전라남도 행정의 방향타를 책임질 새 얼굴이 공식 취임했다.
황기연 신임 전라남도 행정부지사가 5일 취임하며, 전남 도정은 기획·조정 중심의 강한 실행 행정 체제로 전환을 예고했다.

전라남도에 따르면 황기연 부지사는 장성 출신으로 연세대학교 행정학과를 졸업하고, 1998년 제42회 행정고시를 통해 공직에 입문한 정통 행정 관료다.

■ 중앙과 지방을 관통한 ‘기획·조정 베테랑’
황 부지사는 중앙인사위원회 사무처 인사정책과를 시작으로 행정안전부 기획재정담당관, 대통령실 사회적경제비서관실 행정관, OECD(경제협력개발기구) 참사관을 역임했다.
이후 국정기획위원회 행정실장, 행정안전부 예방정책국장 등 굵직한 요직을 두루 거치며 정책 설계와 실행을 동시에 경험한 기획통으로 평가받아 왔다.
특히 전남도 근무 시절에는 장흥부군수, 경제통상과장, 일자리창출과장, 기획조정실장을 지내며 도정 핵심 사업을 직접 이끌었다.
현장과 조직을 아우르는 조정 능력, 부드러운 카리스마와 온화한 리더십은 공직 사회 안팎에서 높은 신뢰를 받아왔다.

■ “도정의 심장, 행정부지사 역할 강화”
전남도는 황 부지사가 풍부한 중앙부처 경험과 지방정부 핵심 보직 수행 경력을 바탕으로, 미래 산업 육성, 국비 확보 전략 고도화, 도민 소득 증대 및 양질의 일자리 창출, 등 도정 전반에서 실질적 컨트롤타워 역할을 수행할 것으로 기대하고 있다.
특히 전남·광주 행정통합, AI·에너지 수도 구상 등 대형 전략 과제가 동시에 추진되는 시점에서, 황 부지사의 기획·조정 능력은 도정의 성패를 가를 핵심 변수로 꼽힌다.

■ “고향 전남, 다시 한 번 도약의 길로”
황기연 부지사는 취임 소감을 통해 분명한 메시지를 던졌다.
“고향 발전을 위해 다시 일할 기회를 얻게 돼 영광스럽다.
전남·광주의 역사적인 대통합과 AI·에너지 수도로의 대도약 기틀을 마련하는 데 모든 역량을 쏟겠다.”
전남 행정은 이제 ‘관리’가 아닌 ‘설계와 실행’의 국면으로 접어들고 있다.

A new leader has officially taken office at the helm of Jeonnam’s administrative system.
Hwang Ki-yeon was inaugurated on the 5th as the new Vice Governor for Administrative Affairs of South Jeolla Province. With his appointment, Jeonnam’s provincial administration is expected to shift toward a strong execution-oriented governance model centered on planning and coordination.
According to South Jeolla Province, Vice Governor Hwang is a native of Jangseong County. He graduated from the Department of Public Administration at Yonsei University and entered public service in 1998 after passing the 42nd National Civil Service Examination, marking him as a career civil servant with orthodox administrative training.
■ A “Planning and Coordination Veteran” Bridging Central and Local Government
Vice Governor Hwang began his career at the Personnel Policy Division of the Central Personnel Commission Secretariat and went on to serve in key positions including Director of Planning and Finance at the Ministry of the Interior and Safety, Administrative Officer at the Presidential Office’s Social Economy Secretariat, and Counsellor to the OECD (Organisation for Economic Co-operation and Development).
He later held senior posts such as Administrative Director at the Presidential Commission on State Affairs and Director-General of the Disaster Prevention Policy Bureau at the Ministry of the Interior and Safety. Through these roles, he earned recognition as a strategic planner with hands-on experience in both policy design and execution.
During his tenure in South Jeolla Province, he served as Deputy County Head of Jangheung, Director of Economic and Trade Affairs, Director of Job Creation, and Head of the Planning and Coordination Office, playing a central role in advancing key provincial initiatives. His ability to coordinate between on-site administration and organizational management, combined with a gentle charisma and inclusive leadership style, has earned him broad trust within and beyond government circles.
■ “Strengthening the Vice Governor as the Heart of Provincial Governance”
The provincial government expects Vice Governor Hwang to serve as a practical control tower across all areas of governance, leveraging his extensive experience in central ministries and core local government posts.
Key expectations include fostering future industries, advancing sophisticated strategies for securing national government funding, increasing residents’ income, and creating quality jobs.
At a time when major strategic initiatives—such as the administrative integration of Jeonnam and Gwangju and the vision of becoming an AI and energy hub—are being pursued simultaneously, Hwang’s planning and coordination capabilities are regarded as a decisive factor in the success or failure of provincial governance.
■ “Once Again, Toward a Leap Forward for My Hometown Jeonnam”
In his inaugural remarks, Vice Governor Hwang delivered a clear message of commitment.
“It is an honor to have the opportunity to work once again for the development of my hometown.
I will devote all my capabilities to laying the foundation for the historic integration of Jeonnam and Gwangju and for a major leap forward as an AI and energy capital.”
Jeonnam’s administration is now entering a phase defined not by simple management, but by strategic design and decisive execution.
The inauguration of Vice Governor Hwang Ki-yeon stands as a clear signal of that transformation.
