전라남도가 고금리·고물가로 위축된 농업 현장에 ‘저리 금융’이라는 강력한 처방을 내놓으며 친환경농업의 체질 강화에 본격 착수했다. 단순한 지원을 넘어, 생산–가공–유통 전반을 아우르는 구조적 경쟁력 확보에 초점을 맞춘 정책이다.

전라남도는 2026년 친환경농업인의 경영 안정과 지속가능한 농업 기반 확충을 위해 총 70억 원 규모의 친환경농업육성기금 융자지원 사업을 추진하고, 최종 57개 농가를 지원 대상으로 확정했다고 밝혔다.

이번 대상자는 사업계획의 타당성과 상환 능력, 지원 요건 충족 여부 등을 종합적으로 검토해 신청 접수와 심의 절차를 거쳐 선정됐다. 단순한 분배가 아닌 ‘선별 지원’을 통해 정책 효과를 극대화하겠다는 전략이다.

■ “연 1% 금융”… 농가 생존선 지키는 정책 방패
이번 사업의 핵심은 ‘연리 1%’라는 파격적 조건이다.
고금리 환경 속에서 금융비용 부담이 급증한 농가에 사실상 ‘생존형 금융’을 공급하는 구조다.
지원 대상은 친환경 인증을 받은 농업인 및 법인이며, 개인은 최대 1억 원, 법인은 최대 5억 원까지 융자를 받을 수 있다.
이는 단순 운영자금 지원을 넘어, 농업의 지속 가능성과 산업화를 동시에 겨냥한 정책금융으로 평가된다.

■ 생산부터 유통까지… ‘전주기 지원 체계’ 구축
지원 자금은 운영자금과 시설자금으로 나뉜다.
운영자금은 ▲친환경 벼·고구마 등 원료 구입 ▲버섯 종균 구입 ▲포장디자인 및 포장재 제작 ▲판매장 임차료 등 실질적 생산·판매 비용을 지원한다.
시설자금은 ▲육묘장 신축 ▲저온저장고 설치 ▲가공·유통시설 구축 ▲생산시설 신·증축 등 농업의 산업화 기반을 직접적으로 강화하는 데 투입된다.
이는 ‘생산만 지원하는 농정’을 넘어 ‘유통과 브랜드 경쟁력까지 끌어올리는 구조 개편’이라는 점에서 의미가 크다.

■ “친환경농업은 선택 아닌 생존”… 탄소중립 농정 전면화
김영석 전남도 친환경농업과장은 “친환경농업은 기후위기 대응과 탄소중립 실현을 위한 핵심 농정 과제”라며 “연리 1% 저리 융자를 통해 농가 경영 부담을 덜고, 친환경농업이 미래 성장 산업으로 자리 잡도록 적극 지원하겠다.”고 밝혔다.

전남도는 최근 5년간 친환경농업육성기금을 통해 총 137개 농가에 204억 원을 지원해 왔다.

Jeollanam-do has rolled out a powerful “low-interest financing” measure to revive its struggling agricultural sector amid high inflation and rising interest rates, marking a full-scale push to strengthen the foundation of eco-friendly farming. The initiative goes beyond simple subsidies, focusing on building structural competitiveness across the entire value chain—from production and processing to distribution.
The province announced that it will provide a total of KRW 7 billion (₩70 billion? actually 70억 = ₩7 billion) in loans through the 2026 Eco-Friendly Agriculture Promotion Fund, selecting 57 farms as final beneficiaries.
The selected recipients were chosen through a comprehensive evaluation process, including project feasibility, repayment capacity, and eligibility requirements. The province emphasized that this is a “selective support” strategy aimed at maximizing policy effectiveness rather than simple distribution.

The core of the program is its unprecedented annual interest rate of just 1%.

Operating funds cover:
Purchase of eco-friendly raw materials such as rice and sweet potatoes
Acquisition of mushroom spawn
Packaging design and materials

Construction of seedling nurseries
Installation of cold storage facilities
Establishment of processing and distribution centers
Construction or expansion of production facilities

Kim Young-seok, Director of the Eco-Friendly Agriculture Division, stated:
“Eco-friendly agriculture is a key policy task for responding to climate change and achieving carbon neutrality. Through 1% low-interest financing, we will reduce farmers’ financial burdens and help eco-friendly agriculture establish itself as a future growth industry.”
