전남·광주 행정통합이 선언의 단계를 넘어 국회 입법 국면으로 진입했다.

특별법 발의 이후 처음 열린 공식 회의에서 전남과 광주는 핵심 특례 관철을 위한 ‘민·관 공동 대응 체제’를 전면 가동하며 통합 완주 의지를 분명히 했다.

전라남도와 광주광역시는 2일 나주에서 제6차 전남·광주 행정통합 추진협의체 회의를 열고, 국회에 발의된 「전남광주통합특별시 설치를 위한 특별법안」의 주요 내용을 공유하고 향후 추진 일정과 입법 대응 전략을 집중 논의했다.

이날 회의에는 김영록 전남도지사와 강기정 광주시장을 비롯해 양 시·도 공동위원장과 추진협의체 위원 등 20여 명이 참석했다.

■ 387개 조문·375개 특례… “수도권 대응 남부권 성장 축”
국회에 발의된 특별법안은 전남도와 광주광역시를 하나의 통합특별시로 설치하기 위한 법적 근거를 담고 있으며, 통합특별시의 지위와 권한, 행정·재정 특례, 국가 지원 사항 등 총 387개 조문(375개 특례)으로 구성됐다.
특히 인공지능(AI), 에너지, 문화수도를 핵심 비전으로, 첨단산업 육성, 국가 기간산업 경쟁력 강화, 농어촌 균형 발전을 통해 수도권 일극 체제에 대응하는 남부권 국가 성장축을 구축하겠다는 전략이 명확히 담겼다.

■ “이름부터 바로 세운다”… ‘전남광주특별시’로 정비
김영록 지사는 회의에서 특별법 명칭 문제를 공식 제기했다.
김 지사는 “현재 발의 명칭은 ‘전남광주통합특별시’이지만, 시·도지사와 국회의원이 숙의를 거쳐 합의한 대로 ‘통합’을 뺀 ‘전남광주특별시’로 정리되도록 하겠다.”고 밝혔다.
이어 “시·군 공청회를 통해 확인한 시도민들의 기대는 분명하다”며 “정부가 약속한 4년 지원 이후에도 매년 3조 원 규모 재정이 특별시에 안정적으로 유입될 수 있도록 재정 인센티브 특례를 반드시 관철하겠다”고 강조했다.

■ 강기정 시장 “대한민국 1호 광역 통합, 원팀으로 완주”
강기정 광주시장은 “통합선언을 넘어 이제는 입법의 시간에 들어섰다”며 “재정 자치권을 실질적으로 높일 수 있는 조항 대응과 함께 지역과 연계한 경쟁력 있는 공공기관 유치, 의과대학 정원 최대 반영 등 핵심 과제를 추진협의체와 함께 끝까지 추진하겠다.”고 밝혔다.
또한 “대한민국 제1호 광역 통합이 눈앞에 다가왔다”며 “전남과 광주가 원팀이 돼 지방 주도 성장의 새 길을 열어가겠다”고 말했다.

■ 국회 대응 본격화… ‘의결서 제출’로 입법 반영 총력
추진협의체는 이날 회의에서 제시된 의견을 종합해 국회 입법 과정에 공식 반영 요청 의결서를 제출하기로 했다.
특별법 통과 시까지 전남·광주의 핵심 특례가 후퇴 없이 반영되도록
민·관이 공동 대응하는 상시 입법 대응 체계를 유지한다는 방침이다.

“No Longer a Declaration, but Legislation”
Jeonnam–Gwangju Administrative Integration Launches First Official Response After Special Bill Introduction
The administrative integration of Jeonnam Province and Gwangju Metropolitan City has moved beyond the stage of political declaration and entered the phase of National Assembly legislation.
At the first official meeting held after the introduction of the special bill, Jeonnam and Gwangju clearly demonstrated their determination to see the integration through to completion by fully activating a joint public–private response system aimed at securing key special provisions.
On the 2nd, Jeollanam-do and Gwangju Metropolitan City held the 6th Jeonnam–Gwangju Administrative Integration Promotion Council meeting in Naju, where they shared the main contents of the Special Act on the Establishment of the Jeonnam–Gwangju Integrated Special City submitted to the National Assembly, and intensively discussed future schedules and legislative response strategies.
The meeting was attended by Jeonnam Governor Kim Young-rok, Gwangju Mayor Kang Gi-jung, co-chairs from both local governments, and around 20 members of the Promotion Council.
■ 387 Articles, 375 Special Provisions…
“A Southern Growth Axis to Counter the Capital Region”
The special bill submitted to the National Assembly provides the legal basis for establishing Jeonnam Province and Gwangju Metropolitan City as a single integrated special city. It consists of 387 articles, including 375 special provisions, covering the status and authority of the integrated special city, administrative and fiscal special measures, and state support.
In particular, with artificial intelligence (AI), energy, and culture as core visions, the bill clearly outlines a strategy to foster advanced industries, strengthen national key industries, and promote balanced development between urban and rural areas—thereby building a national southern growth axis to counter the capital-region-centric structure.
■ “Start by Getting the Name Right”…
To Be Standardized as ‘Jeonnam–Gwangju Special City’
Governor Kim Young-rok officially raised the issue of the bill’s name during the meeting.
He stated,
“Although the current bill uses the name ‘Jeonnam–Gwangju Integrated Special City,’ as agreed through deliberation between the governors and National Assembly members, we will move to remove the word ‘integrated’ and standardize the name as ‘Jeonnam–Gwangju Special City.’”
He added,
“The expectations of residents, confirmed through city and county public hearings, are clear,”
emphasizing that,
“Even after the four-year support period promised by the central government, we will ensure that fiscal incentive provisions are included so that approximately 3 trillion won in annual funding continues to flow stably to the special city.”
■ Mayor Kang Gi-jung:
“Korea’s First Metropolitan Integration—We Will See It Through as One Team”
Gwangju Mayor Kang Gi-jung said,
“We have moved beyond a declaration of integration and entered the time of legislation,”
adding that he would work with the Promotion Council to the very end on key tasks such as effectively responding to fiscal decentralization provisions, attracting competitive public institutions linked to regional strengths, and securing the maximum possible medical school quota.
He also remarked,
“Korea’s first metropolitan integration is now within sight,”
adding,
“Jeonnam and Gwangju will move forward as one team to open a new path of locally driven growth.”

Submitting a Resolution to Secure Legislative Reflection
The Promotion Council decided to compile the opinions presented at the meeting and submit a formal resolution requesting their reflection in the National Assembly’s legislative process.
Until the passage of the special act, Jeonnam and Gwangju plan to maintain a standing joint public–private legislative response system to ensure that their core special provisions are fully reflected without dilution.
