전라남도가 미세먼지 저감과 대기환경 개선을 위해 노후 차량과 건설기계를 대상으로 한 대규모 배출가스 저감사업에 나섰다.
단순한 보조사업을 넘어, 오염원 자체를 줄이는 구조적 전환에 초점을 맞춘 정책으로 평가된다.

전남도는 2026년 총 190억 원을 투입해 노후 차량과 건설기계 5천515대를 대상으로 ‘운행차 배출가스 저감사업’을 추진한다고 밝혔다.
이번 사업은 조기 폐차, 매연 저감장치(DPF) 부착, 건설기계 엔진 교체 및 전동화, 전기굴삭기와 전기·수소 지게차 보급 등 다양한 방식으로 배출가스를 줄이는 종합 대책이다.

조기 폐차 지원 대상은 배출가스 4·5등급 차량을 비롯해 노후 건설기계까지 포함된다.
구체적으로는 2009년 8월 이전 기준이 적용된 도로용 3종 건설기계와 2004년 이전 제작된 지게차·굴삭기 등이 대상이며, 미세먼지 배출 비중이 높은 장비들이 중심이다. 지원금은 차량 종류와 연식에 따라 차등 지급되며, 총중량 3.5톤 미만 기준으로 5등급 차량은 최대 300만 원, 4등급 차량은 최대 800만 원까지 받을 수 있다.

이와 함께 5등급 경유차에 매연 저감장치를 부착할 경우 설치비의 약 90%를 지원하고, 건설기계의 경우 매연 저감장치 설치와 엔진 교체 비용을 전액 지원한다. 특히 전기굴삭기와 전기·수소 지게차 보급도 병행되면서, 기존 내연기관 중심의 장비를 친환경 장비로 전환하는 정책적 방향이 더욱 강화되고 있다.

전남도는 그동안 조기 폐차 8만 6천여 대, 매연 저감장치 부착 8천여 대, 건설기계 엔진 교체 2천여 대를 지원하는 등 지속적인 저감사업을 추진해 왔다. 이러한 노력의 결과로 2024년 기준 초미세먼지 연평균 농도가 12.3㎍/㎥를 기록하며 전국에서 가장 낮은 수준을 유지하고 있다.

전남도 관계자는 노후 차량과 건설기계가 미세먼지의 주요 배출원인 만큼 조기 폐차와 엔진 교체를 통한 선제적 대응이 필요하다고 강조했다.
특히 5등급 차량에 대한 조기 폐차와 매연 저감장치 지원사업이 올해를 끝으로 종료될 예정인 만큼, 대상 차량 소유자들의 적극적인 참여가 요구된다.

사업 신청은 차량 등록지 시군 환경부서나 자동차 배출가스 누리집을 통해 가능하며, 자세한 사항은 시군 또는 한국자동차환경협회 누리집에서 확인할 수 있다.

이번 사업은 단순히 환경 개선을 넘어 전남의 지속가능한 발전 기반을 다지는 정책으로 의미를 갖는다.

Jeollanam-do Province has launched a large-scale emission reduction initiative targeting aging vehicles and construction machinery as part of its effort to curb fine dust and improve air quality. The program is being viewed not as a simple subsidy scheme, but as a structural shift aimed at eliminating pollution sources at their origin.
The province announced that it will invest a total of KRW 19 billion (190 billion won) in 2026 to implement its “In-Use Vehicle Emission Reduction Project,” covering 5,515 old vehicles and construction machines. The initiative includes a comprehensive set of measures such as early scrapping of old vehicles, installation of Diesel Particulate Filters (DPF), engine replacement and electrification of construction equipment, and the distribution of electric excavators as well as electric and hydrogen-powered forklifts.
Eligible vehicles for early scrapping include emission grade 4 and 5 vehicles, as well as outdated construction machinery. Specifically, the program targets road-use construction equipment manufactured before August 31, 2009—such as dump trucks, concrete mixer trucks, and concrete pump trucks—as well as forklifts and excavators produced before 2004. These machines are known to be major contributors to fine dust emissions.
Subsidies will vary depending on vehicle type and age. For vehicles under 3.5 tons, grade 5 vehicles can receive up to KRW 3 million, while grade 4 vehicles can receive up to KRW 8 million.
In addition, approximately 90% of the installation cost for DPF systems will be covered for grade 5 diesel vehicles. For construction machinery, the government will fully support the cost of installing emission reduction devices and replacing engines. The program also promotes the adoption of electric excavators and electric or hydrogen-powered forklifts, reinforcing the policy direction toward transitioning from internal combustion engines to eco-friendly equipment.
Jeollanam-do has consistently pursued emission reduction projects, including the early scrapping of approximately 86,000 vehicles, installation of DPF devices on 8,000 vehicles, and engine replacement for 2,000 construction machines. As a result, the province recorded an annual average PM2.5 concentration of 12.3㎍/㎥ in 2024, the lowest level nationwide.
Provincial officials emphasized that aging vehicles and construction machinery are key sources of fine dust and that proactive measures such as early scrapping and engine replacement are essential. They also noted that support programs for early scrapping and DPF installation for grade 5 vehicles will end this year, urging eligible owners to take advantage of this final opportunity.
Applications can be submitted through local government environmental departments or the automobile emissions website. Further details are available on municipal websites or through the Korea Automobile Environmental Association.
