문학관광·공영주차·스마트 재활복지 기반 확충

장흥군과 강진군, 해남군이 국토교통부의 ‘2026년 지역수요맞춤지원 공모사업’에 선정돼 문화·교통·복지 분야의 생활기반시설 확충에 속도를 내게 됐다.

전남광주통합특별시는 장흥·강진·해남 3개 군이 신청한 사업이 국토교통부 공모에 최종 선정돼 국비 86억 원을 확보했다고 밝혔다.

지역수요맞춤지원사업은 성장촉진지역으로 지정된 전국 8개 시·도 70개 시·군을 대상으로 주민의 정주 여건을 개선하고 생활편의시설을 확충하기 위해 추진하는 사업이다.

국토교통부는 올해 전국에서 신청된 48개 사업 가운데 15개 사업을 최종 선정했으며, 전남광주통합특별시에서는 장흥군과 강진군, 해남군의 사업이 포함됐다.

장흥군의 ‘안양 율산 노벨문학마을 활성화 사업’은 한승원 작가의 창작자산을 활용해 복합문화공간과 문학공원 등을 조성하는 사업이다.
총사업비는 37억 원으로, 이 가운데 국비 26억 원이 투입된다.
장흥군은 한승원 책방과 해산문학공원 등 문화 기반시설을 조성하고 교육·문학 프로그램을 운영할 계획이다.

또 인근 관광자원과 연계해 장흥의 문학 브랜드를 강화하고 방문객의 체류시간을 늘리는 체류형 문학관광 거점으로 육성한다는 방침이다.
강진군의 ‘강진읍 생활밀착형 공공주차 인프라 구축사업’은 강진 시외버스터미널 인근에 공영주차타워를 건립해 도심 주차난과 불법주정차 문제를 해소하는 사업이다.

총사업비 56억 원 가운데 국비 30억 원이 지원된다.
공영주차타워가 조성되면 주민과 관광객의 주차 편의가 높아지고 전통시장과 중심상권의 접근성도 개선될 것으로 기대된다.
해남군의 ‘해·완·진·강 무장애 스마트 재활 거점 조성사업’은 해남·완도·진도·강진 등 전남 서남권 4개 군이 공동으로 활용하는 초광역 재활·복지 거점을 조성하는 사업이다.

총사업비는 172억 원으로, 국비 30억 원이 투입된다.
해남군은 공영주차장과 치유정원, 로봇 첨단 재활센터 등 무장애 재활·복지 기반시설을 구축할 계획이다.
완도·진도·강진지역 복지기관과도 연계해 시설과 재활 프로그램을 공동으로 활용하는 초광역 복지 협력체계를 마련한다.

특히 전문 재활시설이 부족한 서남권의 의료·복지 격차를 줄이고 고령자와 장애인, 재활이 필요한 주민들이 가까운 지역에서 의료·돌봄 서비스를 이용할 수 있는 복지 안전망 구축에 기여할 것으로 전망된다.

김재인 전남광주통합특별시 지역계획과장은 “이번에 선정된 지역수요맞춤지원사업은 각 지역 주민에게 꼭 필요한 사업들이 정부로부터 좋은 평가를 받은 결과”라며 “앞으로도 지역에 활력을 불어넣고 주민 삶의 질을 높일 수 있는 국비 공모사업을 지속적으로 발굴하겠다.”고 말했다.

Jangheung, Gangjin, and Haenam counties have been selected for the Ministry of Land, Infrastructure and Transport’s 2026 Region-Specific Demand Support Program, paving the way for the expansion of essential infrastructure in the fields of culture, transportation, and welfare.
The Jeonnam-Gwangju Special Metropolitan City Government announced that the three projects submitted by Jangheung, Gangjin, and Haenam were selected in the ministry’s national competition, securing a total of 8.6 billion won in government funding.
The Region-Specific Demand Support Program is designed to improve residential conditions and expand public convenience facilities in 70 cities and counties across eight provinces designated as growth promotion areas.
This year, the Ministry of Land, Infrastructure and Transport selected 15 projects from 48 applications submitted nationwide. The selected projects in the Jeonnam-Gwangju Special Metropolitan City area were proposed by Jangheung, Gangjin, and Haenam counties.
Jangheung County’s “Anyang Yulsan Nobel Literature Village Revitalization Project” aims to create a cultural complex and literary park by utilizing the creative legacy of author Han Kang-won.
The project will cost a total of 3.7 billion won, including 2.6 billion won in central government funding.
Jangheung County plans to establish cultural facilities such as the Han Kang-won Bookstore and Haesan Literary Park, while also operating educational and literary programs.
The county also intends to connect the project with nearby tourist attractions, strengthen Jangheung’s literary brand, extend visitors’ length of stay, and develop the area into a destination for literary tourism.
Gangjin County’s “Gangjin-eup Community-Oriented Public Parking Infrastructure Project” will construct a public parking tower near the Gangjin Intercity Bus Terminal to ease parking shortages and reduce illegal parking in the town center.
The project has a total budget of 5.6 billion won, including 3 billion won in central government funding.
Once completed, the parking tower is expected to improve parking convenience for residents and visitors while enhancing access to the traditional market and central commercial district.
Haenam County’s “Hae-Wan-Jin-Gang Barrier-Free Smart Rehabilitation Hub Project” will establish a regional rehabilitation and welfare center jointly used by Haenam, Wando, Jindo, and Gangjin counties in southwestern Jeonnam.
The project will cost a total of 17.2 billion won, including 3 billion won in central government funding.
Haenam County plans to build barrier-free rehabilitation and welfare facilities, including a public parking lot, a healing garden, and an advanced robotic rehabilitation center.
The county will also work with welfare institutions in Wando, Jindo, and Gangjin to create a regional welfare cooperation network that allows the four counties to share facilities and rehabilitation programs.
The project is expected to reduce disparities in medical and rehabilitation services across southwestern Jeonnam and establish a stronger welfare safety net, enabling older adults, people with disabilities, and residents requiring rehabilitation to access medical and care services closer to home.
Kim Jae-in, director of the Regional Planning Division of the Jeonnam-Gwangju Special Metropolitan City Government, said, “The selection of these region-specific demand support projects demonstrates that initiatives directly needed by local residents have received positive evaluations from the central government.”
“We will continue to identify and develop government-funded projects that revitalize local communities and improve residents’ quality of life,” he added.
