“도움 요청 기다리지 않고 먼저 찾아간다”…해남군, 위기가구 발굴·복지연계 제도화

도움이 필요한 주민이 직접 행정기관을 찾아올 때까지 기다리는 방식에서 벗어나, 행정이 먼저 위기가구를 찾아내 필요한 보건·복지서비스를 연결하는 ‘찾아가는 복지’가 해남군에서 제도화된다.

해남군의회 민찬혁 의원이 대표 발의한 「해남군 찾아가는 보건복지서비스 활성화에 관한 조례안」이 지난 15일 해남군의회 본회의를 통과했다.

이번 조례는 고령화와 1인 가구 증가 등으로 복지수요가 다양해지고 도움이 필요하지만 제때 지원받지 못하는 위기가구에 선제적으로 대응하기 위해 마련됐다.

특히 주민의 신청을 기다리는 기존 방식에서 한발 더 나아가 도움이 필요한 주민을 직접 찾아가 상황을 파악하고 적절한 보건·복지서비스와 지역자원을 연계하는 체계를 구축하는 데 초점을 맞췄다.

조례에는 ▲찾아가는 보건복지서비스 기본계획 수립 ▲주민참여 및 수행인력 역량강화 ▲위기가구 발굴 등 지원사업 ▲사업 추진상황 점검 ▲수행인력 안전 확보 등에 관한 사항이 담겼다.

군수는 매년 찾아가는 보건복지서비스 기본계획을 수립하고 읍·면별 지역 여건에 맞는 사업계획과 보건·복지서비스 연계방안을 마련하도록 했다.

지역주민이 복지안전망 구축에 직접 참여할 수 있는 근거도 마련됐다.
군은 지역주민을 협력자로 위촉해 주변의 위기가구를 발굴하는 등 지역사회 복지활동에 참여하도록 할 수 있다. 행정기관만으로 발견하기 어려운 복지사각지대를 이웃과 지역사회가 함께 찾아내는 민관협력 체계를 강화하겠다는 취지다.

현장에서 주민을 직접 방문하는 수행인력에 대한 안전 확보 사항을 조례에 포함한 점도 눈에 띈다. 찾아가는 복지서비스가 확대될수록 현장 업무가 늘어나는 만큼 서비스 제공뿐 아니라 수행인력의 안전까지 제도적으로 고려하도록 했다.

앞으로 조례가 실제 복지사각지대 해소로 이어지기 위해서는 읍·면별 위기가구 발굴체계와 보건·복지기관 간 정보·서비스 연계, 지역주민 협력체계 등이 현장에서 얼마나 실효성 있게 작동하느냐가 중요할 것으로 보인다.

민찬혁 의원은 “복지사각지대에 놓인 주민이 도움을 요청할 때까지 기다리는 것이 아니라, 행정이 먼저 살피고 필요한 서비스를 연결하는 것이 찾아가는 보건복지서비스의 핵심”이라고 밝혔다.

이어 “이번 조례가 위기가구를 적극적으로 발굴하고 지역의 복지자원을 촘촘하게 연계하는 제도적 기반이 되기를 기대한다.”며 “주민참여와 민관협력을 바탕으로 군민이 체감할 수 있는 복지체계를 만들어갈 수 있도록 지속적으로 관심을 갖고 의정활동을 이어가겠다.”고 말했다.

Haenam County is institutionalizing an “outreach welfare” system under which local authorities proactively identify households in crisis and connect residents with necessary health and welfare services, rather than waiting for people in need to visit government offices and request assistance.
An ordinance proposed by Haenam County Councilor Min Chan-hyeok, titled the “Ordinance on the Promotion of Outreach Health and Welfare Services in Haenam County,” passed the Haenam County Council plenary session on September 15.
The ordinance was introduced to proactively respond to the growing number of households at risk of falling through the welfare safety net as welfare needs become increasingly diverse amid population aging and the rise in single-person households.
In particular, it seeks to move beyond the conventional application-based welfare system by establishing a framework through which public officials and related personnel can directly reach out to residents in need, assess their circumstances, and connect them with appropriate health and welfare services and community resources.
The ordinance includes provisions on ▲ establishing basic plans for outreach health and welfare services ▲ promoting resident participation and strengthening the capabilities of service personnel ▲ implementing support programs to identify households in crisis ▲ monitoring project implementation ▲ and ensuring the safety of personnel providing outreach services.
Under the ordinance, the county mayor is required to establish a basic plan for outreach health and welfare services every year and develop implementation plans and health and welfare service networks tailored to the circumstances of each eup and myeon, or township-level administrative district.
The ordinance also provides a legal basis for local residents to participate directly in strengthening the community welfare safety net.
Haenam County may appoint local residents as community partners who can participate in welfare activities, including identifying neighbors and households facing hardship. The measure is intended to strengthen public-private cooperation by enabling residents and local communities to help identify welfare blind spots that government agencies alone may have difficulty detecting.
Another notable provision concerns measures to ensure the safety of personnel who visit residents in the field. As outreach welfare services expand and fieldwork increases, the ordinance provides an institutional basis for considering not only the delivery of services but also the safety of frontline workers.
For the ordinance to lead to tangible reductions in welfare blind spots, the effectiveness of its implementation will be crucial, particularly in establishing crisis-household identification systems in each township, coordinating information and services among health and welfare organizations, and building strong partnerships with local residents.
Councilor Min Chan-hyeok said, “The core principle of outreach health and welfare services is not to wait until residents in welfare blind spots ask for help, but for the administration to reach out first, identify their needs, and connect them with the services they require.”
He added, “I hope this ordinance will provide an institutional foundation for proactively identifying households in crisis and closely connecting the welfare resources available throughout the community.”
“I will continue my legislative efforts to build a welfare system that residents can truly experience and benefit from, based on active resident participation and strong public-private cooperation,” Min said.
