청렴 1등급의 위선, 민생을 짓밟은 행정은 자격이 없다

청렴도 1등급을 달성했다는 소식이 전해진 날, 해남의 골목은 박수를 치지 않았다.
축하 현수막이 걸리는 동안, 재래시장 셔터는 또 하나 내려갔고, 동네 가게의 불은 또 하나 꺼졌다.

행정은 스스로를 칭찬했지만, 민생은 아무 말도 하지 못했다. 말할 힘조차 남아 있지 않기 때문이다.

2025년 12월 23일, 해남군은 공공기관 청렴도 1등급을 기록했다.
2002년 제도시행 이후 최초라는 수식어가 붙었다. 원스트라이크 아웃제, 명절 청렴 캠페인, 청렴 붐업 운동까지. 공직사회 내부의 긴장과 군민의 공감이 만들어낸 성과라고 설명한다.

그러나 여기서 분명히 짚어야 할 사실이 있다. 청렴은 성과가 아니라 기본이다. 공직자가 부패하지 않는 것은 자랑이 아니라 의무이며, 당연히 지켜야 할 생활 규범이다.

문제는 바로 그 ‘기본’을 내세워 행정이 스스로를 면책하고 있다는 점이다.
청렴도 1등급이라는 성적표 뒤에서, 해남의 소상공인과 재래시장 영세 상인들은 조용히 생존선을 내려놓고 있다.

해남의 재래시장 상인도, 동네 슈퍼 주인도, 작은 음식점 사장도 모두 해남 군민이다.

대규모 마트에서 계산대를 지키는 직원만 군민이 아니다.
그런데 행정의 정책 방향은 이상하리만큼 한쪽으로만 기울어 있다.

그 상징적인 사례가 바로 지역상품권의 카드화다.
행정은 말한다. “편의성을 높이기 위한 조치”라고 하지만 그 편의는 누구를 위한 편의인가.
카드 결제 인프라를 이미 갖춘 대형마트와 프랜차이즈는 손쉽게 혜택을 누린다.

반면, 카드 수수료를 감당하지 못하는 재래시장 영세 상인들은 매출이 늘기는커녕 남는 것이 더 줄어든다.
POS 기기도 없고, 카드 단말기 수수료조차 부담스러운 고령 상인들에게 상품권 카드화는 지원이 아니라 추가 비용이다.

같은 군민인데, 왜 정책의 결과는 이렇게 극단적으로 갈리는가.
왜 행정은 약한 군민에게 더 불리한 제도를 아무 고민 없이 밀어붙이는가.

재래시장 상인들은 말한다.
“상품권이 카드로 바뀐 뒤 손님이 더 줄었다.”
“대형마트로 다 빠져나간다.”
“수수료 떼고 나면 장사할 이유가 없다.”
이 목소리는 한두 사람의 하소연이 아니다.

지역 상권이 무너지고 있다는 집단적 경고다.
그러나 해남군 행정은 이를 ‘불편함’ 정도로만 취급해 왔다.
청렴을 말하는 행정이 왜 가장 약한 군민의 생존 조건에는 이렇게 무심한가.

청렴 현수막은 곳곳에 걸렸지만, 빈 점포 앞에는 어떤 대책도 서지 않았다.
연휴가 되면 해남은 비어버린다.
군민들조차 소비를 위해 인근 도시로 떠난다.

지역에서 쓰여야 할 돈은 외부로 빠져나가고, 남은 것은 공실과 폐업뿐이다.
이 구조를 바꾸지 못한 책임은 누구에게 있는가.
청렴도 1등급은 면죄부가 아니다.

청렴을 내세워 민생 붕괴를 가리는 순간, 그 청렴은 정의가 아니라 위선이 된다.
행정의 성과는 평가표에 있지 않다. 군민의 삶에 있다.
대형마트도 군민이고, 재래시장 영세 상인도 군민이다.
그 둘을 갈라놓고 한쪽만 살아남게 만드는 정책은 결코 올바른 행정이 아니다.

깨끗하기만 한 행정, 그러나 책임지지 않는 행정은 지역을 살리지 못한다.

