“전남 1호 데이터센터, 장성서 첫 삽 뜬다!”

전라남도가 도내 첫 데이터센터 건립 프로젝트인 ‘장성 파인데이터센터’ 착공을 눈앞에 두고 있다.

총사업비 3,959억 원이 투입되는 이번 사업은 지역활성화 투자펀드의 전남 2호, 전국 7번째 프로젝트로 선정돼 본격 추진에 들어간다.

전남도는 5일, 사업 주체인 파인디씨피에프브이㈜와 파인앤파트너스자산운용㈜, 현대차증권㈜, ㈜엠디엠자산운용 등 민간 투자기관과 협력해 11월 중 주주협약 체결 및 착공식을 진행할 예정이라고 밝혔다.

■ 지역투자 펀드 선정으로 추진동력 확보
‘지역활성화 투자펀드’는 지방재정을 마중물로 민간 자금을 연계해 지역 전략사업을 신속히 추진하는 제도다.

전남에서는 여수 묘도 LNG 허브터미널에 이어 두 번째로 선정된 사업으로, 장성 파인데이터센터는 지역경제 활성화와 첨단산업 기반 확충의 양 축으로 주목받고 있다.

전남도는 한국성장금융투자운용㈜ 등과 총 9차례의 컨설팅을 거쳐 사업 타당성과 수익성을 검증했으며, 올해 10월에는 한국산업단지공단(KICOX)이 주관하는 ‘산업단지 환경개선펀드’ 지원 대상에도 선정돼 412억 원 규모의 추가 재원을 확보했다.

■ 전남 AI·데이터산업의 첫 결실
장성 남면 첨단3지구 부지에 들어서는 파인데이터센터는 26MW급 대규모 데이터센터 1기를 구축하는 사업으로, 2023년 정부의 ‘데이터센터 수도권 집중 완화 정책’ 이후 전국 최초로 MOU를 체결한 사례다.

센터 완공 후에는 AI·클라우드 기반 산업의 핵심 인프라로 기능하며, 전남의 디지털 전환과 산업 경쟁력 강화를 견인할 것으로 기대된다.

■ 지역 상생형 혁신 모델 구축
데이터센터는 단순한 산업시설을 넘어 지역과 함께 성장하는 상생형 플랫폼으로 설계됐다.

1층에는 약 400평 규모의 창업지원센터를 조성해 지역 스타트업과 기업에게 공유오피스를 제공하고, AI·클라우드 분야 교육 및 전문가 양성 프로그램을 운영한다.

또한, 약 350평 부지에는 지역 주민을 위한 풋살장 등 체육시설을 설치해 지역사회에 개방할 예정이다.

■ “전남 데이터산업의 성장 거점 될 것”
김기홍 전라남도 전략산업국장은 “최근 글로벌 기업들의 데이터센터 투자가 전남으로 이어지고 있다”며 “장성 파인데이터센터는 그 결실을 보여주는 첫 사례로, 전남이 지속가능한 AI·데이터산업 거점으로 도약하도록 적극 지원하겠다.”고 밝혔다.

“Jeonnam’s First Data Center Breaks Ground in Jangseong!”
— 3.959 Trillion KRW ‘Pine Data Center’ Set for Construction… A Launchpad for AI and Data Industry Growth —
Jeollanam-do is set to break ground on the province’s first-ever data center project, the Jangseong Pine Data Center.
With a total investment of 3.959 trillion KRW, the project has been selected as Jeonnam’s second and the nation’s seventh under the Regional Revitalization Investment Fund, paving the way for full-scale implementation.
The province announced on the 5th that it will sign a shareholders’ agreement and hold a groundbreaking ceremony in November, in cooperation with major private investors including Pine DCPFV Co., Ltd., Fine & Partners Asset Management Co., Ltd., Hyundai Motor Securities Co., Ltd., and MDM Asset Management Co., Ltd.
■ Securing Momentum Through Regional Investment Fund
The Regional Revitalization Investment Fund is a program designed to leverage local finances as seed money to attract private capital and expedite the implementation of strategic local projects.
In Jeonnam, the Jangseong Pine Data Center marks the second project selected under this initiative, following the Yeosu Myodo Northeast Asia LNG Hub Terminal Project.
The data center is expected to play a key role in revitalizing the local economy and expanding the region’s high-tech industrial base.
After nine rounds of consultations with Korea Growth Investment Corporation and other partners, Jeonnam Province completed a comprehensive feasibility and profitability review. In October, the project was also chosen for support under the Industrial Complex Environmental Improvement Fund led by the Korea Industrial Complex Corporation (KICOX), securing an additional 41.2 billion KRW in funding.
■ A Milestone for Jeonnam’s AI and Data Industry
Located in Jangseong Nam-myeon’s Advanced Industrial District 3, the Pine Data Center will feature a 26MW-scale facility, marking the first project in Korea to sign an MOU following the government’s 2023 initiative to decentralize data centers from the Seoul metropolitan area.
Once completed, the center will serve as a core infrastructure hub for AI and cloud-based industries, driving digital transformation and enhancing the industrial competitiveness of Jeonnam Province.
■ A Model for Regional Co-Prosperity and Innovation
The data center has been designed as a collaborative platform that grows with the local community.
Its first floor will include a 400-pyeong (approx. 1,320m²) startup support center, offering shared office space for local startups and enterprises, along with AI and cloud education programs and expert training courses.
Additionally, a 350-pyeong (approx. 1,155m²) sports facility, including a futsal field, will be built on the premises and opened for local residents’ use.
■ “A Growth Hub for Jeonnam’s Data Industry”
Kim Ki-hong, Director General of Jeonnam’s Strategic Industry Bureau, stated,
“With global companies increasingly investing in data centers in Jeonnam, the Jangseong Pine Data Center represents the first tangible result of these efforts.
We will continue to support its development to ensure Jeonnam becomes a sustainable hub for AI and data-driven industries.”
