해남군의회가 22일간의 정례회 일정을 마무리한 가운데 올해 행정사무감사를 통해 군정 전반에서 총 45건의 개선사항을 지적했다.

특히 민간위탁 사전절차와 돌봄노동자 처우, 설계변경 사전심사, 국·도비 반환금, 수의계약, 농림보조사업 중요재산 관리 등 행정과 예산 집행 전반에 걸쳐 개선을 요구해 향후 집행부의 후속 조치가 주목된다.

해남군의회(의장 민경매)는 지난 15일 본회의를 끝으로 지난 8월 25일부터 22일간 진행한 제353회 제1차 정례회 일정을 마무리했다고 밝혔다.

이번 정례회에서는 2026년도 행정사무감사를 비롯해 2025회계연도 기금결산 승인안, 예비비 지출 승인안, 세입·세출 결산 승인안 등 군정과 재정 전반에 대한 심사가 진행됐다.

군의회는 정례회 마지막 본회의에서 조례안과 동의안, 결산안 등 주요 안건 13건을 심의·의결했다.

■ 행정사무감사 45건 지적…“군정에 개선 반영해야”
이번 정례회에서 가장 눈에 띄는 부분은 지난 2일부터 9일까지 실시한 2026년도 행정사무감사다.
군의회는 감사 결과 총 45건의 지적사항을 제시하고 집행부에 개선을 요구했다. 이와 함께 행정 성과가 우수하다고 평가한 4건을 수범사례로 선정했다.

행정자치위원회 소관에서는 ▲민간위탁 사무 사전절차 준수 철저 ▲돌봄노동자 처우개선 ▲설계변경 사전심사 강화 등 모두 21건을 지적했다.

농수산경제위원회 소관에서는 ▲국·도비 반환금 관리 철저 ▲수의계약 시 관내 업체 활용 권고 ▲농림보조사업 중요재산 관리 철저 ▲온실가스감축인지 예산제도 도입 검토 등 22건에 대해 개선을 요구했다.

이번 감사에서 제기된 지적사항이 단순한 감사 결과보고에 그치지 않고 실제 군정에 어떻게 반영되는지가 앞으로의 과제로 남게 됐다.

■ 음식물자원화시설·로컬푸드 등 4건 ‘수범사례’
잘한 행정에 대한 평가도 이뤄졌다.
군의회는 환경과가 추진한 음식물자원화시설 이물질 제거장치 설치를 통한 퇴비 품질 향상 및 운영비 절감을 수범사례로 선정했다.
먹거리통합지원센터의 로컬푸드 꾸러미 구독서비스를 통한 지역농산물 소비 촉진도 좋은 평가를 받았다.

미래공동체과가 추진한 전국 최초 농촌 서비스 협약 체결을 통한 지속가능한 농촌 돌봄체계 구축과 성인문해교육 ‘꿈을 보며 배우는 학교’ 운영​도 수범사례에 포함됐다.

군의회가 지적과 함께 우수 정책을 선정함에 따라 이들 사업의 성과를 다른 부서와 정책으로 확산할 수 있을지도 관심을 모은다.
필수농자재 지원·다회용기 활성화 조례 처리
이번 정례회에서는 주민 생활과 농업, 환경 등에 관련된 의원발의 조례안도 처리됐다.

민찬혁 의원이 발의한 ‘해남군 찾아가는 보건복지서비스 활성화에 관한 조례안’, 이성옥 의원의 ‘해남군 필수농자재 지원 조례안’, 이정확 의원의 ‘해남군 다회용기 사용 활성화 지원 조례안’ 등이 원안 가결됐다.
집행부가 제출한 해남군 가족어울림센터 설치 및 운영 조례 일부개정조례안, ​해남군 체육시설 관리 운영 조례 일부개정조례안도 처리됐다.
이와 함께 2025회계연도 기금결산 승인안과 예비비 지출 승인안, 세입·세출 결산 승인안, 해남시네마 운영 민간위탁 동의안 등도 원안 가결됐다.

■ “전남광주통합특별시 권역별 균형발전 필요”
군의회는 이번 정례회에서 김미숙 의원이 대표발의한 ‘전남광주통합특별시 권역별 균형발전 촉구 건의안’​도 채택했다.
군의회는 지역 간 균형 있는 발전과 상생 방안을 마련해 줄 것을 정부에 건의했다.

향후 통합특별시 추진 과정에서 특정 지역에 행정·산업·재정 기능이 편중되지 않고 해남을 비롯한 전남 각 권역의 발전 전략이 어떻게 반영될 것인지가 지역사회의 주요 관심사가 될 전망이다.

민경매 의장은 “이번 정례회 기간 동안 행정사무감사와 결산 심사 등 의정활동에 적극적으로 임해주신 의원들과 자료 준비와 답변에 협조해 주신 집행부 공직자 여러분께 감사드린다.”고 말했다.

