“150조 판을 전남으로”… 국민성장펀드 공모 69건 몰렸다

전라남도가 전국 최초로 추진한 ‘국민성장펀드 in 전남’ 프로젝트 발굴 공모에 총 69건의 아이디어가 접수되며 뜨거운 관심을 모았다.

이번 공모는 정부가 올해부터 5년간 총 150조 원 규모로 운용하는 국민성장펀드와 연계할 ‘메가 프로젝트’를 선제적으로 발굴하기 위해 마련됐다.
공모는 2월 27일까지 47일간 전 국민을 대상으로 진행됐다.

■ 에너지·데이터센터에 쏠린 전략 제안
분야별 접수 현황을 보면 에너지 분야가 20건으로 가장 많았다.
이어 AI 농어업 8건, 데이터센터 5건, 바이오 5건, 이차전지 4건, K-콘텐츠 4건 등 첨단전략산업과 전남 특화산업 중심의 제안이 다수를 차지했다.
특히 에너지·데이터센터·핵심광물 등 전남 산업 경쟁력과 직결된 분야에 제안이 집중됐다.
단순 아이디어 차원을 넘어 국민성장펀드 활용 가능성을 고려한 전략적 참여가 이뤄졌다는 평가다.
전남은 이미 국민성장펀드 1호 사업으로 ‘신안 우이 해상풍력 프로젝트(390MW·총사업비 3조 원 규모)’가 선정된 바 있다.
금융위원회의 지역 설명회도 전국 최초로 전남에서 개최됐다.
이번 공모는 그 연장선에서 대규모 투자사업을 선제적으로 구조화하기 위한 행보다.

■ “장기 자금 구조 가능하나”… 현장 문의도 활발
공모 기간 동안 실제 기업과 산업 종사자의 문의도 이어졌다.
한 지역 기업인은 국민성장펀드 지원 가능 범위와 기존 지원사업과의 연계 가능성, 사업 기획 단계에서 고려해야 할 요건 등을 질의했다.
바이오 분야 종사자는 신약 개발처럼 투자 회수 기간이 긴 산업에 대해 장기 자금 지원 구조가 가능한지 문의하는 등 실질적 투자 연계에 대한 관심을 드러냈다.
이는 단순 공모를 넘어 실제 투자 연결 가능성을 염두에 둔 움직임으로 해석된다.

■ 3월 말 우수 과제 선정… 실제 투자 검토 연계
전남도는 분야별 전문가 심사를 거쳐 3월 말 우수 과제를 선정할 계획이다.
선정된 과제는 전문가 컨설팅을 통해 사업계획을 구체화하고, 정책금융기관과의 연계를 통해 실제 투자 검토 단계까지 이어갈 방침이다.

김기홍 전남도 전략산업국장은 “국민과 기업이 제안한 아이디어는 전남 미래 첨단산업을 구체화하는 출발점”이라며 “공모 과제가 산업 경쟁력을 높이는 투자사업으로 이어져 400만 전남광주특별시 도약을 견인하도록 최선을 다하겠다.”고 밝혔다.

전남도는 5년간 150조 원 중 50조 원 유치를 목표로 세웠다.
올해는 10조 원 확보를 위해 메가급 프로젝트를 집중 발굴하고 중앙정부 및 정책금융기관과 협의를 본격화하고 있다.

국민성장펀드라는 150조 원 ‘국가 자본’의 향방이 지역 산업 지형을 재편할 분수령이 될 전망이다.
전남이 그 중심에 설 수 있을지 주목된다.

Energy Leads with 20 Submissions… Strong Focus on Data Centers, AI Agriculture & Fisheries, Bio and Other Strategic Industries
Jeollanam-do announced that a total of 69 proposals were submitted to the “National Growth Fund in Jeonnam” project discovery contest, the first initiative of its kind in the nation, demonstrating strong interest from citizens and businesses alike.
The public call was designed to proactively identify mega-scale projects that could be linked to the National Growth Fund, a 150 trillion KRW investment program to be operated by the central government over five years starting this year. The contest was open to the public for 47 days, closing on February 27.
■ Strategic Proposals Concentrated in Energy and Data Centers
By sector, energy accounted for the largest share with 20 proposals. This was followed by AI-based agriculture and fisheries (8), data centers (5), bio (5), secondary batteries (4), and K-content (4). The majority of submissions were centered on advanced strategic industries and Jeonnam’s specialized sectors.
In particular, proposals closely aligned with Jeonnam’s industrial competitiveness—such as energy, data centers, and critical minerals—were notably prominent. Officials assessed that participants took a strategic approach, considering the practical applicability of the National Growth Fund rather than submitting ideas at a purely conceptual level.
Jeonnam has already seen the selection of the “Shinan Ui Offshore Wind Project” (390MW, total project cost of approximately 3 trillion KRW) as the first project under the National Growth Fund. The Financial Services Commission also held its first regional briefing session in Jeonnam. The latest public call is viewed as a continuation of these efforts to pre-structure large-scale investment projects.
■ Active Inquiries on Long-Term Financing Structures
During the contest period, businesses and industry professionals actively sought clarification on investment conditions.
One local company inquired about the scope of eligibility under the National Growth Fund, possible linkages with existing support programs, and key considerations in the project planning phase.
A bio-industry professional asked whether long-term financing structures would be available for sectors such as new drug development, where investment recovery periods are typically extended.
These inquiries indicate that stakeholders are seriously considering real investment linkages beyond the contest stage.
■ Outstanding Projects to Be Selected in Late March
Jeonnam Province plans to select outstanding projects by the end of March through expert evaluation by sector. Selected proposals will receive professional consulting to further refine their business plans and will be connected to policy financial institutions for actual investment review.
Kim Gi-hong, Director General of the Strategic Industry Bureau of Jeonnam Province, stated, “The ideas proposed by citizens and businesses serve as a starting point for materializing Jeonnam’s future advanced industries. We will do our utmost to ensure that these proposals evolve into investment projects that enhance industrial competitiveness and drive the leap forward of the 4-million Jeonnam-Gwangju Integrated Metropolitan City.”
Jeonnam has set a target of attracting 50 trillion KRW out of the 150 trillion KRW National Growth Fund over five years. For this year alone, the province aims to secure 10 trillion KRW by intensively developing mega-scale projects and strengthening consultations with the central government and policy financial institutions.
The direction of this 150 trillion KRW national capital initiative is expected to become a decisive turning point in reshaping Korea’s regional industrial landscape. Attention is now focused on whether Jeonnam can position itself at the center of that transformation.
