“해남서 인천공항까지 버스로”…해남군의회, 공항노선·농어촌 기본소득 대응 점검

해남에서 인천국제공항까지 연결하는 고속버스 노선이 오는 10월 1일부터 운행될 예정인 가운데 해남군의회가 예상 이용객과 군 재정부담을 점검하고 진도·완도 등 인근 지역까지 수요를 확대하는 방안을 주문했다.

또 2027년 농어촌 기본소득 시범지역 확대에 대비해 단순히 공모 선정에만 초점을 맞출 것이 아니라 지방비 부담을 감당할 수 있는 중장기 재원대책을 마련해야 한다는 의견도 제시됐다.

해남군의회(의장 민경매)는 21일 오전 의회운영위원회실에서 제10차 의원간담회를 열고 집행부로부터 ▲해남~인천공항 고속버스 노선 개통 ▲농어촌 기본소득 시범지역 확대 계획에 따른 해남군 대응방안 등 2건을 보고받고 대책을 논의했다.

■ 해남~인천공항 하루 1회 왕복…10월 1일 운행 예정
해남~인천공항 고속버스는 오는 10월 1일부터 해남을 출발해 영암을 거쳐 인천공항 제1·2터미널을 연결하는 노선으로 하루 1회 왕복 운행할 예정이다.
해남군은 노선 운영에 따른 운수사의 손실분을 보전하기 위해 차량 광고를 활용한 지원 방안을 검토하고 있다.
특히 2027년에는 차량 4대에 광고를 지원하는 방식으로 약 1억3800만원의 예산이 필요할 것으로 예상했다.
이에 의원들은 노선 개통 자체뿐 아니라 실제 이용객이 얼마나 될 것인지와 군이 부담해야 할 재정 규모를 면밀히 따져야 한다고 주문했다.
노선 개통 이후 이용실적을 지속적으로 분석하고 주민과 관광객을 대상으로 적극적인 홍보에 나서야 한다는 의견도 나왔다.
특히 해남 이용객만으로 한정하지 말고 진도·완도 등 인근 지자체와 연계해 이용 수요를 넓히는 방안을 검토해야 한다고 강조했다.
인근 지역 주민들의 인천공항 접근 수요까지 확보할 경우 노선의 안정적인 운영에 도움이 되고 해남군의 지원 부담도 줄일 수 있다는 취지다.

■ 농어촌 기본소득 35개 군 확대 계획…해남도 공모 준비
농어촌 기본소득 시범사업 확대에 대한 대응 방안도 집중 논의됐다.
군의회에 보고된 내용에 따르면 2027년 농어촌 기본소득 시범지역은 기존 17개 군에서 35개 군으로 확대되고, 국비 지원율도 50%로 상향될 계획이다.
현재 시범사업은 주민 1인당 월 15만원을 지역사랑상품권으로 지급하는 방식이다.
해남군은 시범사업 공모 참여를 위해 관련 조례 제정과 재원 확보, 부서 간 협업 등 대응체계를 준비하고 있다고 밝혔다.
그러나 사업 대상이 군민 전체로 확대될 경우 막대한 지방비가 필요할 수 있는 만큼 재원 마련이 핵심 과제로 제기됐다.
의원들은 해남군의 인구 규모가 공모 선정 과정에서 불리한 요소로 작용할 가능성도 있는 만큼 다른 지역과 차별화할 수 있는 ‘해남형 대응전략’을 마련해야 한다고 주문했다.
특히 사업 추진에 필요한 지방비 부담을 고려해 재정안정화기금 등 활용 가능한 재원을 검토하는 한편 정부의 지원 비율을 현재 계획보다 높일 수 있도록 다른 지자체와 공동 건의하는 등 적극적인 대응이 필요하다고 강조했다.


■ “공모 선정만 바라봐선 안 돼”…중장기 재원대책 주문
농어촌 기본소득이 향후 본격적으로 확대될 가능성에 대비한 중장기 대책의 필요성도 제기됐다.
의원들은 올해 공모 준비에만 그쳐서는 안 되며 사업이 지속될 경우 해남군이 부담해야 할 재정 규모를 분석하고 안정적인 재원 확보 방안을 미리 마련해야 한다고 의견을 모았다.
신재생에너지 등 해남의 지역적 특성을 활용해 자체 재원을 확보하고 지역 주민과 이익을 공유하는 방안도 함께 검토할 것을 주문했다.
사업 시행 과정에서 고령자 등 거동이 불편하거나 신청 절차에 익숙하지 않은 주민들이 지원 대상에서 누락되는 일이 없도록 신청 방법을 다양화해야 한다는 지적도 나왔다.
이와 함께 정부의 공모 기준과 국회 예산 심의 과정, 다른 지자체의 대응 상황 등을 지속적으로 파악해 해남군의 여건에 맞는 대응책을 마련해야 한다고 강조했다.

