“CCTV 있었는데 사고 50분간 몰랐나”…진도 모자 참변, 안전관리 책임 공방

전남광주 진도군 의신면의 한 리조트 앞 해변에서 물놀이를 하던 일가족이 물에 휩쓸려 40대 어머니와 어린 아들이 숨진 사고와 관련해 신고 지연과 해변 안전관리 책임을 둘러싼 논란이 커지고 있다.

사고는 지난 12일 오후 1시 50분께 발생했다. 당시 일가족이 해변에서 물놀이를 하던 중 물살에 휩쓸렸고, 어머니와 어린 아들이 구조돼 병원으로 옮겨졌지만 끝내 숨졌다. 사고 당시 해역은 만조가 지난 뒤 물이 빠지는 썰물 상태였던 것으로 조사됐다.

특히 사고 현장을 비추는 CCTV가 있었던 것으로 알려지면서 사고 발생을 신속하게 파악하고 신고할 수 있었는지가 새로운 쟁점으로 떠올랐다. 목포MBC는 14일 후속 보도를 통해 사고 신고가 늦어진 이유와 안전관리 책임을 놓고 진도군과 리조트 측의 공방이 이어지고 있다고 전했다.

제공된 방송 화면에서 진도군 측은 “안전관리 책임은 리조트에 있다”는 입장을 밝힌 반면, 리조트 측은 사고 해안이 공유수면이라는 점 등을 들어 법적 관리책임에 의문을 제기하고 CCTV 역시 실시간 감시를 목적으로 설치한 것이 아니라는 취지로 반박했다.

완도해양경찰서는 유가족 등에 대한 진술 조사를 진행한 데 이어 해당 리조트 등을 상대로 안전관리 의무 준수 여부와 사고 당시 대응 과정을 조사하고 있다.

이번 사고는 단순 수난사고 원인 규명을 넘어 누가 해변의 위험을 관리해야 했는지, CCTV는 어떻게 운영됐는지, 사고 인지와 신고가 지연된 이유는 무엇인지를 명확히 밝히는 것이 핵심으로 떠올랐다.

다만 현재 해경 수사가 진행 중인 만큼 진도군이나 리조트 어느 한쪽에 법적 책임이 있다고 단정해서는 안 된다.

CCTV 운영 주체와 모니터링 방식, 사고 최초 인지 시각, 119·해경 신고 시각, 안전요원 배치 여부와 법적 관리주체 등을 수사를 통해 객관적으로 규명할 필요가 있다

Controversy is growing over the delayed emergency report and responsibility for beach safety management following a drowning accident in which a mother in her 40s and her young son died after their family was swept away by strong currents at a beach in front of a resort in Uisin-myeon, Jindo County.
The accident occurred at around 1:50 p.m. on September 12. The family was playing in the water when they were swept away by the current. The mother and her young son were rescued and taken to a hospital, but both later died. Authorities found that the tide was receding after high tide at the time of the accident.
In particular, reports that CCTV cameras were installed overlooking the accident site have raised a new question: Could the accident have been detected and reported sooner?
Mokpo MBC reported in a follow-up report on September 14 that Jindo County and the resort were disputing responsibility for safety management, as questions emerged over why the accident was not reported sooner.
According to the broadcast footage, Jindo County maintained that “the resort was responsible for safety management.” The resort, however, questioned whether it had legal responsibility, noting that the accident occurred in waters classified as public waters. The resort also argued that the CCTV cameras were not installed for the purpose of real-time safety monitoring.
The Wando Coast Guard has taken statements from the bereaved family and is investigating the resort and other parties to determine whether required safety management measures were properly implemented and how the accident was handled immediately after it occurred.
The investigation is now expanding beyond the immediate cause of the drowning. Key questions include who was responsible for managing risks at the beach, how the CCTV system was operated, and why there was a delay in detecting and reporting the accident.
However, as the Coast Guard investigation is still underway, it would be premature to conclude that either Jindo County or the resort bears legal responsibility.
Authorities need to objectively establish who operated the CCTV system, whether it was monitored in real time, when the accident was first detected, when emergency calls were made to 119 and the Coast Guard, whether safety personnel were deployed, and which party had legal responsibility for managing the beach.
