붓으로 마음을 잇고, 주민을 하나로…

붓을 들면 미술인이 되고, 앞치마를 두르면 요리사가 된다. 마을에 일이 생기면 주민들과 머리를 맞대고, 도움이 필요한 곳에서는 자신이 가진 재능을 나눈다.

해남 대흥사와 두륜산 자락에서 주민자치와 문화예술, 농촌체험, 봉사활동을 오랫동안 이어오고 있는 윤문희 해남군 주민자치협의회장 이야기다.

윤 회장은 지역에서 단순히 주민자치 조직을 이끄는 인물에 머물지 않는다.

미술과 요리, 농촌체험을 접목해 사람과 사람을 연결하고, 자신이 가진 재능을 지역사회에 돌려주는 생활 속 공동체 활동가에 가깝다.
공개된 지역언론 보도에 따르면 윤 회장은 2023년 삼산면 주민자치회 제2기 회장에 선출됐다. 당시 해남지역 주민자치회 가운데 첫 여성 회장이라는 기록도 세웠다.

삼산면 주민자치회 위원과 사무국장을 거쳐 회장을 맡은 그는 당시 주민자치의 방향을 한마디로 ‘우리는 하나’​라고 표현했다.
주민자치는 거창한 사업보다 주민들이 자주 만나 서로의 이야기를 듣고 어려움이 생기면 함께 해결하는 것에서 출발해야 한다는 것이 그의 생각이었다.

그의 이러한 철학은 지금도 크게 달라지지 않았다.
현재 윤 회장은 해남군 주민자치협의회장을 맡아 개별 마을을 넘어 해남지역 주민자치 활성화를 위한 활동을 이어가고 있다.
지난 9월 1일 송지초등학교에서 열린 해남형 교육혁신선도지역 공청회에도 해남군 주민자치협의회장 자격으로 참석해 지역 교육 문제를 함께 논의했다.

■ 미술에서 시작된 ‘사람과의 인연’
윤 회장의 삶에서 빼놓을 수 없는 것이 미술이다.
그는 과거 미술학원을 운영했고 여러 학교에서 방과후 미술교사로 학생들을 지도했다.
하지만 윤 회장이 생각하는 미술은 작품을 만드는 데서 끝나지 않았다.
아이들과 어르신들이 그림을 통해 마음을 표현하고 서로 이야기를 나눌 수 있도록 하는 하나의 소통수단이었다.
지역 어르신들을 대상으로 한 무료 미술체험을 비롯해 벽화 그리기와 고무신 그림 등 다양한 재능기부 활동에도 참여해 왔다.
특히 윤 회장 측에 따르면 미술심리 관련 재능을 활용해 해남교도소에서 수용자들을 대상으로 봉사활동에도 참여해 왔다.
그에게 그림은 잘 그리고 못 그리는 것을 평가하는 대상이라기보다 말로 표현하기 어려운 사람의 마음을 밖으로 꺼내놓는 하나의 통로인 셈이다.

■ 대흥사 자락에서 만든 ‘자연스토리’
윤 회장의 또 다른 삶의 터전은 해남군 삼산면 무선동 한옥마을이다.
대흥사와 두륜산 관광권에 자리한 이곳에서 그는 ‘자연스토리’를 운영하며 방문객들을 맞고 있다.
방송사와 지역언론 등에 공개된 자료에서도 자연스토리는 윤문희 대표가 운영하는 해남 농촌·문화체험 공간으로 소개돼 있다.
윤 회장이 이곳에 정착한 데에는 미술교육을 하면서 품었던 생각이 영향을 미쳤다.
아이들에게 교실에서 그림만 가르치는 것이 아니라 씨앗을 심고, 식물이 자라는 모습을 보고, 직접 수확하고, 그 농산물로 음식을 만드는 과정까지 경험하게 해주고 싶었다.
그래서 자연과 미술, 음식과 체험이 하나의 이야기로 이어지는 공간을 만들었다.
농촌의 평범한 창고와 한옥마을이 미술과 요리, 다례와 원예 등을 경험할 수 있는 문화공간으로 변해갔다.

■ 미술선생님에서 ‘해남 음식 전도사’로
윤 회장의 활동 영역은 미술에서 음식으로도 넓어졌다.
사찰음식 대한민국장인으로 소개되기도 했으며 자연요리문화원을 운영하면서 해남 농수산물을 활용한 다양한 음식을 선보이고 있다.
2025년에는 외국인 계절근로자들을 대상으로 해남 농수산물을 활용한 음식 체험을 진행했다.
구절판과 갈비찜, 우엉잡채, 해남전복 버터구이, 배추·열무김치 등을 직접 준비해 타국에서 농촌 일손을 돕는 외국인 근로자들에게 한국과 해남의 음식문화를 알렸다.
지역아동센터 어린이들을 위한 나눔에도 참여했다.
해남문화관광재단 임직원들과 함께 해남고구마를 활용한 공룡알빵 420개 상당을 만들어 결식이 우려되는 지역 아동들에게 전달하기도 했다.
주민자치회 활동에서도 나눔은 이어졌다.
삼산면 주민자치회는 독거노인과 취약계층 주민들을 위해 회원들이 직접 담근 열무김치를 전달하는 등 생활 속 봉사활동을 펼쳐왔다.

