오는 7월 1일 「어선안전조업법」 개정 시행을 앞두고, 바다 위 생존의 최소 조건인 ‘구명조끼 착용’이 더 이상 선택이 아닌 의무로 자리잡고 있다.

완도해양경찰서(서장 김태환)는 지난 19일 완도군 원동항에서 완도 어선안전조업국과 합동으로 어민들을 대상으로 ‘구명조끼 착용 캠페인’을 실시했다.
이번 캠페인은 개정 법령에 따라 외부 갑판에서의 구명조끼 착용이 의무화되는 만큼, 현장 어민들에게 이를 사전에 알리고 조기 정착을 유도하기 위해 마련됐다.

완도해경에 따르면 관내 등록 어선은 총 1만 460척으로 전국 대비 16.9%를 차지하는 수준이다. 이 가운데 2톤 미만 소형선박이 60.1%에 달해, 안전 사각지대가 상대적으로 넓은 구조다.

문제는 ‘착용률’이다. 최근 3년간 발생한 연안사고 사고자 50명 중 구명조끼를 착용한 인원은 단 4명에 불과한 것으로 나타났다. 사실상 대부분의 사고가 ‘무방비 상태’에서 발생하고 있는 셈이다.

이에 따라 완도해경은 이번 캠페인에서 ▲구명조끼 착용의 필요성 ▲미착용 사고 사례 공유 ▲올바른 착용법 시연 등 실질적인 교육 중심의 홍보를 진행하며, 단순 계도가 아닌 ‘행동 변화’ 유도에 초점을 맞췄다.

현장에서는 “구명조끼는 불편한 장비가 아니라 생명을 지키는 최소한의 장치”라는 메시지가 반복적으로 강조됐다.
특히 조업 환경상 착용이 번거롭다는 인식이 여전히 남아 있는 만큼, 이를 생활화하는 것이 무엇보다 시급하다는 지적이다.

완도해경 관계자는 “바다 위에서 구명조끼는 자동차의 안전벨트와 같은 생명줄”이라며 “단 한 번의 착용이 생사를 가를 수 있는 만큼, 반드시 착용하는 습관을 가져야 한다.”고 강조했다.

이번 조치는 단순한 홍보 활동을 넘어, 해양 안전 패러다임을 ‘사고 대응’에서 ‘사전 예방’으로 전환하는 신호탄으로 평가된다.

법 시행까지 남은 시간은 이제 3개월 남짓. 구명조끼 착용은 더 이상 권고가 아니라, 생존을 위한 절대 조건이 되고 있다.

With the revised Fishing Vessel Safety Operation Act set to take effect on July 1, wearing a life jacket—the most basic condition for survival at sea—is no longer a choice but a legal obligation.
The Wando Coast Guard (Chief Kim Tae-hwan) conducted a joint “Life Jacket Wearing Campaign” with the Wando Fishing Vessel Safety Control Center on the 19th at Wondong Port, Wando County. The campaign was designed to inform fishermen in advance about the mandatory requirement to wear life jackets on external decks and to encourage early compliance.
According to the Wando Coast Guard, there are a total of 10,460 registered fishing vessels in the jurisdiction, accounting for 16.9% of the national total. Of these, 60.1% are small vessels under 2 tons, indicating a relatively large safety blind spot.
The key issue is the “wearing rate.” Over the past three years, only 4 out of 50 victims involved in coastal accidents were wearing life jackets, revealing that most incidents occurred without basic safety protection.
In response, the Coast Guard focused the campaign on practical, action-oriented education, including ▲the importance of wearing life jackets ▲case studies of accidents involving non-use ▲demonstrations of proper wearing methods. The emphasis was placed on changing behavior rather than simple awareness.
At the site, the message was repeatedly stressed: “A life jacket is not an inconvenience—it is the minimum device that protects life.” There remains a perception that wearing life jackets is cumbersome during fishing operations, making it urgent to establish it as a daily habit.
A Wando Coast Guard official stated, “A life jacket at sea is like a seatbelt in a car,” adding, “A single act of wearing it can determine life or death. We urge everyone to make it a habit without exception.”
This initiative goes beyond a simple promotional activity, signaling a shift in maritime safety policy from accident response to proactive prevention.
With only about three months remaining until enforcement, wearing a life jacket is no longer a recommendation—it is an absolute condition for survival.
