행정의 성패는 결국 현장에서 갈린다. 주민과 가장 가까운 곳에서 얼마나 실질적인 변화를 만들어내느냐가 행정의 본질을 결정한다.
이러한 기준에서 전라남도가 선정한 ‘현장행정 우수 읍면동’ 평가에서 해남 북평면이 대상의 영예를 안았다.

전라남도는 현장 중심 행정 확산과 읍면동 단위 행정 역량 강화를 위해 ‘현장행정 우수 읍면동’ 10곳을 선정했다고 밝혔다.
이번 평가는 도내 22개 시군에서 추천된 읍면동을 대상으로 1차 서면심사와 2차 사례 발표 평가를 거쳐 이뤄졌으며, 주민 체감도와 실행력, 지역사회 파급 효과 등을 종합적으로 반영했다.

대상으로 선정된 해남 북평면은 ‘어르신 집콕 탈출’ 사업을 통해 지역 복지의 새로운 방향을 제시했다.
이 사업은 지정기탁금을 활용해 목욕 봉사, 건강 체크, 영화 관람 등 어르신들의 일상 회복과 사회 참여를 돕는 프로그램으로 구성됐다.
단순한 지원을 넘어 주민 참여를 기반으로 운영되며 지역 내 기부 확산까지 이끌어낸 점에서 높은 평가를 받았다.

복지가 일방적인 행정 서비스가 아니라 지역 공동체가 함께 만들어가는 구조로 전환됐다는 점에서 의미가 크다.

최우수상에는 광양 옥룡면과 완도 신지면이 각각 선정됐다.
광양 옥룡면은 ‘희로애락 클린 경로당 만들기’ 사업을 통해 경로당 청소와 이불 세탁, 반찬 배달 등 생활 밀착형 돌봄 서비스를 추진하며 주민 참여 기반의 복지 공동체를 구축했다.

완도 신지면은 ‘달리는 복지상담실 신지택시’를 운영해 택시기사와 협력하는 방식으로 복지 사각지대 대상자를 조기에 발굴하고 맞춤형 서비스를 연계하는 체계를 마련했다.

우수상은 목포 이로동, 장성 삼계면, 진도 고군면이 수상했으며, 장려상은 여수 미평동, 장흥 회진면, 강진 신전면, 함평 함평읍이 각각 이름을 올렸다.

전라남도는 이번 평가를 통해 현장 행정의 방향성을 분명히 했다는 입장이다.
단순한 행정 수행이 아닌 주민 삶의 질을 실질적으로 변화시키는 정책, 그리고 지역 구성원이 함께 참여하는 구조가 앞으로의 핵심 기준이라는 것이다.

강종철 전남도 자치행정국장은 “주민과 함께 만든 현장행정 우수 사례가 전남 전역으로 확산되도록 적극 지원하겠다.”며 “시상금 또한 필요한 현장에 실질적으로 활용될 수 있도록 하겠다.”고 밝혔다.

전라남도는 2016년부터 매년 우수 읍면동을 선정해 현장 공무원의 사기를 높이고 우수 정책을 공유해왔다.
이번 결과는 단순한 성과 발표를 넘어, 행정의 중심이 어디에 있어야 하는지를 다시 한 번 확인하는 계기가 되고 있다.

Haenam Bukpyeong-myeon Wins Top Prize in Jeonnam’s Field Administration Awards

The success or failure of administration is ultimately determined in the field. The essence of governance lies in how effectively it delivers tangible change at the closest level to residents. Under this principle, Bukpyeong-myeon in Haenam has been awarded the grand prize in Jeollanam-do’s “Outstanding Field Administration 읍·면·동” evaluation.
Jeollanam-do announced that it has selected 10 읍·면·동 (townships and neighborhoods) as outstanding cases of field-oriented administration, aiming to expand on-the-ground governance and strengthen administrative capacity at the grassroots level.
The evaluation was conducted through a two-step process—document screening and case presentation—among candidates recommended by 22 cities and counties across the province. Key criteria included resident satisfaction, execution capability, and regional impact.
Bukpyeong-myeon, the grand prize winner, presented a new model for local welfare through its “Helping Seniors Break Out of Isolation” program. Utilizing designated donations, the initiative offers services such as bathing assistance, health checkups, and movie outings, helping elderly residents regain daily vitality and social engagement.
Beyond simple service provision, the program was highly praised for fostering resident participation and encouraging local donations, creating a virtuous cycle within the community. It represents a shift from one-way administrative welfare to a collaborative, community-driven model.
The top excellence awards were given to Okryong-myeon in Gwangyang and Sinji-myeon in Wando.
Okryong-myeon implemented the “Clean Senior Center Project,” providing cleaning services, laundry support, and meal deliveries, thereby strengthening a community-based care system.
Sinji-myeon operated a “Mobile Welfare Counseling Taxi,” working with taxi drivers to identify vulnerable residents early and connect them to customized welfare services.
Excellence awards went to Iro-dong in Mokpo, Samgye-myeon in Jangseong, and Gogun-myeon in Jindo. Encouragement awards were presented to Mipyeong-dong in Yeosu, Hoejin-myeon in Jangheung, Sinjeon-myeon in Gangjin, and Hampyeong-eup in Hampyeong.
According to Jeollanam-do, this year’s evaluation clearly highlights the direction of future administration—moving beyond routine service delivery toward policies that bring real improvements in residents’ quality of life, and governance structures that actively involve local communities.
Kang Jong-cheol, Director General of the Provincial Office of Autonomy and Administration, stated,
“We will actively support the expansion of these outstanding field administration cases across Jeonnam,” adding, “We will also ensure that the prize money is used where it is most needed on the ground.”
Since 2016, Jeollanam-do has selected outstanding 읍·면·동 each year to boost the morale of frontline public officials and to share best practices. This year’s results go beyond a simple announcement of achievements, reaffirming where the true center of administration should lie—within the field itself.
