전라남도가 ‘전기화 시대’ 산업지도를 다시 그린다.
전력 확보가 곧 산업 경쟁력이 되는 시대, 전남은 전기를 먼저 설계해 기업을 부르는 전략에 착수했다.
전남도는 400만 전남광주통합특별시 비전인 ‘전남·광주 3+1축 산업 대부흥(Y4-노믹스)’ 실현을 위해 산업 입지별 전력공급 계획을 구체화하고, 국가 송변전 설비계획 선제 반영과 요금 경쟁력 강화에 본격 나섰다고 밝혔다.

이는 재생에너지가 있는 곳으로 산업이 이동하는 글로벌 흐름 속에서, “확실하고 구체적인 전력공급 계획 제시”가 첨단 앵커기업 유치의 핵심 조건이라는 판단에 따른 것이다.

■ 국가 송변전 설비계획 선제 반영… ‘전력 인프라부터 깐다.’
전남도는 ‘전남광주 400만 특별법 기업유치 특별전담반’ 성과로 유치한 첨단기업 입주 산업단지에 필요한 변전소 등 신규 전력 인프라를 국가계획에 선제 반영할 계획이다.
정부는 올해 국가 전력망 중장기 로드맵인 제12차 장기 송변전 설비계획을 확정할 예정으로, 전남은 이 계획에 핵심 설비를 반드시 포함시키겠다는 전략이다.
전력망이 먼저 설계돼야 기업이 안심하고 들어온다는 판단이다.

■ 분산특구 실행계획 상반기 확정… 지역 맞춤형 모델 제시
전남은 전역이 분산에너지 특화지역으로 지정된 강점을 활용해 시군별 산업 구조와 입지 여건에 맞는 실행계획을 올해 상반기 내 마련한다.
현재 추진 중인 유형별 분산특구 사업화 모델 용역을 토대로,
✔ 산업단지별 전력 수요 분석
✔ 공급 시기·물량·입지 구체화
✔ 전력 직접거래 및 가격 경쟁 구조 설계를 담은 실질적 로드맵을 제시할 방침이다.
특히 재생에너지 공급의 시기·입지·물량·공급방식을 수치화해 기업 투자 불확실성을 최소화한다는 계획이다.

■ 요금 경쟁력 확보… “값싼 전기, 확실한 공급”
전남은 분산에너지 특화지역 지정에 따라 전력 직접거래 허용, 가격 경쟁 체계 구축, 규제 특례 적용, 정부 인센티브 지원 등을 통해 타 지역보다 경쟁력 있는 전기요금 체계를 구축할 수 있는 여건을 갖추고 있다.
또한 최근 국회 행정안전위원회를 통과한 ‘전남광주통합특별시 설치를 위한 특별법안’에는
▲ 에너지 미래도시 조성
▲ 분산에너지 활성화 전력망 구축 지원 특례
▲ 재생에너지 계통포화 해소 국가 지원 특례 등이 반영돼, 법안이 최종 통과될 경우 3+1축 산업벨트 조성은 더욱 속도를 낼 전망이다.

■ “전남의 승부수는 전력 설계다”
유현호 전남도 에너지산업국장은 “400만 전남광주통합특별시의 첨단산업 유치 성패는 재생에너지와 분산에너지 전력망을 어떻게 설계하느냐에 달렸다”며 “기업 맞춤형 전력공급 계획을 명확히 제시해 기업이 안심하고 투자할 환경을 만들겠다.”고 밝혔다.

산업은 선언으로 오지 않는다.
전기는 약속이 아니라 설계로 증명해야 한다.
전남·광주는 이제 산업과 전력을 동시에 설계하는 ‘에너지 기반 산업전략’으로 3+1축 첨단산업 유치의 승부수를 던졌다.

Jeonnam–Gwangju 3+1 High-Tech Industry Drive Gains Momentum with Preemptive National Grid Integration
Jeollanam-do Province is redrawing the industrial map for the electrification era.
At a time when power availability determines industrial competitiveness, the province has begun implementing a strategy that designs electricity supply first — and attracts companies with certainty.
To realize the vision of the 4-million-population Jeonnam–Gwangju Integrated Special Metropolitan City and its “Jeonnam–Gwangju 3+1 Industrial Renaissance (Y4-Nomics),” the provincial government announced that it will specify power supply plans by industrial site, seek preemptive inclusion in the national transmission and substation master plan, and strengthen electricity price competitiveness.
The initiative reflects the accelerating global shift of industries toward regions with abundant renewable energy. Provincial officials believe that presenting a clear and concrete power supply roadmap is the decisive factor in attracting high-tech anchor companies.
■ Preemptive Inclusion in the National Transmission Plan: “Build the Grid First”
Jeollanam-do plans to ensure that new power infrastructure—such as substations required for advanced companies relocating to industrial sites secured through the “400-Million Integrated Special Act Corporate Attraction Task Force”—is included in the national plan.
The central government is expected to finalize the 12th Long-Term Transmission and Substation Facilities Plan this year. The province aims to secure the inclusion of core facilities in that roadmap.
The strategy is straightforward: companies will invest only when the grid is designed and guaranteed in advance.
■ Distributed Energy Special Zones: Customized Regional Execution Plans by Mid-Year
Leveraging its designation as a distributed energy special zone across the entire province, Jeonnam will formulate tailored implementation plans for each city and county in the first half of the year.
Based on an ongoing feasibility study of distributed energy business models, the province will present a practical roadmap that includes:
Analysis of electricity demand by industrial complex
Specification of supply timing, volume, and location
Design of direct power trading and competitive pricing mechanisms
In particular, the province intends to quantify the timing, location, capacity, and supply methods of renewable energy to minimize uncertainty for corporate investment.
■ Strengthening Price Competitiveness: “Affordable and Reliable Electricity”
As a designated distributed energy special region, Jeonnam is positioned to provide electricity at more competitive rates than other regions through:
Direct electricity trading
Market-based pricing mechanisms
Regulatory special exemptions
Government incentives
In addition, the Special Act on the Establishment of the Jeonnam–Gwangju Integrated Special Metropolitan City, recently passed by the National Assembly’s Public Administration and Security Committee, includes provisions for:
Development of a future energy city
Special support for distributed energy grid infrastructure
National support to resolve renewable energy grid congestion
If the bill is enacted, the 3+1 industrial belt is expected to gain significant momentum.
■ “Jeonnam’s Decisive Move Is Grid Design”
Yoo Hyun-ho, Director General of the Energy Industry Bureau of Jeollanam-do, stated:
“The success of attracting advanced industries to the 4-million Jeonnam–Gwangju Integrated Special Metropolitan City depends on how we design renewable energy and distributed energy grid systems. We will present clear, customized power supply plans so that companies can invest with confidence.”
Industry does not come through declarations alone.
Electricity is not proven by promises, but by design.
Jeonnam and Gwangju are now making their decisive move—simultaneously planning industry and power infrastructure under an energy-based industrial strategy to secure the future of the 3+1 high-tech industrial axis.
