또 한 번의 거대한 선언이 있었다.
12월 20일, 무안 전남도청 김대중 강당.

정청래 더불어민주당 대표와 김민석 국무총리는 ‘전남 대부흥’을 외쳤다.

AI, 바이오, 국가 AI컴퓨팅센터, 오픈AI 전용 데이터센터, 농업 대전환(AX). 전남이 이재명 정부 성공의 핵심 축이라는 말도 빠지지 않았다.

말은 충분히 컸다.
그러나 해남군민의 마음은 무겁다.
왜냐하면 우리는 이미 15년을 그렇게 들어왔기 때문이다.

■ 솔라시도는 약속의 땅이 아니라, 지연의 땅이었다.
솔라시도는 관광기업도시라는 이름으로 출발한 지 15년이 지났다.
그 사이 해남은 무엇을 얻었는가.
땅은 묶였고, 기회는 유예됐고, 청년은 떠났으며, 지역경제는 기다림 속에서 늙어갔다.
수차례 정권이 바뀌었고, 수차례 장밋빛 청사진이 제시됐다.
그러나 결과는 늘 같았다.
“규제가 남아 있다.”, “중앙 협의가 필요하다.”, “조금만 더 기다려 달라.” 그 ‘조금’이 15년이었다.
그래서 이번 ‘전남 대부흥 선언’ 앞에서 해남군민은 박수를 치지 않는다.
우리는 묻는다.
“이번에는 무엇이 달라졌는가.”

■ AI를 말하면서, 여전히 행정은 느리다
AI는 선언을 기다려주지 않는다.
AI 산업은 속도이며, 전력이며, 즉시성이다.
그런데 솔라시도는 여전히 토지 규제, 산업용지 전환 지연, 전력 계통 문제, 환경·농지 중복 규제, 중앙부처 협의라는 늪에 갇혀 있다.
AI 전용 데이터센터를 말하면서 “검토 중”이라는 행정 언어를 반복하는 순간, 그 정책은 이미 실패다.
지금 필요한 것은 새로운 계획이 아니라 기존 규제를 깨는 결단이다.

■ 전남도와 해남군은 더 이상 ‘중앙 탓’을 할 수 없다
정부가 전폭적인 지원을 약속했다면, 이제 공은 명백히 전남도와 해남군에 넘어왔다.
전남도는 분명히 해야 한다.
이번에도 단순한 전달자 역할에 머물 것인가, 아니면 규제 완화의 책임 주체가 될 것인가. 해남군은 더욱 분명해야 한다.
이번에도 “유치 노력”이라는 말로 책임을 피할 것인가, 아니면 지역의 미래를 걸고 행정 리스크를 감당할 것인가.
솔라시도를 ‘계획만 허용되는 도시’에서 ‘실험이 가능한 도시’로 바꾸지 못한다면, AI도, 데이터센터도, 농업 AX도 모두 공허한 구호에 불과하다.
장성군 같은 경우 벌써 전남 제1호 AI데이타센타 착공식까지 마쳤지 않는가.

■ 군민은 더 이상 시간을 담보로 한 실험을 허락하지 않는다.
솔라시도는 더 이상 “언젠가 잘될 곳”이 아니다.
지금 결과를 내야 할 곳이다.
이번에도 착공이 미뤄지고, 규제가 남고, 속도가 나지 않는다면, 그 책임은 중앙정부가 아니라 전남도와 해남군이 져야 한다.
그리고 그 책임은 다가올 지방선거에서 정치적 평가로 돌아갈 것이다.

■ 전남 대부흥은 ‘선언’이 아니라 ‘신뢰 회복’의 문제다
이재명 정부의 성공을 위해 호남의 정치적 결집이 필요하다는 말, 군민도 모르는 바 아니다.
그러나 정치적 지지는 약속이 아니라 결과 위에서만 유지된다.
군민은 더 이상 현수막을 보지 않는다.
행사를 보지 않는다.
발언을 믿지 않는다.
착공을 보고, 일자리를 보고, 소득 변화를 보고 판단한다.
솔라시도가 또다시 “가장 많은 말을 들은 땅”으로만 남는다면, 그것은 전남 대부흥의 실패이자 지역 정치의 자기부정이다.
이번이 마지막 기회다.

