전라남도가 사회적경제기업의 지속 가능성과 자립 기반 강화를 위해 49억 원 규모의 재정지원에 나선다.
지난해 27억 원 대비 대폭 확대된 예산으로, 지역 사회적경제 생태계에 실질적 활력을 불어넣겠다는 구상이다.

전남도는 오는 27일까지 2026년 사회적경제기업 재정지원사업 공모를 실시한다고 밝혔다.
지원 대상은 도내 530여 개 기업으로, 일자리창출 지원, 사업개발비 지원, 시설장비 지원, 시군 지역특화사업 지원 등 4개 분야에 걸쳐 추진된다.

특히 올해는 기업 수요가 높은 인건비에 대한 국비 지원이 재개된 것이 핵심 변화다.
여기에 도 자체 재원을 더해 고용 부담을 완화하고, 안정적 일자리 창출을 뒷받침할 계획이다.
일자리창출사업은 진입 초기 사회적 기업을 대상으로 취약계층 1명 고용 시 월 50만 원에서 90만 원까지 최대 3년간 인건비를 지원한다.
전남형 일자리창출사업은 일반 인력과 전문 인력까지 지원 범위를 넓혀 기업 성장 단계에 맞춘 맞춤형 고용 정책을 펼친다.

사업개발비 지원은 제품 품질 개선, 디자인 개발, 시제품 제작, 홍보비 등 경쟁력 강화를 위한 비용으로 기업당 최대 1억 원까지 지원된다.
시설장비 지원사업은 신규 장비 구입이나 노후 설비 교체 시 최대 2천만 원을 보조한다.
이와 함께 시군 실정에 맞는 사회적 경제 활성화 정책을 장려하기 위해 판로 개척, 인지도 제고, 사회적 가치지표(SVI) 측정 등 지역 특화사업에도 최대 5천만 원을 지원한다.
단순 보조금 지원을 넘어 지역 맞춤형 생태계 조성을 유도하겠다는 취지다.

신청 방법은 사업 유형에 따라 다르다. 예비·인증 사회적 기업이 일자리창출사업을 신청할 경우 사회적기업통합정보시스템을 통해 온라인으로 접수하면 된다.
전남형 일자리창출사업은 시군별로 별도 모집한다. 사업개발비와 시설장비 지원사업은 예비·인증 사회적기업, 예비·지정 마을기업, 사회적협동조합, 자활기업이 관할 시군에 신청서를 제출해야 한다.

자세한 사항은 도 및 시군 누리집 공고문을 통해 확인할 수 있으며, 선정 결과는 5월 중 전남도 누리집을 통해 발표된다.

선준식 전남도 일자리경제과장은 “정부의 사회연대경제 성장 촉진 기조에 맞춰 사회적경제기업이 체감할 수 있는 지원을 강화하고 있다”며 “경영 여건 개선과 지속 가능한 고용 창출로 이어질 수 있도록 행정적·재정적 지원을 아끼지 않겠다.”고 밝혔다.

이번 공모는 단순한 재정 보조를 넘어, 지역 공동체 기반의 경제 주체를 키우는 투자라는 점에서 의미가 크다.
사회적경제가 ‘보조금 의존’의 틀을 넘어 자립형 성장 모델로 자리 잡을 수 있을지 주목된다.

Large-Scale Support for 530 Companies… Resumption of National Wage Subsidies and Expansion of Jeonnam-Style Employment Programs
Jeollanam-do Province is launching a 4.9 billion won (KRW 49 billion) financial support program to strengthen the sustainability and self-reliance of social economy enterprises.
The budget marks a significant increase from last year’s 2.7 billion won, reflecting the province’s commitment to revitalizing the regional social economy ecosystem.
The province announced that applications for the 2026 Financial Support Program for Social Economy Enterprises will be accepted until the 27th.
Approximately 530 companies across the province are eligible, with support provided in four categories: job creation, business development expenses, facility and equipment support, and city/county-specific specialized projects.
A key change this year is the resumption of national government subsidies for labor costs—one of the most requested forms of support by enterprises.
Combined with expanded provincial funding, the program aims to ease employment burdens and promote stable job creation.
Under the Job Creation Support Program, newly established social enterprises employing vulnerable groups can receive monthly wage subsidies ranging from 500,000 to 900,000 won per employee for up to three years.
The Jeonnam-style Job Creation Program further broadens eligibility to include general and professional workers, offering tailored employment support aligned with different stages of business growth.
Business Development Support provides up to 100 million won per enterprise for product quality improvement, design development, prototype production, and marketing activities to enhance competitiveness.
The Facility and Equipment Support Program offers up to 20 million won for the purchase of new equipment or replacement of outdated facilities.
In addition, to encourage region-specific social economy initiatives, the province will provide up to 50 million won for projects led by cities and counties, including market expansion, brand awareness enhancement, and Social Value Index (SVI) measurement.
The initiative aims not merely to provide subsidies but to foster a locally tailored and sustainable social economy ecosystem.
Application procedures vary by program type.
Preliminary and certified social enterprises applying for job creation support must submit applications online via the Social Enterprise Integrated Information System.
The Jeonnam-style Job Creation Program will be recruited separately by each city and county.
For business development and facility/equipment support, preliminary and certified social enterprises, preliminary and designated village enterprises, social cooperatives, and self-support enterprises must submit applications to their respective local governments.
Detailed information is available through official notices posted on the provincial and city/county websites.
Final selections will be announced in May on the Jeollanam-do website.
Sun Jun-sik, Director of the Provincial Job and Economy Division, stated, “In line with the government’s policy direction to promote the growth of the social solidarity economy, we are strengthening support measures that enterprises can tangibly experience. We will spare no administrative and financial effort to improve business conditions and ensure sustainable job creation.”
This public call represents more than simple financial assistance—it is an investment in nurturing community-based economic actors.
Attention is now focused on whether the social economy in Jeonnam can move beyond reliance on subsidies and establish a self-sustaining growth model.
