전라남도 “쌀값 지킨다”…수급조절용 벼 ha당 50만원 추가지원

전라남도가 쌀값 정상화와 벼 재배 농가의 경영 안정을 위해 ‘수급조절용 벼’ 재배 농가에 대한 추가 지원에 나섰다.
쌀값 급등과 재배면적 변동 우려 속에서 선제적 수급조절로 시장 안정을 도모하겠다는 전략이다.

전남도는 2월 말부터 전략작물 직불제 신규 품목인 ‘수급조절용 벼’ 재배 농가를 모집한다고 밝혔다.
‘수급조절용 벼’는 평시에는 가공용으로 제한해 시장에서 격리하고, 밥쌀 공급이 부족한 유사시에는 시장에 공급하는 방식으로 운영된다.
일종의 ‘수급 안전판’ 역할을 통해 쌀값의 급격한 등락을 완충하는 제도다.

최근 쌀값이 큰 폭으로 상승하면서 지난해까지 논콩 등 타작물을 재배했던 농가들이 다시 벼 재배로 회귀할 가능성이 제기되고 있다.
이에 따른 과잉 생산 우려가 커지자 전남도는 정부 사업 참여를 적극 독려하는 한편, 도 차원의 추가 인센티브를 마련했다.

전남도는 전략작물직불금 ha당 500만원에 더해, 도 자체 ‘논 타작물 재배 지원사업’을 통해 ha당 50만원을 추가 지급하기로 했다.

수급조절용 벼의 ha당 계약 물량은 조곡 158포 생산을 가정할 경우, 전략작물직불금 500만원, 쌀 판매대금 546만원, 전남도 추가지원금 50만원을 합산해 총 1,096만원 수준이다.
이는 조곡 40kg 기준 약 6만 9천 원에 해당하는 금액이다.

계약 물량을 초과해 생산되는 쌀은 농업인이 자율적으로 판매할 수 있으며, 사업 참여 농가에는 향후 우선 참여권이 부여돼 장기적으로 안정적 소득 기반을 확보할 수 있다는 점도 장점으로 꼽힌다.

사업 참여를 희망하는 농업인은 2월 말부터 읍·면·동 행정복지센터에서 전략작물직불금을 신청한 뒤, 시군별 정부지원 RPC와 수급조절용 벼 출하 계약을 체결하면 된다.

전남도 관계자는 “도비 추가 지원을 통해 전년도 쌀값 대비 낮아질 수 있는 지원 단가를 보완하고 농가 참여를 확대하는 것이 핵심”이라며 “수급조절용 벼 사업을 적극 활용하면 참여 농가의 안정적 소득 확보, 지역 RPC의 관리비 추가 매출 증대, 쌀 과잉 생산 억제라는 1석 3조 효과가 기대된다.”고 밝혔다.

전남도는 사업의 조기 안착을 위해 시군 및 참여 RPC와 협력해 마을 단위 설명회를 개최하고, SNS 등 다양한 홍보 채널을 통해 농가 참여를 적극 독려할 방침이다.

Jeollanam-do: “We Will Safeguard Rice Prices” — Additional KRW 500,000 per Hectare for Supply-Control Rice Cultivation
Jeollanam-do has announced additional financial support for farmers cultivating “supply-control rice” in an effort to stabilize rice prices and strengthen farm management.
Amid sharp increases in rice prices and concerns over fluctuations in cultivation areas, the province aims to proactively regulate supply and maintain market stability.
Starting in late February, Jeollanam-do will begin recruiting farmers for the newly designated “supply-control rice” category under the Strategic Crop Direct Payment Program.
“Supply-control rice” is restricted to processing use during normal periods and kept off the table-rice market. In times of supply shortage, however, it can be released into the market. The system functions as a “supply safety valve,” mitigating extreme price volatility.
With rice prices rising significantly, some farmers who previously cultivated alternative crops such as soybeans in paddy fields are considering returning to rice production. As concerns over potential oversupply grow, the province is encouraging participation in the government program while offering additional provincial incentives.
In addition to the KRW 5 million per hectare provided under the Strategic Crop Direct Payment Program, Jeollanam-do will offer an extra KRW 500,000 per hectare through its own “Paddy Alternative Crop Support Program.”
Assuming production of 158 sacks (40 kg each) of rough rice per hectare under contract, total revenue is estimated at KRW 10.96 million per hectare. This includes KRW 5 million in direct payments, KRW 5.46 million in rice sales revenue, and the additional KRW 500,000 provincial subsidy. This equates to approximately KRW 69,000 per 40 kg sack.
Rice produced beyond the contracted volume may be sold freely by farmers. Participating farmers will also be granted priority participation rights in the future, enabling more stable long-term income.
Farmers wishing to participate can apply for the Strategic Crop Direct Payment at their local 읍·면·동 administrative welfare centers beginning in late February, and must sign a shipment contract for supply-control rice with a government-supported RPC (Rice Processing Complex) in their respective city or county.
A provincial official stated, “The key is to supplement potentially lower support levels compared to last year’s rice prices through additional provincial funding and thereby expand farmer participation. By actively utilizing the supply-control rice program, we expect a triple benefit: stable farm income, increased management revenue for regional RPCs, and suppression of rice oversupply.”
To ensure the successful implementation of the program, Jeollanam-do plans to hold village-level briefings in cooperation with local governments and participating RPCs, and will actively promote farmer participation through social media and other communication channels.
