 환경 선도 지방정부로서의 위상 강화에 본격 나설 방침이라고 밝혔다.

1948년 설립된 세계자연보전연맹은 정부와 지방자치단체, NGO, 연구기관 등 전 세계 1천601개 기관·단체가 참여하는 세계 최대 규모 자연보전 국제기구다. 전남도는 이번 회원 가입을 통해 도의 생태·환경 정책을 국제사회와 공유하고, 국제 협력 기반을 강화하는 새로운 전환점을 마련하게 됐다.

특히 전남도는 앞으로 세계자연보전연맹 회원 자격으로 ▲생물종 보전 ▲보호지역 관리 ▲생물다양성 협약 등 자연보전 분야 주요 국제 논의에 참여하게 된다.

또한 세계 환경문제 해결 방안을 논의하는 국제환경회의인 세계자연보전총회(WCC) 등에 참여해 정책 교류를 확대하고, 국제 네트워크를 활용한 공동사업 발굴에도 나설 계획이다.

이번 가입으로 전남도는 국제회의에서 토론 발언권과 투표권도 행사할 수 있게 됐다. 이를 통해 전남의 우수한 자연환경 자원을 활용한 국제행사와 글로벌 포럼 유치 가능성도 한층 높아질 전망이다.

특히 전남도는 향후 세계자연보전총회(WCC) 유치 기반 마련에도 속도를 낼 계획이다. 세계자연보전연맹 한국위원회를 통한 생물다양성 연구와 전문 자문 지원을 비롯해, 유네스코 세계유산위원회, 생물다양성협약(CBD), 유엔기후변화협약(UNFCCC) 등 국제기구·협약과의 협력 논의도 확대할 방침이다.

이를 통해 국제 인증과 환경협약 기반을 체계적으로 구축하고, 자연보전과 지역발전이 공존하는 지속가능한 발전 모델을 강화한다는 구상이다.

김영록 전남도지사는 “세계자연보전연맹 가입을 계기로 전남의 생태·환경 정책을 국제사회와 적극 공유하겠다.”며 “자연보전과 지역발전이 선순환하는 글로벌 협력 모델을 만들어 전남의 국제 경쟁력을 더욱 높여가겠다.”고 밝혔다.

Secures Speaking and Voting Rights at International Conferences… Expands Global Cooperation in Biodiversity and Protected Area Management
Jeollanam-do Province has officially joined the International Union for Conservation of Nature (IUCN), the world’s largest international organization dedicated to nature conservation, marking a major step toward expanding global ecological and environmental cooperation.
The province announced that the membership will enable Jeonnam to actively participate in international discussions on biodiversity and nature conservation while strengthening its status as a leading global environmental local government through international networking, joint projects, and the attraction of global environmental events.
Founded in 1948, the IUCN is the world’s largest nature conservation organization, comprising 1,601 member institutions and organizations, including governments, local authorities, NGOs, and research institutes worldwide. Through this membership, Jeonnam Province has established a new foundation for sharing its ecological and environmental policies with the international community and enhancing global cooperation.
As an official IUCN member, Jeonnam Province will participate in major international discussions on nature conservation, including biodiversity conservation, protected area management, and biodiversity-related agreements.
The province also plans to expand policy exchanges through participation in international environmental conferences such as the World Conservation Congress (WCC), while exploring joint projects through global environmental networks.
With the membership, Jeonnam has secured the right to speak and vote at international conferences. This is expected to increase the possibility of hosting international environmental forums and global events utilizing the province’s outstanding natural resources.
In particular, Jeonnam Province plans to accelerate efforts to lay the groundwork for hosting the World Conservation Congress in the future. It will also expand cooperation discussions with international organizations and conventions, including the UNESCO World Heritage Committee, the Convention on Biological Diversity (CBD), and the United Nations Framework Convention on Climate Change (UNFCCC), while seeking biodiversity research and professional advisory support through the IUCN National Committee of Korea.
Through these efforts, the province aims to systematically build a foundation for international environmental certifications and agreements while strengthening a sustainable development model in which nature conservation and regional development coexist.
Kim Young-rok, Governor of Jeollanam-do Province, said, “Through joining the IUCN, we will actively share Jeonnam’s ecological and environmental policies with the international community,” adding, “We will create a global cooperation model in which nature conservation and regional development form a virtuous cycle, thereby further enhancing Jeonnam’s international competitiveness.”
