“해남이 대한민국 미래를 바꾼다”… 민형배, AI·에너지·K-농업 5대 전략 전격 선언

전남 해남이 대한민국 산업 지형을 다시 그릴 ‘핵심 거점’으로 떠오르고 있다.
더불어민주당 전남·광주 통합특별시장 예비후보인 민형배 국회의원이 해남을 중심으로 한 ‘AI·에너지·K-농업 5대 전략’을 전격 발표하며, 국가 대전환 구상을 구체화했다.
민 후보는 “해남은 더 이상 변방이 아니라 대한민국 미래 산업의 출발점”이라며 “에너지는 자립하고 농업은 첨단화해, 해남을 에너지·농업 수도로 만들겠다.”고 밝혔다.
이번 전략은 단순 지역 공약을 넘어, 산업·에너지·농업·정주환경을 통합한 ‘국가 구조 재편 프로젝트’로 평가된다.

■ “AI와 전력이 만나는 곳”… 솔라시도 메가클러스터 구축
민 후보는 해남 솔라시도를 중심으로 ‘AI·에너지 융합 산업 생태계’를 구축하겠다고 밝혔다.
핵심은 글로벌 AI 데이터센터 집적과 재생에너지 기반 전력 공급 체계다.
이를 위해 ▲재생에너지 직접공급(PPA) 인프라 ▲에너지저장장치(ESS) ▲지능형 전력망을 결합한 통합 시스템을 구축하고, AI-에너지 실증 플랫폼까지 운영한다는 구상이다.
이는 “AI는 전기를 먹는 산업”이라는 전제 아래, 전력과 데이터 산업을 동시에 장악하겠다는 전략으로 풀이된다.

■ “발전에서 산업으로”… 풍력 중심 제조·운영 생태계 전환
재생에너지 정책도 단순 발전을 넘어 ‘산업화’로 확장된다.
민 후보는 해상·육상 풍력 집적화 단지를 조성하고, 블레이드·타워·전력제어 등 핵심 부품 산업을 해남과 서남권에 유치하겠다고 밝혔다.
특히 풍력 유지·보수(O&M) 산업을 육성하고, 목포신항과 연계한 물류·조립·출항 체계를 구축해 “전남을 동북아 재생에너지 산업 허브로 만들겠다.”고 강조했다.

■ “농업은 산업이다”… K-농업 첨단 플랫폼 구축
농업 분야에서는 생산 중심 구조를 넘어 가공·유통·수출까지 연결하는 ‘통합 플랫폼’ 구축이 제시됐다.
민 후보는 ▲장립종 벼 수출단지 ▲쌀 가공·기능성 식품 산업 ▲기후대응 신품종 육종센터를 핵심 축으로 제시하며, “농업을 1차 산업이 아닌 고부가가치 산업으로 전환하겠다.”고 밝혔다.
또한 스마트 저온저장과 물류 인프라를 구축해 글로벌 시장 대응력을 강화하겠다는 전략이다.

■ “에너지 이익은 주민에게”… 수익 환원·그린수소 실증
재생에너지 수익을 지역 주민에게 돌려주는 구조도 핵심 정책으로 포함됐다.
태양광과 해상풍력 발전 수익을 주민이 공유하는 모델을 구축하고,
그린수소 생산 및 충전 인프라를 실증해 미래 에너지 산업 기반을 선점하겠다는 구상이다.
아울러 영농형 태양광 확대와 RE100 기반 ‘에너지 농촌 모델’을 통해
농촌 경제와 에너지 산업을 결합하는 새로운 구조를 제시했다.

■ “살아야 지속된다.”… 관광·정주 인프라 동시 혁신
민 후보는 산업 전략과 함께 정주 여건 개선도 병행하겠다고 밝혔다.
땅끝에서 다도해를 잇는 생태관광 벨트를 고도화하고, 청년 귀농·귀촌을 위한 스마트농업 지원 정책을 강화한다.
또한 섬 지역 의료·교통 최소보장 체계를 구축하고, 초고령 농촌에 맞춘 돌봄·생활 인프라를 유지해 “사람이 떠나지 않는 농촌”을 만들겠다는 구상이다.