해남군은 이제 선택해야 한다.
청렴도 1등급이라는 숫자에 안주할 것인가,
아니면 무너지는 골목과 재래시장 앞에서 비로소 행정의 역할을 다시 정의할 것인가.

민생을 외면한 청렴은 자랑이 될 수 없다.
지금 해남에 필요한 것은 더 많은 캠페인이 아니라, 약한 군민부터 살리는 결단이다.

**The Hypocrisy of a “Grade-1 Integrity” Government:
An Administration That Tramples Livelihoods Has No Legitimacy**
Big-box retailers smile while traditional markets die — is this truly proper governance?
On the day the news broke that Haenam County had achieved a Grade-1 integrity rating, the alleyways of Haenam did not applaud.
As congratulatory banners were raised, another shutter came down at the traditional market, and another neighborhood shop turned off its lights.
The administration congratulated itself, but livelihoods said nothing—because they no longer had the strength to speak.
On December 23, 2025, Haenam County recorded a Grade-1 rating in the public-sector integrity assessment. It was hailed as the county’s first such achievement since the system began in 2002. A one-strike-out policy for anti-graft violations, holiday integrity campaigns, and integrity “boom-up” movements were cited as the drivers of success—proof, it was said, of discipline within the civil service and public support.
But one fact must be stated plainly: integrity is not an achievement; it is a baseline.
For public officials, not being corrupt is not a badge of honor—it is a duty, a basic rule of conduct that must be observed.
The problem is that this “baseline” is now being used as a shield—an excuse for the administration to absolve itself.
Behind the Grade-1 scorecard, Haenam’s small merchants and traditional-market vendors are quietly letting go of their last lifelines.
Traditional-market stallholders, neighborhood grocers, and small restaurant owners are all residents of Haenam.
Employees standing behind the checkout counters of large discount marts are not the only ones who count as citizens.
Yet policy direction has tilted conspicuously—and dangerously—toward one side.
The most telling example is the cardification of local gift certificates.
The administration says it was done “to improve convenience.” But convenience—for whom?
Large retailers and franchise chains, already equipped with card-payment infrastructure, reap the benefits effortlessly.
By contrast, small vendors at traditional markets—who cannot absorb card fees—end up with less, not more.
For elderly shopkeepers who lack POS systems and struggle even with terminal fees, cardifying gift certificates is not support; it is an added cost.
If all are citizens, why do policy outcomes diverge so brutally?
Why does the administration push measures that are more punitive to the weakest residents, without serious deliberation?
Traditional-market vendors speak plainly:
“After gift certificates went digital, we lost even more customers.”
“Everyone goes to the big marts now.”
“Once fees are taken out, there’s no reason left to keep the shop open.”
These are not isolated complaints.
They are a collective warning that local commerce is collapsing.
Yet Haenam County has treated these voices as mere “inconveniences.”
Why is an administration that speaks so loudly about integrity so indifferent to the survival conditions of its most vulnerable citizens?
Integrity banners hang everywhere, but no policy stands before the empty storefronts.
When holidays arrive, Haenam empties out.
Even residents leave town to spend their money in nearby cities.
Money that should circulate locally flows outward. What remains are vacancies and closures.
Who bears responsibility for failing to reverse this structure?
A Grade-1 integrity rating is not a pardon.
The moment integrity is used to mask the collapse of livelihoods, it ceases to be justice and becomes hypocrisy.
Administrative success does not live on an evaluation sheet; it lives in the lives of citizens.
Big-box retailers are citizens. Traditional-market vendors are citizens.
A policy that divides them—ensuring one survives while the other perishes—can never be called good governance.
An administration that is merely “clean,” yet refuses to take responsibility, cannot save a region.
Haenam County now faces a choice.
Will it settle for the comfort of a Grade-1 number,
or will it finally redefine the role of governance—standing before collapsing alleys and dying markets?
Integrity that turns its back on livelihoods is nothing to boast about.
What Haenam needs now is not another campaign,
but the resolve to save the weakest citizens first.
