“축제·장례식장 일회용품 줄인다”…해남군, 다회용기 사용 활성화 제도화

해남군이 각종 축제와 행사, 외식업소, 장례식장 등에서 사용하는 일회용품을 줄이고 다회용기 사용을 확대하기 위한 제도적 기반을 마련했다.

해남군의회는 지난 15일 제353회 제1차 정례회 제3차 본회의에서 이정확 의원이 대표발의한 「해남군 다회용기 사용 활성화 지원 조례안」을 원안가결했다.

이번 조례는 1인 가구 증가와 배달앱을 통한 비대면 소비 확산 등으로 일회용품 사용이 늘면서 발생하는 환경오염과 자원 낭비, 폐기물 처리비용 증가 등에 대응하기 위해 마련됐다.

특히 단순히 일회용품 사용을 줄이는 데 그치지 않고 다회용기의 공급부터 대여, 회수, 세척까지 이어지는 순환형 운영체계를 구축할 수 있도록 한 것이 핵심이다.

조례에는 ▲다회용기 공급·대여·회수·세척 운영체계 구축 ▲공공기관 등의 축제·행사 다회용기 사용 ▲외식업·장례식장 등 일회용품 다량 사용 분야의 다회용기 사용 인센티브 부여 ▲다회용기 사용 참여 확대를 위한 협력체계 구축 등의 내용이 담겼다.

이에 따라 조례가 실제 정책과 사업으로 이어질 경우 해남지역 축제와 각종 공공행사를 비롯해 음식점과 장례식장 등 일회용품 사용량이 많은 분야에서 다회용기 도입을 확대할 수 있는 근거가 될 것으로 보인다.

다회용기 정책의 실효성을 높이기 위해서는 사용처 확대와 함께 회수·세척 체계를 얼마나 안정적으로 구축하느냐도 중요하다.

축제나 행사장에서 다회용기를 사용하더라도 회수율이 낮거나 세척·운송에 과도한 비용이 발생할 경우 사업의 지속성이 떨어질 수 있기 때문이다. 향후 사업 추진 과정에서 다회용기 이용량과 회수율, 일회용품 감축량, 운영비용 등을 구체적으로 관리할 필요가 있다.

이정확 의원은 “다회용기 사용은 단순히 플라스틱 쓰레기를 줄이는 것을 넘어 환경보호에 기여하는 ‘가치 소비’라는 인식의 전환이 필요하다”고 강조했다.

이어 “기후위기에 대응하고 자원을 효율적으로 사용하며 궁극적으로 지속가능한 사회로 전환하기 위한 선택”이라고 말했다.
이번 조례 제정을 계기로 해남군이 공공부문부터 다회용기 사용을 얼마나 확대하고 민간 참여를 이끌어낼 수 있을지가 앞으로의 과제로 꼽힌다.

특히 해남에서 개최되는 각종 축제와 대규모 행사에 다회용기 사용을 단계적으로 확대할 경우 일회용품 감축 효과를 군민들이 직접 체감할 수 있는 자원순환 정책으로 자리 잡을 수 있을 것으로 기대된다.

Haenam County has established an institutional framework to reduce the use of single-use products at festivals, public events, restaurants, funeral halls, and other facilities while promoting the wider adoption of reusable containers.
The Haenam County Council passed, without amendment, the Ordinance on Promoting and Supporting the Use of Reusable Containers in Haenam County, sponsored by Councilor Lee Jeong-hwak, during the third plenary session of the 353rd First Regular Session on September 15.
The ordinance was introduced in response to growing environmental pollution, resource waste, and rising waste-treatment costs caused by increased use of disposable products amid the growth of single-person households, food-delivery apps, and contactless consumption.
A key feature of the ordinance is that it goes beyond simply reducing disposable products by providing a basis for establishing a circular operating system covering the entire process of supplying, renting, collecting, and washing reusable containers.
The ordinance includes measures to establish a reusable-container supply, rental, collection, and washing system; encourage the use of reusable containers at festivals and events organized by public institutions; provide incentives for reusable-container use in sectors with high consumption of disposable products, including restaurants and funeral halls; and establish cooperative networks to encourage broader participation.
If the ordinance is translated into concrete policies and programs, it is expected to provide the institutional foundation for expanding the use of reusable containers at festivals, public events, restaurants, funeral halls, and other facilities across Haenam where large quantities of disposable products are currently used.
For the policy to be effective, however, expanding the number of participating venues must be accompanied by a stable and efficient collection and washing system.
Even when reusable containers are introduced at festivals or public events, the sustainability of the program could be undermined if collection rates remain low or washing and transportation costs become excessive. As the program moves forward, Haenam County will need to closely track indicators such as the number of reusable containers used, collection rates, reductions in disposable waste, and operating costs.
“Using reusable containers is about more than simply reducing plastic waste,” Councilor Lee said. “We need a shift in perception so that people recognize it as a form of ‘value-based consumption’ that contributes to environmental protection.”
He added, “It is a choice that allows us to respond to the climate crisis, use resources more efficiently, and ultimately transition toward a sustainable society.”
Following the enactment of the ordinance, attention will now turn to how extensively Haenam County introduces reusable containers in the public sector and how effectively it encourages participation from private businesses and residents.
In particular, gradually expanding the use of reusable containers at festivals and large-scale events held throughout Haenam could turn the initiative into a tangible resource-circulation policy through which residents can directly experience the benefits of reducing disposable waste.
