“청정 완도는 어디에… 수산시장은 상인 전용 ‘물통 주차장’으로 전락”

완도군은 2024년 한 해 동안 약 721만 명의 관광객이 방문해 전년 대비 7% 증가라는 성과를 기록했다.

그러나 관광객과 주민이 현장에서 가장 먼저 마주한 현실은 ‘청정 완도, 힐링의 섬’이 아니라, 주차 전쟁과 무질서였다.

수산시장 주차장, ‘물통 주차장’으로 변질
완도읍 수산시장 주차장은 일부 상인들의 ‘사유지’로 변질됐다. 가게 앞에 플라스틱 물통과 장애물을 설치해 주민과 관광객의 주차를 막고, 오로지 자신들만 사용하는 것이다.

이로 인해 시장을 찾은 손님들은 주차 공간을 찾지 못해 불편을 겪고, 결국 발길을 돌리는 경우가 잦다.

관광객 유치를 외치면서 정작 주차 관리 하나 제대로 못하는 현실은 아이러니가 아닐 수 없다.

관광객 맞이인가, 방문 거부인가
“청정 완도, 힐링의 섬”이라는 화려한 홍보와 달리, 불법적이고 이기적인 주차 행태는 관광객에게 “완도 방문을 환영하지 않는다.”는 잘못된 신호를 보내고 있다.

주차 문제는 단순한 불편을 넘어 관광지로서의 첫인상과 재방문 여부를 좌우하는 결정적 요소다.
완도읍사무소 건설팀은 “계도하겠다.”는 원론적인 말만 반복하고 있다.

완도의 이미지와 신뢰는 이미 무너지고 있다.

더욱 심각한 것은 행정의 방관이다.
신우철 군수가 마지막 3선 임기에 들어서면서, 군민 불편과 관광객 편의가 뒷전으로 밀려난 것 아니냐는 비판이 쏟아진다.

쓰레기 방치, 주차 무질서, 불법행위에 대한 단속 부재까지 행정은 ‘청정 완도’를 외치면서도 기본 현안에는 눈 감고 있다.

주민들은 “관광객을 맞이하는 건지, 차라리 오지 말라는 건지 모르겠다.”며 분통을 터뜨리고 있다.

청정 완도, 말이 아니라 실천으로
관광객 700만 시대를 자랑하기 전에, 주차·쓰레기 같은 기본 민원부터 해결하는 행정이 필요하다.

완도군은 더 이상 방관할 것이 아니라, 불법 주차 공간 확보를 위한 강력한 단속, 수산시장 주차 질서 확립을 위한 행정 조치, 관광객 편의를 위한 주차 관리 시스템 강화, 이 같은 특단의 대책을 즉각 시행해야 한다.

‘청정 완도’는 말이 아니라 실천에서 나온다.

지금처럼 주민과 관광객이 불편을 겪는 현실이 이어진다면, “힐링의 섬 완도”라는 브랜드는 신기루에 불과하다.

행정의 무책임이 완도의 미래를 위협하고 있다는 점을 직시해야 한다.

Wando County recorded approximately 7.21 million tourists in 2024, a 7% increase compared to the previous year.
However, the reality that both residents and visitors face on the ground is far from the promoted image of “Clean Wando, the Healing Island.” Instead, they encounter parking chaos and disorder.
Fish Market Parking Lot Degraded into a ‘Plastic Bottle Parking Lot’
The parking lot at Wando-eup Fish Market has effectively become private property for certain merchants. They place plastic bottles and obstacles in front of their stores to block parking for residents and visitors, reserving the space exclusively for themselves.
As a result, customers often struggle to find parking and sometimes leave without visiting. It is ironic that the county promotes tourism while failing to properly manage parking in front of the very market meant to welcome visitors.
Welcoming Tourists or Turning Them Away?
Despite the flashy slogan “Clean Wando, the Healing Island,” these illegal and selfish parking practices send a wrong message to tourists: “You are not welcome in Wando.”
Parking issues are more than a minor inconvenience—they shape visitors’ first impressions and influence whether they will return. Meanwhile, Wando-eup Office’s Construction Team merely repeats the standard phrase, “We will educate them,” with no meaningful action.
The image and credibility of Wando are already deteriorating.

Even more concerning is the administration’s negligence. Since Mayor Shin Woo-chul began his final term, there is criticism that residents’ inconveniences and tourist convenience have been pushed to the back burner.
From garbage accumulation to parking chaos and lack of enforcement against illegal acts, the administration talks about “Clean Wando” while ignoring fundamental local issues. Residents express their frustration, saying, “We don’t know whether the authorities are welcoming tourists or telling them not to come.”
Clean Wando Must Be About Action, Not Words
Before boasting about 7 million tourists, the administration must address basic civic issues like parking and waste management.
Wando County can no longer remain passive. Immediate measures must include:
Strong enforcement against illegal parking
Administrative actions to restore order in the fish market parking lot
Enhanced parking management systems for tourists
Clean Wando comes from action, not slogans.
If residents and visitors continue to experience these inconveniences, the brand “Healing Island Wando” will remain nothing but a mirage. The administration’s negligence is threatening the future of Wando, and this reality must be urgently addressed.
