“2032년 터빈 대조립 공장 설립 검토”… 전남, 두산과 손잡고 ‘해상풍력 산업수도’ 정조준

4전라남도가 국내 대표 에너지 기업인 두산에너빌리티와 손을 맞잡고 해상풍력 산업의 ‘제조 거점화’에 본격 착수했다.
단순 발전단지 조성을 넘어, 터빈 생산과 대조립 공장 설립까지 포함한 전주기 산업생태계 구축이 현실화되고 있다.

전남도는 3일 도청 서재필실에서 두산에너빌리티와 ‘해상풍력 산업 육성을 위한 업무협약(MOU)’을 체결했다.
협약식에는 김영록 전남도지사, 송용진 두산에너빌리티 사장, 김원이 국회의원 등이 참석했다.

이번 협약의 핵심은 2032년까지 전남 지역 내 풍력발전기 대조립 등 부품 생산공장 설립을 검토한다는 데 있다.
두산에너빌리티는 전남지역 해상풍력 발전기 공급 물량 확보와 연계해 생산기지 구축을 모색하고, 전남도는 인허가 등 행정적 지원을 적극 협력하기로 했다.

■ 두산, 국내 해상풍력 상업화 선도 기업
두산에너빌리티는 2017년 대한민국 최초 해상풍력 발전소인 탐라해상풍력(30MW)을 준공하며 국내 시장을 열었다.
이후 독자 개발한 10MW급 해상풍력 터빈 국제 형식인증을 취득했고, 영광 야월해상풍력에 8MW 터빈을 첫 상용 공급 계약하는 등 상업화 실적을 축적해 왔다.
국내에서 터빈을 독자 개발하고 공급까지 수행하는 기업이 전남에 생산 거점을 둘 경우, 지역 산업 구조는 ‘발전 중심’에서 ‘제조 중심’으로 한 단계 도약하게 된다.

■ 22.2GW 허가 용량… 전남, 이미 ‘전국 최대’
전남은 현재 전국 최대 규모인 22.2GW의 해상풍력 발전사업 허가 용량을 보유하고 있다.
지난해 전남해상풍력 1단지(96MW)가 상업운전에 돌입했고, 영광 낙월해상풍력(365MW), 신안 우이 해상풍력(390MW) 등 대형 프로젝트가 순차적으로 추진 중이다.
특히 신안(3.7GW)·진도(3.6GW) 집적화단지 지정과 여수·고흥 공공주도 단지 조성 등 계획입지 발굴이 확대되고 있다.
목포신항과 해남 화원산단은 기회발전특구로 지정돼 해상풍력 산업 클러스터의 핵심 축으로 부상하고 있다.

■ “전남, 발전단지 넘어 산업수도로”
전남도 관계자는 “전남은 단순한 해상풍력 발전단지 조성을 넘어 설계·제작·설치·운영까지 아우르는 전주기 산업생태계 구축에 나서고 있다”고 밝혔다.
이어 “지난해 LS머트리얼즈와 LS마린솔루션의 해남 화원산단 해상풍력 전용 설치항만 구축 투자에 이어, 국내 대표 터빈 제조사인 두산에너빌리티와 협력을 강화함으로써 전남이 해상풍력 산업 중심지로 도약하는 중대한 전환점이 될 것”이라고 강조했다.

■ ‘에너지 수도 전남’ 가속… 제조·항만·설치 삼각축 완성
이번 협약은 전남이 구상해온 ‘에너지 수도’ 전략의 결정적 퍼즐로 평가된다.
발전 허가 용량 22.2GW, 집적화단지 지정, 전용 항만 구축, 그리고 터빈 대조립 공장까지 이어질 경우 전남은 명실상부한 대한민국 해상풍력 산업의 심장부로 자리매김하게 된다.

해상에서 생산된 바람이 육지에서 일자리와 산업으로 전환되는 구조.

“Reviewing Establishment of Turbine Pre-Assembly Plant by 2032”… Jeonnam Joins Hands with Doosan to Target ‘Offshore Wind Industry Capital’
From wind farms to manufacturing, installation, and operation… Full-cycle industrial ecosystem takes shape
Jeollanam-do (South Jeolla Province) has joined hands with Korea’s leading energy company, Doosan Enerbility, to begin full-scale efforts toward becoming a manufacturing hub for the offshore wind industry.
Moving beyond the development of offshore wind farms, the province is now advancing toward a comprehensive industrial ecosystem that includes turbine production and the potential establishment of a large-scale pre-assembly plant.
On the 3rd, the province signed a Memorandum of Understanding (MOU) with Doosan Enerbility at the Seo Jaepil Room of the Jeonnam Provincial Office to foster the offshore wind industry.
The signing ceremony was attended by Governor Kim Young-rok, Doosan Enerbility President Song Yong-jin, and National Assembly member Kim Won-i, among others.
The core of the agreement is a review of establishing a wind turbine pre-assembly and component manufacturing plant in Jeonnam by 2032.
Doosan Enerbility will consider building a production base linked to securing offshore wind turbine supply volumes in the Jeonnam region, while the provincial government pledged active administrative support, including permitting and approvals.
■ Doosan, Pioneer of Korea’s Offshore Wind Commercialization
Doosan Enerbility opened Korea’s offshore wind market in 2017 by completing the nation’s first offshore wind power plant, the 30MW Tamra Offshore Wind Farm.
Since then, the company has obtained international type certification for its independently developed 10MW offshore wind turbine and secured its first commercial supply contract for 8MW turbines at the Yeonggwang Yawol Offshore Wind Project.
If a company capable of independently developing and supplying turbines establishes a production base in Jeonnam, the region’s industrial structure is expected to shift from being development-centered to manufacturing-centered.
■ 22.2GW Approved Capacity… Jeonnam Leads the Nation
Jeonnam currently holds the nation’s largest approved offshore wind generation capacity at 22.2GW.
Last year, Phase 1 of the Jeonnam Offshore Wind Project (96MW) entered commercial operation, and large-scale projects such as the Yeonggwang Nakgwal Offshore Wind (365MW) and the Shinan Ui Offshore Wind (390MW) are being advanced sequentially.
In addition, offshore wind cluster designation projects are expanding in Shinan (3.7GW) and Jindo (3.6GW), along with public-led site development in Yeosu and Goheung.
Mokpo New Port and the Haenam Hwawon Industrial Complex, designated as Opportunity Development Zones, are emerging as key hubs for building an offshore wind industry cluster.
■ “Beyond Wind Farms to an Industrial Capital”
A provincial official stated, “Jeonnam is moving beyond simple offshore wind farm development to build a full-cycle industrial ecosystem encompassing design, manufacturing, installation, and operation.”
The official added, “Following last year’s investment by LS Materials and LS Marine Solution to build a dedicated offshore wind installation port at the Haenam Hwawon Industrial Complex, strengthening cooperation with Doosan Enerbility, Korea’s leading turbine manufacturer, marks a pivotal turning point for Jeonnam to leap forward as the nation’s offshore wind industry hub.”
■ Accelerating the Vision of ‘Energy Capital Jeonnam’
This agreement is viewed as a decisive piece in Jeonnam’s broader strategy to become Korea’s energy capital.
With 22.2GW of approved generation capacity, designated offshore wind clusters, dedicated port infrastructure, and a potential turbine pre-assembly plant, Jeonnam is positioning itself as the heart of Korea’s offshore wind industry.