■ 주민자치도 결국 ‘사람’
윤 회장이 주민자치를 이야기할 때 가장 많이 강조하는 것도 결국 사람이다.
지역의 사업 하나를 더 만드는 것보다 주민들이 서로 얼굴을 알고, 이야기를 나누고, 마을의 문제를 함께 고민할 수 있는 관계를 만드는 것이 먼저라는 것이다.
그가 삼산면 주민자치회장을 맡으면서 내걸었던 ‘우리는 하나’라는 말에도 이러한 생각이 담겨 있다.
대흥사를 중심으로 한 관광 활성화에도 관심이 많다.
삼산면 주민자치회가 두륜산 왕벚나무의 역사·생태적 가치를 알리기 위해 왕벚꽃 막걸리 축제를 기획한 것도 지역의 자원을 주민 스스로 찾아내고 지역 공동체의 자산으로 발전시키자는 취지에서 시작됐다.
윤 회장은 주민자치뿐 아니라 해남 홍보활동에도 적극적으로 참여해 왔다.
해남군 SNS 기자단 활동을 통해 지역 곳곳을 찾아다니며 해남 농특산물과 관광자원, 사람들의 이야기를 알렸고, 현재는 전라남도 민원메신저 해남지역장으로도 활동하고 있는 것으로 확인된다.

■ 붓으로 사람을 그리고, 주민자치로 마을을 그리다
윤문희 회장의 이력에는 미술교사, 농촌체험 운영자, 요리문화 활동가, 주민자치회장, 주민자치협의회장 등 여러 이름이 붙는다.
그러나 그 활동을 하나로 연결하면 결국 ‘사람’​이라는 단어로 모아진다.
아이에게 그림을 가르치는 일도, 어르신과 함께 벽화를 그리는 일도, 음식을 만들어 어려운 이웃에게 전달하는 일도, 주민들의 의견을 모아 마을의 미래를 논의하는 일도 사람과 사람을 연결하는 과정이기 때문이다.

지역소멸이라는 무거운 현실 앞에서 농촌 주민자치가 행정의 지원사업이나 일회성 행사에 머물러서는 안 된다는 목소리가 높다.

결국 마을을 움직이는 것은 그곳에 살고 있는 사람이고, 주민 스스로 마을의 문제를 찾고 해결할 수 있을 때 주민자치 역시 생명력을 얻을 수 있다.

미술에서 출발해 음식과 농촌체험으로 영역을 넓히고 다시 주민자치와 봉사로 활동을 이어온 윤문희 회장.

대흥사와 두륜산을 품은 작은 농촌마을에서 시작된 그의 활동은 이제 삼산면을 넘어 해남군 전체 주민자치를 연결하는 역할로 넓어지고 있다.