이어 “이번 행정사무감사를 통해 지적된 사항들이 군정에 적극 반영되고 개선될 수 있도록 지속적으로 살펴보겠다.”고 밝혔다.

이번 행정사무감사에서 제기된 45건의 지적사항이 실제로 얼마나 개선되는지, 그리고 군의회가 향후 이행 여부를 어떤 방식으로 점검할지가 행정사무감사의 실효성을 가르는 중요한 기준이 될 것으로 보인다.

The Haenam County Council has concluded its 22-day regular session after identifying a total of 45 issues requiring improvement across the county administration through its 2026 administrative audit.
In particular, the council called for improvements in a wide range of administrative and budgetary areas, including preliminary procedures for privately outsourced public services, working conditions for care workers, prior review of project design changes, management of returned national and provincial subsidies, negotiated contracts, and the management of important assets acquired through agricultural and forestry subsidy programs.
Attention is now focused on how the county administration will respond to and implement the council’s recommendations.
The Haenam County Council, chaired by Min Gyeong-mae, concluded the 353rd First Regular Session on September 15, bringing to a close the 22-day session that began on August 25.
During the session, council members conducted the 2026 administrative audit and reviewed the FY2025 fund settlement, reserve fund expenditures, and the county’s revenue and expenditure settlement, among other matters concerning county administration and finances.
At the final plenary session, the council reviewed and voted on 13 major agenda items, including ordinances, consent motions, and settlement-related proposals.
Administrative Audit Identifies 45 Issues for Improvement
One of the most significant parts of the regular session was the 2026 administrative audit, conducted from September 2 through September 9.
The council identified a total of 45 issues requiring corrective action or improvement and called on the county administration to address them. It also selected four exemplary administrative practices in recognition of successful initiatives.
The Administrative and Autonomy Committee identified 21 issues, including the need to strictly comply with preliminary procedures for privately outsourced services, improve working conditions for care workers, and strengthen prior reviews of project design changes.
The Agriculture, Fisheries and Economy Committee raised 22 issues, including improved management of returned national and provincial subsidies, greater use of local companies for negotiated contracts, stricter management of important assets acquired through agricultural and forestry subsidy programs, and consideration of introducing a greenhouse gas reduction-sensitive budgeting system.
The key question going forward is whether these findings will lead to tangible improvements in county administration rather than remaining merely as recommendations in an audit report.
Four Exemplary Administrative Practices Recognized
The council also recognized several areas in which the county administration had achieved positive results.
The Environmental Division was commended for installing a foreign-material removal system at the food waste resource recovery facility, improving compost quality while reducing operating costs.
The Local Food Integrated Support Center’s subscription service for local agricultural produce was also recognized for helping promote the consumption of locally grown products.
Two initiatives by the Future Community Division were selected as exemplary practices: the establishment of what the county describes as the nation’s first rural service agreement to build a sustainable rural care system, and the adult literacy education program, “A School for Learning While Pursuing Dreams.”
The council’s recognition of these initiatives, alongside its audit findings, raises expectations that successful practices could be expanded or adapted across other departments and county programs.
Ordinances on Essential Agricultural Materials and Reusable Containers Approved
The council also considered several member-sponsored ordinances related to residents’ welfare, agriculture, and the environment.
An ordinance proposed by Council Member Min Chan-hyeok to promote outreach-based health and welfare services in Haenam County was approved as originally submitted.
Also approved were an ordinance proposed by Council Member Lee Seong-ok to support essential agricultural materials and an ordinance proposed by Council Member Lee Jeong-hwak to promote and support the use of reusable containers.
The council also approved amendments submitted by the county administration concerning the establishment and operation of the Haenam Family Community Center and the management and operation of county sports facilities.
In addition, the FY2025 fund settlement, reserve fund expenditure approval, revenue and expenditure settlement, and a consent motion for the private operation of Haenam Cinema were approved as submitted.
Council Calls for Balanced Development Across the Jeonnam-Gwangju Special Metropolitan Province
During the session, the council also adopted a resolution, sponsored by Council Member Kim Mi-suk, calling for balanced development among regions within the Jeonnam-Gwangju Special Metropolitan Province.
Through the resolution, the council urged the government to establish measures that would ensure balanced regional development and mutually beneficial growth.
As discussions surrounding the integrated special metropolitan province move forward, a key issue for local communities will be how development strategies for Haenam and other parts of Jeonnam are incorporated without concentrating administrative, industrial, and financial functions in particular areas.
Council Chair Min Gyeong-mae said, “I would like to thank the council members who actively participated in the administrative audit and settlement reviews during this regular session, as well as the county officials who cooperated in preparing documents and responding to questions.”
Min added, “We will continue to closely monitor the county administration to ensure that the issues identified through this administrative audit are actively reflected in county policies and properly addressed.”
The effectiveness of this year’s administrative audit will ultimately depend on how many of the 45 identified issues result in concrete improvements and how systematically the council follows up on the county administration’s implementation of the recommended measures.
