“청년이 돌아오면 지역이 산다”… 전남도, ‘청년마을 3곳’에 최대 3억 투입

전라남도가 청년 유입과 지역 활력 회복을 위한 ‘전남형 청년마을’ 조성에 다시 한 번 승부수를 던졌다. 단순한 체험형 사업을 넘어 정착·창업·일자리까지 연결되는 ‘지속가능 모델’ 구축이 핵심이다.
전라남도는 청년 활동공간 조성과 향토 자원을 활용한 프로그램 운영을 통해 지역에 새로운 활력을 불어넣기 위한 ‘전남형 청년마을’ 3개소를 공모한다고 밝혔다.
공모 참여를 희망하는 청년단체 및 기업은 오는 24일까지 해당 시군에 신청서를 제출해야 하며, 최종 선정된 단체(기업)에는 개소당 연 1억 원씩 최대 3년간 총 3억 원의 사업비가 지원된다.

■ “이제는 ‘살아남는 마을’”… 평가 기준 대폭 강화
이번 공모의 가장 큰 변화는 ‘지속 가능성’이다.
전남도는 그동안 일부 청년마을이 사업 종료 이후 동력을 잃는 문제를 보완하기 위해 ▲실효성 ▲지역 상생 ▲일자리 창출 ▲창업 가능성 등을 종합적으로 평가해 선발할 방침이다.
이는 단순한 체류형 프로그램에서 벗어나, 실제 지역에 뿌리내리는 ‘경제 기반형 청년 정책’으로의 전환을 의미한다.

■ 4천 명 참여, 68명 정착… “가능성 확인, 이제 확장”
‘전남형 청년마을 만들기’ 사업은 2022년부터 시작돼 현재까지 13개 시군, 17개 마을이 조성됐다.
총 4,191명의 청년이 참여했고, 이 가운데 68명이 실제 지역에 정착하는 성과를 냈다.
숫자만 보면 크지 않을 수 있지만, 정책적 의미는 분명하다.
“청년은 움직이고, 지역은 바뀔 수 있다”는 가능성을 입증한 실험이었다.

■ “청년이 돈을 벌어야 남는다.”… 자립형 모델 본격 도입
전남도는 올해 신규사업으로 ‘청년 자립마을 활성화 지원사업’을 병행 추진한다.
이 사업은 기존 청년마을이 사업 종료 이후에도 지속적으로 운영될 수 있도록 ▲창업 지원 ▲수익모델 발굴 ▲전문가 멘토링 등을 제공하는 것이 핵심이다.
총 5개소를 선정해 개소당 5천만 원을 지원할 계획이다.
이는 단순 지원을 넘어 “청년이 지역에서 먹고살 수 있는 구조를 만들겠다”는 정책적 방향 전환으로 해석된다.

■ 전남도의 메시지 “청년 정착 → 창업 → 지역경제 선순환”
윤연화 전남도 인구청년이민국장은 “청년마을을 통해 청년이 지역에 안정적으로 정착하고, 창업과 일자리로 이어지는 선순환 구조를 만들겠다.”고 밝혔다.
이번 공모는 단순한 지역 활성화 사업이 아니다.
청년을 붙잡지 못하면 지역은 소멸한다는 위기 속에서, 전남도가 선택한 해법은 분명하다.

“지원이 아니라 생존 구조를 만들겠다.”
청년이 머무는 지역이 아니라, 청년이 ‘성공하는 지역’을 만들 수 있을지, 이번 ‘전남형 청년마을’이 그 시험대에 올랐다.

Jeollanam-do Province has once again taken a bold step to revitalize local communities by attracting young people, launching a new round of its “Jeonnam-type Youth Village” initiative. The key focus has shifted from short-term experiential programs to building a sustainable model that connects settlement, entrepreneurship, and job creation.
The province announced that it will select three locations for the project, aimed at creating youth activity spaces and operating programs utilizing local resources to inject new vitality into communities.
Youth organizations and companies wishing to participate must submit applications to their respective cities or counties by the 24th. Selected groups will receive KRW 100 million per year for up to three years, totaling KRW 300 million per village.
■ “Villages that survive”… Evaluation criteria significantly strengthened
The most notable change in this round of the program is its emphasis on sustainability.
To address past issues where some youth villages lost momentum after project completion, the province will comprehensively evaluate proposals based on ▲effectiveness ▲local coexistence ▲job creation ▲entrepreneurial potential.
This marks a shift away from temporary residency programs toward a fundamentally economic, settlement-oriented youth policy.
■ 4,000 participants, 68 settlers… “Proof of concept, now expansion”
Since its launch in 2022, the “Jeonnam-type Youth Village” program has established 17 villages across 13 cities and counties.
A total of 4,191 young people have participated, with 68 ultimately settling in the region.
While the numbers may appear modest, the policy significance is clear:

■ “Youth must earn to stay”… Self-reliance model introduced
This year, Jeonnam will also launch a new “Youth Self-Reliant Village Revitalization Project.”

Five locations will be selected, each receiving KRW 50 million.

This initiative goes beyond a typical regional revitalization program.
In the face of regional extinction driven by youth outmigration, Jeonnam’s approach is clear:
