“생활 속 불편·격차를 정책으로”…민경매 해남군의회 의장, 양성평등정책대상 최우수상

해남군의회 민경매 의장이 ‘제4회 양성평등정책대상’ 지방의원 부문 최우수상을 수상했다.

이번 수상은 지역사회 양성평등 실현과 주민의 권리 확대, 삶의 질 향상을 위해 추진해 온 조례 제정과 정책 제안 등 의정활동의 성과를 인정받은 결과다.

여성신문과 전국여성지방의원네트워크가 주최하는 ‘양성평등정책대상’은 전국 광역·기초의원 등을 대상으로 「양성평등기본법」에 따른 양성평등정책의 실효성을 높이고 지방의회의 우수 정책과 의정활동을 발굴·확산하기 위해 마련됐다.

민 의장은 그동안 여성뿐 아니라 아동과 고령층, 이주여성 등 다양한 주민이 지역사회에서 동등한 권리와 기회를 누릴 수 있도록 관련 정책과 제도 마련에 힘써 왔다.

특히 △건강가정을 위한 부모교육 지원 △아동의 놀 권리 보장 △고령친화도시 조성 등 주민의 권리와 삶의 질 향상을 위한 조례를 제정하며 제도적 기반 마련에 나섰다.

또 이주여성의 교육권 보장과 안정적인 지역사회 정착을 위한 지원체계 구축 필요성을 5분 자유발언을 통해 제기하는 등 정책 사각지대에 놓일 수 있는 주민의 목소리를 의정활동에 반영해 왔다.

이 같은 활동은 양성평등을 여성과 남성의 문제에만 한정하지 않고 세대와 계층, 출신 배경 등에 관계없이 다양한 주민이 지역사회 구성원으로 동등하게 참여할 수 있는 환경을 만드는 데 초점을 맞췄다는 점에서 평가를 받았다.

민경매 의장은 “뜻깊은 상을 받게 되어 감사드리며, 주민의 목소리에 귀 기울이고 생활 속 불편과 격차를 정책으로 풀어내고자 한 노력을 인정해 주신 것 같아 더욱 의미 있게 생각한다.”고 밝혔다.
이어 “앞으로도 여성과 남성, 세대와 계층을 넘어 모든 군민이 동등한 기회를 누리고 함께할 수 있는 해남을 만드는 데 최선을 다하겠다.”고 말했다.

이번 수상을 계기로 해남군의회 차원에서도 양성평등 정책을 비롯해 아동·고령층·이주민 등 다양한 주민의 권익을 보장하고 사회 참여 기회를 확대하기 위한 제도적 논의가 이어질 것으로 보인다.

Min Kyung-mae, Chair of the Haenam County Council, has received the top honor in the Local Council Member category at the 4th Gender Equality Policy Awards.
The award recognizes Min’s legislative achievements, including the enactment of ordinances and policy proposals aimed at promoting gender equality, expanding residents’ rights, and improving the quality of life in the local community.
The Gender Equality Policy Awards, organized by The Women’s News and the National Network of Women Local Council Members, were established to identify and promote exemplary policies and legislative activities by local council members across the country. The awards also seek to enhance the effectiveness of gender equality policies implemented under South Korea’s Framework Act on Gender Equality.
Min has worked to develop policies and institutional measures designed to ensure that women, children, older adults, migrant women, and other members of the community can enjoy equal rights and opportunities and participate fully in local society.
In particular, Min has enacted ordinances covering a range of issues, including support for parent education to promote healthy families, protection of children’s right to play, and the development of an age-friendly community. These efforts have helped establish an institutional foundation for protecting residents’ rights and improving their quality of life.
Min has also used five-minute council speeches to call for stronger measures to guarantee migrant women’s right to education and establish a support system that enables them to settle successfully in the local community. Through these efforts, Min has sought to reflect the voices of residents who may otherwise be overlooked in the policymaking process.
These legislative activities were recognized for approaching gender equality not merely as an issue between women and men, but as part of a broader effort to create a community in which residents can participate equally regardless of generation, social background, or origin.
“I am deeply grateful to receive this meaningful award,” Min said. “I believe it recognizes our efforts to listen carefully to residents and address the inconveniences and disparities they experience in everyday life through practical policies.”
Min added, “I will continue to do my utmost to build a Haenam where every resident can enjoy equal opportunities and participate together in the community, regardless of gender, generation, or social background.”
The award is expected to further encourage policy discussions within the Haenam County Council on gender equality, as well as measures to protect the rights of children, older adults, migrants, and other members of the community and expand opportunities for their participation in local society.
