“외국인 9만5천 시대”… 전남도, 노동인권부터 생활 전반까지 ‘37개 종합대책’ 가동

전라남도가 외국인 주민 증가에 대응해 노동인권 보호부터 주거·보건·범죄예방까지 아우르는 전방위 지원 대책을 본격 가동한다.
단순 지원을 넘어, 외국인 주민을 ‘정책의 대상’이 아닌 ‘지역사회의 핵심 구성원’으로 인정하겠다는 선언이다.

전남도는 지난 25일 ‘전라남도 외국인주민 지원 시책위원회’를 열고, ‘외국인 주민 지원 TF 회의’를 통해 발굴한 8개 분야 37개 과제를 중심으로 종합대책을 논의했다고 밝혔다.

이번 대책은 지난해 외국인 이주노동자 인권침해 등 사회적 문제가 발생한 데 따른 후속 조치다.
예방 중심의 촘촘하고 두터운 보호 체계를 마련하기 위해 인구청년이민국장을 단장으로 도 관련 부서가 참여하는 8개 분과 TF를 구성, 두 차례 회의를 거쳐 핵심 과제를 도출했다.

■ 8개 분야 37개 과제… “생활 전반을 책임진다.”
종합대책은, 노동인권 및 산업안전, 보건·복지, 주거, 자녀돌봄, 재난안전, 범죄예방 및 교통안전, 생활지원 등 외국인 주민의 삶 전반을 포괄한다.
특히 노동 현장의 인권 보호와 산업재해 예방을 비롯해 외국인 노동자 쉼터 운영, 안심병원 지정, 재산·소방 안전 강화 등 실질적이고 차별화된 정책이 포함됐다.
이날 회의에는 광주지방고용노동청, 출입국·외국인사무소, 지역이민정책개발연구소, 한국산업인력공단, 청암대학교, 전남노동권익센터 등 외국인 정책·사회통합·노동인권 분야 전문가 10명이 참석해 현장의 목소리를 공유했다.
각 실과 총괄부서장의 과제 보고에 이어 정책의 실효성과 현장성을 높이기 위한 심도 있는 논의가 이어졌다.
윤연화 전남도 인구청년이민국장은 행정안전부 통계를 인용해 “전남의 외국인 주민은 9만5천832명으로 지속적으로 증가하고 있다”며 “이제 외국인 주민은 지역사회의 중요한 일원이다. 도정 정책 수립의 실질적인 수요 대상으로 바라봐야 한다.”고 강조했다.

■ 증가율 전국 1위… ‘상생 전략’ 본격화
전남은 전년도 대비 외국인 주민 증가율 10.5%로 전국 1위를 기록했다. 농수산업과 제조업 현장을 중심으로 외국인 노동력이 지역 경제를 지탱하는 핵심 축으로 자리 잡고 있다는 분석이다.

회의에서는 의사소통 지원 확대, 가족 추천으로 이주한 자녀의 사회 부적응 예방 대책, 취업·교육에서 상대적으로 소외되기 쉬운 동반 비자 외국인 맞춤형 지원 등 구체적 과제도 제시됐다.

신선미 지역이민정책개발연구소 대표는 “정책들을 한눈에 볼 수 있는 앱이나 포털에 게시해 접근성을 높이고, 전남의 우수 정책을 타 광역단체에도 확산하길 바란다.”고 제안했다.

황기연 전남도 행정부지사는 “TF를 통해 발굴한 과제와 전문가 의견이 매우 실질적이었다.”며 “외국인 주민이 지역사회의 핵심 구성원임을 분명히 인식하고, 도민과 상생할 수 있는 정책을 적극 추진하겠다.”고 밝혔다.

전남도의 이번 종합대책은 인구 감소와 노동력 부족이라는 구조적 위기 속에서 ‘이주민 정책’을 복지 차원을 넘어 지역 생존 전략으로 격상했다는 점에서 주목된다.

외국인 주민을 보호의 대상이 아닌, 함께 성장할 동반자로 보는 정책 전환이 전남에서 본격화되고 있다.

“Entering the Era of 95,000 Foreign Residents”… Jeonnam Launches 37 Comprehensive Measures Covering Labor Rights to Daily Life Support
Jeollanam-do Province has begun implementing wide-ranging support measures in response to the growing number of foreign residents, covering everything from labor rights protection to housing, healthcare, and crime prevention.
The initiative goes beyond simple assistance, signaling a policy shift that recognizes foreign residents not merely as beneficiaries of support, but as key members of the local community.
On the 25th, the province convened the Jeollanam-do Foreign Resident Policy Committee to review a comprehensive support plan centered on 37 tasks across eight sectors, developed through the Foreign Resident Support Task Force (TF).
The measures follow social concerns raised last year regarding human rights violations against migrant workers. To establish preventive, systematic, and robust protections, the province formed an eight-division TF composed of relevant departments under the leadership of the Director General for Population, Youth, and Immigration. Two rounds of meetings resulted in the identification of key policy tasks.
■ 37 Tasks in 8 Key Areas… “Covering Every Aspect of Daily Life”
The comprehensive plan encompasses all aspects of foreign residents’ lives, including labor rights and industrial safety, health and welfare, housing, childcare, disaster safety, crime prevention and traffic safety, and daily life support.
Notably, the measures include strengthened protection of labor rights in workplaces, prevention of industrial accidents, operation of shelters for foreign workers, designation of “safe hospitals” for foreign residents, and enhanced property and fire safety systems.
The meeting was attended by 10 experts from organizations such as the Gwangju Regional Employment and Labor Office, Immigration and Foreigners Office, Regional Immigration Policy Development Institute, Human Resources Development Service of Korea, Cheongam University, and the Jeonnam Labor Rights Center. Participants shared on-the-ground perspectives and engaged in in-depth discussions following presentations by relevant department heads to enhance the effectiveness and practicality of the policies.
Yoon Yeon-hwa, Director General for Population, Youth, and Immigration of Jeonnam Province, cited Ministry of the Interior and Safety statistics showing that Jeonnam is home to 95,832 foreign residents, with numbers continuing to rise.
“Foreign residents are now an important part of our community,” she emphasized. “They must be regarded as genuine stakeholders in the formulation of provincial policies.”
■ Highest Growth Rate Nationwide… Toward a Strategy of Coexistence
Jeonnam recorded the highest increase in foreign residents nationwide, with a 10.5% year-on-year growth rate. Foreign labor has become a critical pillar supporting the province’s agriculture, fisheries, and manufacturing sectors.
During the meeting, additional proposals were presented, including expanded communication support services, preventive measures addressing social maladjustment among children who migrated through family sponsorship, and tailored support for dependent-visa holders who are relatively vulnerable in employment and education opportunities.
Shin Sun-mi, Director of the Regional Immigration Policy Development Institute, suggested enhancing accessibility by publishing all related policies on a unified app or online portal and promoting Jeonnam’s exemplary policies to other metropolitan governments.
Hwang Gi-yeon, Vice Governor for Administrative Affairs of Jeonnam Province, stated, “The tasks identified through the TF and the valuable opinions shared today were highly practical. We clearly recognize foreign residents as key members of our community and will actively implement policies that promote coexistence with all residents.”
The province’s comprehensive plan is drawing attention as it elevates immigration policy from a welfare-focused approach to a regional survival strategy amid structural challenges such as population decline and labor shortages.
In Jeonnam, a policy transformation is underway — viewing foreign residents not as subjects of protection, but as partners in shared growth.