민경매 해남군의회 의장은 “오늘 논의된 현안에 대해 집행부에서 의원들의 의견을 충분히 검토하고, 앞으로의 변화에 선제적으로 대응할 수 있도록 적극적으로 준비해 주기 바란다.”고 말했다.

이번 간담회에서 논의된 두 현안은 모두 군민 생활과 군 재정에 직접적인 영향을 미칠 수 있다는 점에서 향후 추진 과정이 주목된다. 특히 인천공항 고속버스는 실제 이용수요와 재정지원 규모가, 농어촌 기본소득은 공모 선정 여부와 국비·지방비 분담 구조가 향후 사업 추진의 주요 변수가 될 전망이다.

A new express bus route connecting Haenam directly with Incheon International Airport is scheduled to begin service on October 1. The Haenam County Council has reviewed projected passenger demand and the potential financial burden on the county, while calling for measures to expand ridership by linking the service with neighboring areas such as Jindo and Wando.
The council also stressed the need for a long-term funding strategy to prepare for the planned expansion of the Rural Basic Income pilot program in 2027, rather than focusing solely on being selected for the program.
The Haenam County Council, chaired by Min Gyeong-mae, held its 10th council members’ meeting on the morning of September 21 at the Council Steering Committee meeting room.
During the meeting, county officials briefed council members on two key issues: the launch of the Haenam–Incheon Airport express bus route and Haenam County’s response to the planned expansion of the Rural Basic Income pilot program.
Haenam–Incheon Airport Bus to Make One Round Trip Daily Starting October 1
The Haenam–Incheon Airport express bus is scheduled to begin operation on October 1, traveling from Haenam through Yeongam to Terminals 1 and 2 of Incheon International Airport. The route is expected to operate one round trip per day.
Haenam County is considering providing support through vehicle advertising to help compensate the bus operator for potential operating losses.
In particular, the county estimated that approximately KRW 138 million would be required in 2027 to provide advertising support for four vehicles.
Council members emphasized that the county should closely examine not only the launch of the route itself but also actual passenger demand and the extent of the financial burden on the county.
They also called for continued monitoring of ridership after the service begins, along with active promotional efforts targeting residents and tourists.
The council particularly urged the county to look beyond demand from Haenam alone and explore ways to connect the service with neighboring local governments, including Jindo and Wando.
Expanding the passenger base to include residents of neighboring areas seeking access to Incheon International Airport could help stabilize the route while reducing Haenam County’s financial burden, council members said.
Rural Basic Income Pilot Program Planned to Expand to 35 Counties
The council also held an in-depth discussion on Haenam County’s response to the planned expansion of the Rural Basic Income pilot program.
According to information presented to the council, the number of counties participating in the pilot program is planned to increase from the current 17 to 35 counties in 2027, while the central government subsidy rate is expected to rise to 50 percent.
Under the current pilot program, each eligible resident receives KRW 150,000 per month in local gift certificates.
Haenam County said it is preparing to apply for the program by working on a related ordinance, securing funding, and establishing cooperation among relevant county departments.
However, securing sufficient financial resources has emerged as a key issue, as the county could face a substantial local fiscal burden if the program is implemented for all eligible residents.
Council members noted that Haenam’s population size could potentially put the county at a disadvantage during the selection process and called for a distinctive “Haenam-specific strategy” that differentiates the county from other applicants.
They also urged the county to review available financial resources, including fiscal stabilization funds, while working jointly with other local governments to seek a higher level of central government funding.
“Selection Alone Is Not Enough”… Council Calls for Long-Term Funding Strategy
Council members also emphasized the need for a long-term strategy in preparation for the possibility that the Rural Basic Income program could eventually be expanded nationwide or implemented on a broader scale.
They agreed that Haenam should not limit its efforts to preparing for this year’s application process. Instead, the county should estimate the financial burden it would face if the program continues over the long term and establish a stable funding plan in advance.
The council also called for consideration of ways to generate independent revenue and share economic benefits with local residents by utilizing Haenam’s regional strengths, including its renewable energy resources.
Council members further stressed that application procedures should be diversified to ensure that elderly residents, people with mobility difficulties, and those unfamiliar with administrative procedures are not excluded from the program.
They also called on the county to closely monitor the central government’s selection criteria, the National Assembly’s budget deliberations, and the responses of other local governments in order to develop measures tailored to Haenam’s circumstances.
Haenam County Council Chair Min Gyeong-mae said, “I hope the county administration will thoroughly review the council members’ views on the issues discussed today and actively prepare so that Haenam can respond proactively to future changes.”
The two issues discussed at the meeting are expected to have direct implications for both residents’ daily lives and the county’s finances.
For the Incheon Airport express bus route, actual passenger demand and the scale of financial support are expected to be key factors in determining its sustainability. For the Rural Basic Income program, major issues will include whether Haenam is selected for the pilot program and how the financial burden is divided between the central and local governments.