■ “해남이 국가 전략 중심”… 대한민국 구조 재편 신호탄
이번 5대 전략은 개별 사업 나열을 넘어, AI·에너지·농업을 하나로 묶는 ‘국가 산업 구조 재설계’라는 점에서 주목된다.
민형배 후보는 “해남에서 시작되는 변화가 대한민국의 미래를 바꿀 것”이라며 “전남·광주 통합특별시를 기반으로 국가 균형발전의 새로운 모델을 만들겠다.”고 강조했다.
정치권에서는 이번 구상을 두고 “해남을 단순 지역이 아닌 국가 전략 거점으로 격상시키는 선언”이라는 평가가 나오고 있다.

South Jeolla’s Haenam is emerging as a core hub poised to redraw South Korea’s industrial landscape.
Min Hyung-bae, a preliminary candidate for the integrated Gwangju–Jeonnam special metropolitan government, has unveiled a sweeping “Five Strategic Pillars for AI, Energy, and K-Agriculture,” outlining a national transformation blueprint centered on Haenam.
“Haenam is no longer a periphery but the starting point of Korea’s future industries,” Min said.
“We will achieve energy independence and advance agriculture through cutting-edge innovation, transforming Haenam into the nation’s energy and agricultural capital.”
This strategy goes beyond a regional pledge, representing a comprehensive national restructuring project integrating industry, energy, agriculture, and living infrastructure.
■ “Where AI Meets Power”… Solaseado Mega Cluster Initiative
Min proposed building an AI–energy convergence industrial ecosystem centered on Haenam’s Solaseado.
The plan focuses on attracting global AI data centers and establishing a renewable energy-based power supply system.
Key components include:
Direct renewable energy supply (PPA) infrastructure
Energy storage systems (ESS)
Smart grid expansion
Operation of an integrated AI–energy demonstration platform
This reflects the strategic premise that “AI is powered by electricity,” aiming to dominate both energy and data industries simultaneously.
■ “From Generation to Industry”… Wind Power Manufacturing & O&M Ecosystem
Renewable energy policy will expand from power generation to full industrialization.
Min outlined plans to:
Develop offshore and onshore wind power clusters
Attract key component industries (blades, towers, power control systems)
Foster wind power O&M (operation & maintenance) industries
By linking with Mokpo New Port for logistics, assembly, and shipping,
he emphasized the goal of making Jeonnam a Northeast Asian renewable energy industrial hub.
■ “Agriculture Is Industry”… Building an Advanced K-Agriculture Platform
In agriculture, the strategy moves beyond production toward a fully integrated value chain encompassing processing, distribution, and exports.
Key initiatives include:
Export hubs for long-grain rice
Development of rice-based processed and functional foods
Climate-resilient crop breeding centers
Smart cold storage and logistics infrastructure will further enhance global competitiveness.
Min stressed that agriculture must evolve into a high value-added industry, not remain a primary sector.
■ “Energy Profits to the People”… Revenue Sharing & Green Hydrogen
A central pillar is ensuring renewable energy profits are returned to local residents.
Plans include:
Community-based profit-sharing models for solar and offshore wind projects
Demonstration of green hydrogen production and charging infrastructure
Expansion of agrivoltaics (solar + farming)
Creation of RE100-based “energy rural” models
This approach integrates rural economies with the energy transition, establishing a new development paradigm.
■ “Sustainability Requires Livability”… Tourism & Settlement Innovation
Min also emphasized improving living conditions alongside industrial development.
Key measures include:
Upgrading the eco-tourism belt from Ttangkkeut to the Dadohae region
Supporting young returnees and smart farming initiatives
Ensuring minimum healthcare and transportation services for island regions
Strengthening care and living infrastructure for aging rural populations
The goal is to build rural communities where people choose to stay.
■ “Haenam at the Core of National Strategy”… A Signal of Structural Transformation
The five-pillar strategy goes beyond individual projects, presenting a systemic redesign of Korea’s industrial structure linking AI, energy, and agriculture.
Min stated,
“The transformation that begins in Haenam will reshape Korea’s future.
Through the integrated Gwangju–Jeonnam special city, we will establish a new model of balanced national development.”
Political observers interpret the initiative as a declaration to elevate Haenam
from a regional locality to a central strategic hub of national development.
