“전남, 외국인근로자 정착 전국 선도”…동·서부권 지원거점 2곳 동시 선정

전라남도가 고용노동부 외국인근로자 지원센터 국비 지원 공모사업에서 전국 10개소 가운데 2개소에 선정되며, 동·서부권 외국인 근로자 정착 지원 거점체계를 본격 가동한다.

전남도는 이번 공모 선정으로 동부권은 여수의 동부이민외국인종합지원센터, 서부권은 영암의 서부이민외국인지원센터를 거점기관으로 운영하게 됐다고 밝혔다.
총사업비는 국비 2억 5천만 원과 도비 10억 원을 포함해 12억 5천만 원이 투입된다.

전남은 2025년 12월 31일 기준 등록외국인 6만 5천698명 가운데 65%가 근로자일 정도로 외국인 근로자 비중이 높은 지역이다.
농어촌과 산업단지를 중심으로 초기 정착 지원과 고충 해결을 위한 현장 밀착형 지원체계 구축 필요성이 지속적으로 제기돼 왔다.

특히 2023년 이후 중단됐던 국비 지원 공모사업이 재개되면서, 전남도가 그간 중앙부처에 지속적으로 건의해 온 노력이 결실을 맺었다는 평가다.

이번 사업의 핵심은 상담·교육·권익 보호를 아우르는 ‘정착 통합지원’이다.
동·서부센터는 한국어 교육, 생활법률 및 노동 상담, 산업안전 교육, 커뮤니티 지원, 유관기관 협력 네트워크 구축 등을 추진한다.
아울러 전담 인력을 확충하고, 인권·노동권 보호 사업을 신설하며, 데이터 기반 사례관리 시스템을 도입해 맞춤형 지원을 강화할 방침이다.

동부권은 비전문취업(E-9), 선원취업(E-10) 등 어업·선원 분야 종사자와 도서·벽지 근로자 비중이 높은 지역 특성을 반영해 ‘찾아가는 이동상담’을 운영한다.
이를 통해 상담·교육 사각지대를 해소하고 현장 밀착형 지원을 한층 강화할 계획이다.

윤연화 전남도 인구청년이민국장은 “2023년 국비 중단이라는 어려운 여건 속에서도 도 자체사업을 신설하고, 국비사업 재개 필요성을 중앙부처에 꾸준히 건의한 결과 동·서부권 거점센터 확보라는 값진 성과를 거뒀다.”며 “외국인 근로자가 지역에서 안심하고 일하며 생활하도록 전국을 선도하는 실효성 있는 정착 지원 모델을 구축하겠다.”고 밝혔다.

한편 전남도는 이번 거점센터 운영을 계기로 산업단지와 농어촌은 물론 어업 종사자까지 아우르는 촘촘한 지원체계를 구축해 지역경제와 상생하는 지속가능한 이민정책 기반을 다져나갈 방침이다.

전라남도 (Jeollanam-do) has been selected for two centers in the Ministry of Employment and Labor’s national public contest for Foreign Worker Support Centers, establishing full-scale regional settlement support hubs in both the eastern and western parts of the province.
Under this selection, the Dongbu Immigration & Foreign Resident Comprehensive Support Center in Yeosu will serve the eastern region, while the Seobu Immigration & Foreign Resident Support Center in Yeongam will cover the western region.
A total project budget of KRW 1.25 billion will be invested, including KRW 250 million in national funding and KRW 1 billion in provincial funds.
As of December 31, 2025, Jeonnam is home to 65,698 registered foreign residents, of whom 65 percent are workers—reflecting a particularly high proportion of foreign laborers. The need for a field-oriented support system to assist with initial settlement and grievance resolution, especially in rural communities and industrial complexes, has been consistently raised.
With the resumption of the national funding program, which had been suspended since 2023, the province’s continued advocacy to central government ministries has borne fruit.
The core of the initiative is “integrated settlement support,” encompassing counseling, education, and rights protection.
The eastern and western centers will provide Korean language education, daily life legal and labor consultations, industrial safety training, community support, and cooperative networks with related institutions. The province also plans to expand dedicated staff, newly introduce human and labor rights protection programs, and implement a data-based case management system to strengthen customized support services.
Reflecting regional characteristics, the eastern region—where there is a high concentration of workers under Non-Professional Employment (E-9) and Seafarer Employment (E-10) visas, particularly in fisheries and maritime sectors as well as island and remote areas—will operate a “mobile visiting counseling service” led by the eastern center. This aims to eliminate blind spots in counseling and education and further enhance on-site support.
Yun Yeon-hwa, Director General of the Population and Youth Immigration Bureau of Jeonnam Province, stated, “Despite the difficult circumstances following the suspension of national funding in 2023, the province established its own programs and persistently advocated for the necessity of restoring national support. As a result, we achieved the meaningful outcome of securing regional hub centers in both the eastern and western areas. We will build a practical and leading settlement support model so that foreign workers can work and live safely and confidently in our communities.”
Through the operation of these hub centers, Jeonnam plans to establish a comprehensive support system that covers industrial complexes, rural communities, and fisheries workers alike, laying the foundation for a sustainable immigration policy that grows together with the regional economy.