전남도와 해남군은 이제 선택해야 한다.
말의 편안함을 택할 것인가, 결단의 불편함을 감수할 것인가.
군민은 이미 답을 기다리지 않는다.
행동을 요구하고 있다.

“Jeonnam’s Grand Revival—Will It End as Words Once Again?”
— Before the weight of Solaseado’s 15 lost years, Jeonnam Province and Haenam County can no longer make excuses —
Once again, a grand declaration was made.
On December 20, at the Kim Dae-jung Auditorium of Jeonnam Provincial Government in Muan.
Jung Cheong-rae, leader of the Democratic Party of Korea, and Prime Minister Kim Min-seok proclaimed a “Grand Revival of Jeonnam.”
AI, biotechnology, a National AI Computing Center, an OpenAI-dedicated data center, and an agricultural transformation (AX).
Jeonnam was repeatedly described as a core pillar for the success of the Lee Jae-myung administration.
The words were big—big enough.
But the hearts of Haenam residents are heavy.
Because we have already heard these words for 15 long years.
■ Solaseado Was Not a Land of Promise, but a Land of Delay
It has been 15 years since Solaseado was launched under the name of a “tourism-oriented enterprise city.”
What, then, has Haenam gained during that time?
Land was frozen.
Opportunities were postponed.
Young people left.
The local economy aged while waiting.
Governments changed.
Ambitious blueprints were unveiled time and again.
Yet the outcome was always the same.
“Regulations still remain.”
“Coordination with central ministries is needed.”
“Please wait just a little longer.”
That “little longer” became 15 years.
That is why, in the face of yet another “Grand Revival of Jeonnam,” Haenam’s residents do not applaud.
Instead, we ask:
“What, exactly, is different this time?”
■ Talking About AI While Administration Remains Slow
AI does not wait for declarations.
The AI industry is about speed, power supply, and immediacy.
Yet Solaseado remains trapped in a swamp of
land-use regulations,
delays in industrial land conversion,
power grid bottlenecks,
overlapping environmental and farmland regulations,
and endless inter-ministerial consultations.
The moment policymakers repeat the phrase “under review” while speaking of AI data centers, the policy has already failed.
What is needed now is not another plan—
but the political will to break existing regulations.
■ Jeonnam Province and Haenam County Can No Longer Blame the Central Government
If the central government has promised full support, then the responsibility has clearly shifted to Jeonnam Province and Haenam County.
Jeonnam must decide:
Will it remain a mere messenger, or will it become the true authority responsible for regulatory reform?
Haenam must be even clearer:
Will it continue hiding behind the phrase “efforts to attract investment,” or will it risk administrative responsibility for the region’s future?
If Solaseado cannot be transformed from
a city where only plans are permitted
into a city where experimentation is allowed,
then AI, data centers, and agricultural AX will all remain hollow slogans.
Jangseong County has already held the groundbreaking ceremony for Jeonnam’s first AI data center.
Why not Haenam?
■ Residents Will No Longer Accept Experiments That Use Time as Collateral
Solaseado is no longer a place that might succeed “someday.”
It is a place that must deliver results now.
If groundbreaking is delayed again,
if regulations remain untouched,
if speed once more falls short,
then the responsibility lies not with the central government,
but squarely with Jeonnam Province and Haenam County.
And that responsibility will return as a political verdict in the upcoming local elections.
■ Jeonnam’s Revival Is a Matter of Trust, Not Declarations
Residents understand the argument that political unity in Honam is vital to the success of the Lee Jae-myung administration.
But political support is sustained not by promises—
only by results.
People no longer look at banners.
They no longer attend ceremonies.
They no longer believe speeches.
They judge by groundbreaking ceremonies,
by jobs created,
by tangible increases in income.
If Solaseado once again becomes nothing more than
“the land that heard the most promises,”
then it will mark not only the failure of Jeonnam’s revival,
but the self-negation of regional politics itself.
This is the last opportunity.
Jeonnam Province and Haenam County must now choose.
Will they cling to the comfort of words,
or endure the discomfort of decisive action?
The residents are no longer waiting for answers.
They are demanding action.
