“교정은 희망을 만드는 일”… 해남교도소 교정협의회 정기총회 성료

해남교도소 교정협의회가 교정·교화의 가치를 다시 한 번 확인하며 2026년 새로운 출발을 알렸다.
해남교도소 교정협의회는 지난 3월 16일 오후 6시 해남 어부밥상에서 정기총회를 개최하고, 지난 한 해의 성과를 돌아보는 동시에 향후 운영 방향과 실천 계획을 공유했다.
이번 총회는 단순한 연례행사를 넘어 교정 현장에서 묵묵히 헌신해 온 이들의 노고를 기리고, 지역사회와 함께하는 교정의 의미를 재확인하는 자리로 진행됐다.

■ “헌신이 만든 변화”… 지방교정청장상 전수
이날 총회에서는 교정·교화 활동에 기여한 공로로 박휘승, 강경채, 명천식 위원이 지방교정청장상을 수상하는 뜻깊은 시간이 마련됐다.
수상자들은 지역사회와 교정 현장을 잇는 가교 역할을 수행하며, 수용자의 건전한 사회 복귀를 돕는 다양한 활동에 앞장서 온 공로를 인정받았다.
특히 이들은 지속적인 봉사와 후원, 정서적 지원 활동 등을 통해 교정행정의 외연을 넓히고 ‘사람을 살리는 교정’ 실현에 기여해 왔다는 평가를 받았다.
이날 시상은 김남진 해남교도소장이 직접 상장을 전수하며 의미를 더했다.
김 소장은 전수식에서 “교정은 시설 안에서만 이루어지는 것이 아니라 지역사회와의 협력 속에서 완성된다.”며 “오늘 수상하신 분들의 헌신이 바로 교정의 희망을 만드는 힘”이라고 강조했다.

■ “성과에서 계획으로”… 2026년 실천 방향 제시
총회에서는 2025년도 사업보고와 함께 수입·지출에 대한 감사보고가 이루어졌으며, 이어 2026년도 연간 사업계획과 예산안이 보고됐다.
또한 교정협의회 회칙에 대한 공유도 함께 진행되며 조직 운영의 체계성과 투명성을 강화하는 계기를 마련했다.
협의회는 올해 월별 교정·교화 프로그램 운영, 수용자 지원 확대, 지역사회 연계 강화 등을 핵심 과제로 설정하고 실질적인 성과 창출에 나설 계획이다.

■ “교정은 단절이 아닌 동행”… 지역사회 역할 강조
해남교도소 교정협의회는 그동안 교정시설과 지역사회를 연결하는 역할을 수행하며, 단순한 지원을 넘어 회복과 재사회화를 돕는 공동체 기반 교정 모델을 만들어 왔다.
이번 총회에서도 ‘교정은 단절이 아닌 동행’이라는 메시지가 강조되며, 지역사회의 지속적인 참여와 관심이 무엇보다 중요하다는 공감대가 형성됐다.

서영수 제8대 회장은 “지난 한 해 동안 함께해 주신 모든 분들께 깊이 감사드린다.”며 “2026년에도 더 많은 관심과 참여로 따뜻한 교정의 길을 함께 만들어 가자”고 밝혔다.

정도영 사무국장 역시 “교정협의회가 사람을 살리는 현장의 중심에서 역할을 다할 수 있도록 더욱 노력하겠다.”고 말했다.

The Haenam Correctional Institution Council has marked a new beginning for 2026, reaffirming the values of correction and rehabilitation.
On March 16 at 6 p.m., the council held its annual general meeting at Eobubapsang in Haenam, reviewing the achievements of the past year while sharing future operational directions and action plans.
This meeting went beyond a routine annual event, serving as a meaningful occasion to honor the dedication of those who have quietly contributed to correctional work and to reaffirm the importance of community-based rehabilitation.
■ “Change Driven by Dedication”… Commissioner’s Awards Presented
During the meeting, a special ceremony was held to present the Regional Correctional Office Commissioner’s Award to members Park Hwiseung, Kang Gyeongchae, and Myeong Cheonsik in recognition of their contributions to correction and rehabilitation efforts.
The awardees have played a key role in bridging the gap between the community and correctional institutions, actively supporting inmates’ successful reintegration into society.
They were particularly recognized for their continuous volunteer work, sponsorship, and emotional support activities, which have expanded the scope of correctional administration and contributed to realizing “correction that saves lives.”
The awards were personally presented by Kim Nam-jin, Warden of Haenam Correctional Institution, adding significance to the ceremony.
In his remarks, Warden Kim stated,
“Correction is not confined within institutional walls; it is completed through cooperation with the community,”
adding, “The dedication of today’s awardees is the very force that creates hope in correction.”
■ “From Results to Action”… Direction for 2026
The meeting included a report on the 2025 activities and an audit report on revenues and expenditures, followed by the presentation of the 2026 annual business plan and budget.
In addition, revisions and updates to the council’s bylaws were shared, strengthening transparency and organizational structure.
For 2026, the council plans to focus on key initiatives such as monthly correction and rehabilitation programs, expanded support for inmates, and strengthened community engagement, aiming to produce tangible outcomes.
■ “Correction Is Not Separation but Companionship”… Emphasizing Community Role
The Haenam Correctional Institution Council has consistently served as a bridge between correctional facilities and the local community, developing a community-based model that supports recovery and social reintegration beyond simple assistance.
At this meeting, the message that “correction is not separation but companionship” was strongly emphasized, highlighting the importance of continued community interest and participation.
Seo Young-su, the 8th President of the Council, stated,
“I sincerely thank everyone who has supported us over the past year,”
and added, “We ask for your continued interest and participation in 2026 as we move forward together on the path of compassionate correction.”
Jeong Do-young, Secretary General, also remarked,
“We will continue striving to ensure that the council fulfills its role at the forefront of saving lives through correction.”