When she picks up a paintbrush, she becomes an artist. When she puts on an apron, she becomes a cook. When something needs to be done in the village, she sits down with residents to find a solution. And wherever help is needed, she shares the talents she has cultivated over the years.
This is the story of Yoon Moon-hee, Chairperson of the Haenam-gun Residents’ Autonomy Council, who has long been active in community autonomy, culture and the arts, rural experiences and volunteer service in the foothills of Daeheungsa Temple and Duryunsan Mountain in Haenam.
Yoon is more than simply a leader of a local residents’ autonomy organization.
By combining art, cooking and rural experiences, she connects people and gives her talents back to the community. In that sense, she is best described as a grassroots community activist whose work is firmly rooted in everyday life.
According to reports published by local media, Yoon was elected chairperson of the second-term Samsan-myeon Residents’ Autonomy Council in 2023. At the time, she also became the first woman to head a residents’ autonomy council in Haenam.
After serving as a council member and secretary-general of the Samsan-myeon Residents’ Autonomy Council, Yoon became its chairperson. She summed up her vision for residents’ autonomy in one phrase: “We are one.”
For Yoon, residents’ autonomy does not begin with grand projects. It starts when neighbors meet regularly, listen to one another and work together to resolve the difficulties facing their community.
That philosophy remains largely unchanged today.
Yoon currently serves as Chairperson of the Haenam-gun Residents’ Autonomy Council, expanding her work beyond individual villages and contributing to the development of residents’ autonomy across Haenam.
On September 1, she also attended a public hearing at Songji Elementary School on Haenam’s education innovation initiative in her capacity as chairperson, joining discussions on the future of local education.
■ A Connection with People That Began with Art
Art is inseparable from Yoon’s life.
She previously operated an art academy and taught students as an after-school art instructor at several schools.
For Yoon, however, art has never been simply about creating finished works.
She sees painting and drawing as tools that allow children and older residents to express their emotions and communicate with one another.
Over the years, she has taken part in various forms of talent-sharing and volunteer work, including free art activities for senior citizens, mural painting and decorating traditional rubber shoes with artwork.
According to Yoon and those involved in her activities, she has also used her experience in art psychology to volunteer with inmates at Haenam Correctional Institution.
For her, a painting is not something to be judged simply as good or bad. Rather, it can become a channel through which people express feelings that are difficult to put into words.
■ “Nature Story,” Created at the Foot of Daeheungsa Temple
Another important part of Yoon’s life is Museon-dong Hanok Village in Samsan-myeon, Haenam-gun.
Located within the Daeheungsa Temple and Duryunsan Mountain tourism area, this is where she operates “Nature Story,” welcoming visitors to experience rural life, culture and art.
Broadcast and local media reports have also introduced Nature Story as a rural and cultural experience space in Haenam operated by Yoon.
Her decision to settle there was influenced by an idea she developed while teaching art.
Rather than simply teaching children to paint inside a classroom, she wanted them to plant seeds, watch plants grow, harvest crops with their own hands and then prepare food using what they had grown.
She therefore created a place where nature, art, food and hands-on experiences could become part of a single story.
What had once been an ordinary rural storage space and traditional Hanok village setting gradually evolved into a cultural space where visitors could experience art, cooking, tea culture and horticulture.
■ From Art Teacher to Ambassador for Haenam’s Food Culture
Yoon’s activities eventually expanded from art into food.
She has been introduced as a Korean Master of Temple Cuisine and has promoted a wide range of dishes using agricultural and marine products from Haenam through the Nature Cooking Culture Center.
In 2025, she organized a Korean food experience for foreign seasonal workers using local agricultural and seafood products.
She personally prepared dishes including gujeolpan, braised short ribs, burdock japchae, butter-grilled Haenam abalone, and cabbage and young-radish kimchi, giving foreign workers helping with local farm labor an opportunity to experience Korean and Haenam food culture.
Her community service has also extended to children at local community centers.
Together with employees of the Haenam Culture and Tourism Foundation, she helped make around 420 dinosaur egg-shaped breads using Haenam sweet potatoes, which were delivered to local children at risk of missing meals.
The spirit of sharing has also been reflected in the work of the Samsan-myeon Residents’ Autonomy Council.
Council members have prepared and delivered homemade young-radish kimchi to elderly people living alone and other vulnerable residents, putting community care into practice.
■ Residents’ Autonomy Ultimately Comes Down to “People”
When Yoon talks about residents’ autonomy, the word she emphasizes most is people.
For her, building relationships in which residents know one another, communicate openly and work together on community issues is more important than simply adding another local project.
That philosophy is also embodied in the phrase “We are one,” which she championed while serving as chairperson of the Samsan-myeon Residents’ Autonomy Council.
She has also shown strong interest in revitalizing tourism centered on Daeheungsa Temple.
The Samsan-myeon Residents’ Autonomy Council’s initiative to organize a King Cherry Blossom Makgeolli Festival, highlighting the historical and ecological significance of Duryunsan Mountain’s king cherry trees, was based on the idea that residents themselves should discover local resources and transform them into assets for the wider community.
Yoon has also been active in promoting Haenam beyond the field of residents’ autonomy.
Through her work with Haenam-gun’s social media reporting team, she traveled throughout the region introducing Haenam’s agricultural specialties, tourist attractions and local residents’ stories.
She has also been active as the Haenam regional leader of Jeollanam-do’s Civil Complaints Messenger program.
■ Painting People with a Brush, Painting the Future of the Community Through Residents’ Autonomy
Many titles can be attached to Yoon Moon-hee’s career: art teacher, rural experience operator, food culture advocate, residents’ autonomy council chairperson and county-level residents’ autonomy leader.
Yet all these roles ultimately converge on a single word: people.
Teaching a child to paint, creating a mural with senior citizens, preparing food for neighbors in need and bringing residents together to discuss the future of their village are all, in their own ways, about connecting one person to another.
As rural communities confront the serious challenge of regional population decline, there is a growing recognition that residents’ autonomy cannot remain dependent on administrative support programs or one-off events.
Ultimately, it is the people who live in a community who keep it alive. Residents’ autonomy gains real strength when residents themselves identify their community’s problems and work together to solve them.
Beginning with art, Yoon expanded her work into food and rural experiences before extending it further into residents’ autonomy and volunteer service.
What began in a small rural community embraced by Daeheungsa Temple and Duryunsan Mountain has now grown beyond Samsan-myeon, with Yoon playing a role in connecting residents’ autonomy initiatives throughout Haenam-gun.
A person who paints the hearts of people with a brush and paints the future of the community through residents’ autonomy.
