“일할 권리, 전남이 책임진다!”… 2026년 장애인 일자리 4,132명 ‘역대 최다’

전라남도가 2026년 장애인 일자리 4,132명을 선발·배치하며 역대 최대 규모의 고용 확대에 나선다.
이는 2025년보다 396명이 늘어난 수치로, 장애인의 경제적 자립과 안정적 사회참여 기반을 한층 강화하는 전환점이 될 전망이다.

전라남도는 총 377억 원을 투입해 ‘2026년 장애인 일자리 사업’을 본격 추진한다고 밝혔다.
취업 취약계층인 장애인에게 안정적인 소득 기반을 제공하고, 다양한 직무 경험을 통해 자립 역량을 높이는 데 초점을 맞췄다.

공공분야 장애인 일자리는 장애인일자리, 전남형 권리중심 중증장애인 맞춤형 공공일자리, 중증장애인 동료상담 일자리 등 3개 유형으로 운영된다.
이 가운데 장애인일자리와 중증장애인 동료상담 일자리는 국비 지원을 받고, 전남형 권리중심 중증장애인 맞춤형 공공일자리는 100% 지방비로 추진된다.

가장 많은 인원이 참여하는 ‘장애인일자리’는 전일제, 시간제, 복지형, 시각장애인 안마사 파견, 발달장애인 요양보호사 보조 등으로 구성되며, 도내 74개 제공기관에서 2,910명이 활동하고 있다.

참여자들은 읍면동 행정복지센터에서 장애인복지 업무를 보조하거나, 복지시설·특수학교 환경정비 및 급식 지원, 장애인 주차구역 계도 활동, 경로당·복지관 안마 서비스 제공, 요양원 입소자 식사·이동 지원 등 지역사회 곳곳에서 역할을 수행한다.

특히 개인별 장애 유형과 특성을 반영한 맞춤형 직무 배치를 통해 근무 만족도와 업무 효율을 높이고 있으며, 직무·안전교육을 병행해 현장 적응력을 강화하고 민간 취업 연계까지 지원할 방침이다.

올해부터는 복지형 일자리에 장애 정도가 심한 장애인의 수행 가능 수준을 반영한 신규 맞춤형 11개 직무(문화예술·인식개선·권익증진 분야)를 도입했다.
단순 보조업무 중심에서 벗어나 개인의 기능 수준과 선호를 반영한 직무 확대라는 점에서 의미가 크다.

민선 8기 공약사업인 ‘권리중심 중증장애인 맞춤형 공공일자리’는 2022년 82명으로 시작해 올해 130명까지 확대됐으며, 도내 18개 제공기관에서 운영 중이다.
이 사업은 민간 노동시장이나 기존 직업재활시설 근무가 어려운 중증장애인을 대상으로 권익옹호(캠페인·편의시설 모니터링), 문화체험(미술·음악·연극 등), 인식개선(강의·공연) 등 3개 유형 직무를 지원한다.

‘중증장애인 동료상담 일자리’도 확대 운영된다.
동료상담가 52명이 상담과 자조모임, 사례관리 등을 통해 자립 역량 강화를 지원하고 있으며, 도내 15개 제공기관에서 총 1,040명이 참여하고 있다.
장애인 일자리 참여 대상은 도내 거주 18세 이상 미취업 등록 장애인으로, 거주지 읍면동 행정복지센터 또는 사업 수행기관을 통해 신청하면 된다.

나소영 전라남도 장애인복지과장은 “장애인의 자립과 사회참여 기회를 넓히는 것은 선택이 아닌 책무”라며 “권익 향상과 고용 확대를 위해 지속적이고 실질적인 지원을 이어가겠다.”고 밝혔다.




“The Right to Work, Jeonnam Takes Responsibility!”… Record 4,132 Jobs for Persons with Disabilities in 2026

Jeollanam-do announced that it will recruit and place 4,132 persons with disabilities in 2026, marking the largest expansion of employment opportunities in its history. This represents an increase of 396 positions compared to 2025 and is expected to serve as a turning point in strengthening economic independence and stable social participation for persons with disabilities.
The province will invest a total of KRW 37.7 billion to implement the “2026 Job Program for Persons with Disabilities.” The initiative focuses on providing a stable source of income for employment-vulnerable individuals while enhancing their capacity for self-reliance through diverse work experiences.
Public-sector jobs for persons with disabilities will be operated under three categories: the General Disability Employment Program, the Jeonnam-Style Rights-Based Customized Public Jobs for Persons with Severe Disabilities, and the Peer Counseling Jobs for Persons with Severe Disabilities. Among these, the General Disability Employment Program and the Peer Counseling Jobs receive national government funding, while the Jeonnam-Style Rights-Based Customized Public Jobs are fully funded by the provincial government.
The largest segment, the General Disability Employment Program, includes full-time, part-time, welfare-type positions, dispatch of visually impaired massage therapists, and assistant roles for caregivers supporting persons with developmental disabilities. A total of 2,910 participants are currently working through 74 service providers across the province.
Participants assist with disability welfare services at local administrative welfare centers, support environmental maintenance and meal services at welfare facilities and special schools, monitor disabled parking areas, provide massage services at senior centers and welfare centers, and assist nursing home residents with meals and mobility, contributing across various sectors of the community.
In particular, the province plans to enhance job satisfaction and efficiency by assigning customized duties based on each individual’s disability type and characteristics. Job and safety training will be provided in parallel to strengthen on-site adaptability, along with support for transition into private-sector employment.
Starting this year, 11 newly customized job categories in culture and arts, awareness improvement, and rights advocacy have been introduced under the welfare-type positions. This marks a shift away from simple auxiliary tasks toward roles that reflect individual functional levels and personal preferences.
The Rights-Based Customized Public Jobs for Persons with Severe Disabilities, a key pledge of the 8th provincial administration, began with 82 participants in 2022 and has expanded to 130 this year, operating through 18 service providers. The program supports individuals with severe disabilities who face difficulties entering the private labor market or existing vocational rehabilitation facilities. Job types include rights advocacy (campaigns and accessibility monitoring), cultural activities (art, music, theater), and awareness improvement (lectures and performances).
The Peer Counseling Jobs for Persons with Severe Disabilities program is also being expanded. A total of 52 peer counselors provide counseling, self-help group facilitation, and case management services to strengthen participants’ independence, with 1,040 individuals currently involved across 15 service providers in the province.
Eligibility for participation is open to registered unemployed persons with disabilities aged 18 or older residing in the province. Applications can be submitted at local administrative welfare centers or designated program agencies.
Na So-young, Director of the Disability Welfare Division of Jeollanam-do, stated, “Expanding opportunities for independence and social participation for persons with disabilities is not a choice but a responsibility. We will continue to provide sustained and practical support to enhance rights and expand employment.”
